Inhalt: Geschlechtsspezifische Ungleichheit ist ein Phänomen, das überall auf der Welt bei der Mehrzahl der Kulturen, Religionen, Nationen und Einkommensgruppen auftritt. Diese sog. 'Geschlechterkluft' manifestiert sich in den unterschiedlichsten Formen und es bedarf daher eines allgemeinen Bezugsrahmens zur Entwicklung wirksamer Bekämpfungsmaßnahmen. Das World Economic Forum stellt mit dem Global Gender Index einen derartigen Bezugsrahmen zur Verfügung. Der Index ist ein Instrument zur Ermittlung und Messung von Ungleichheiten in den Bereichen Wirtschaft, Politik, Erziehungs- und Gesundheitswesen. Auf der Basis der Auswertungen von Daten zu über 30 geschlechtsbezogenen Variablen wird eine Ranglisten von Staaten präsentiert, die eine weltweite Bestandsaufnahme der gesetzlichen und gesellschaftlichen Faktoren, die die Disparität zwischen den Geschlechtern in jedem einzelnen Land bestimmen, ermöglicht. Rangliste und Länderprofile sollen als Katalysatoren gesellschaftlichen Wandels dienen und den politischen Entscheidungsträgern Informationen über die relativen Stärken und Schwächen ihrer Länder im Vergleich zu anderen Nationen liefern. Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. A meta-analysis of the international gender wage gap

Inhalt: Seit den frühen 1970er Jahren haben hunderte von Autoren geschlechtsspezifische Lohnunterschiede zwischen Frauen und Männern gleicher Produktivität berechnet. Entsprechend sind Schätzwerte für dieses Phänomen für die unterschiedlichsten Länder zu unterschiedlichen Zeitpunkten veröffentlicht worden. Die vorliegende Metastudie gibt einen quantitativen Überblick über die empirische Forschungsliteratur zu diesem Thema in Hinblick auf Unterschiede in der Methode, der Datenbasis sowie den untersuchten Ländern und Zeiträumen. Eine Gewichtung mit Qualitätsindikatoren soll die Qualität der empirischen Untersuchungen bewerten helfen. Dabei wird deutlich, dass Restriktionen bei den Daten den größten Einfluss auf den berechneten geschlechtsspezifischen Lohnunterschied haben. Zudem zeigen die Verfasser, welchen Effekt Fehler in der Lohngleichung - wie der häufige Einsatz potenzieller Erfahrung - auf die Berechnung des Lohnunterschieds haben. Die Rohwerte für geschlechtsspezifische Lohnunterschiede sind weltweit im Zeitverlauf beträchtlich gesunken. Inhalt: "Since the early seventies, hundreds of authors have calculated gender wage differentials between women and men of equal productivity. Consequently, estimates for the gender wage gap have been published for the most diverse countries at different points in time. This metastudy provides a quantitative review of this vast amount of empirical literature on gender wage discrimination as it concerns differences in methodology, data, countries and time periods. We place particular emphasis on a proper consideration of the quality of the underlying study which is done by a weighting with quality indicators. The results show that data restrictions have the biggest impact on the resulting gender wage gap. Moreover, we are able to show what effect a misspecification of the underlying wage equation - like the frequent use of potential experience - has on the calculated gender wage gap. Over time, raw wage differentials world-wide have fallen substantially; however, most of this decrease is due to an increased labor market productivity of females." (author's abstract)
Understanding international differences in the gender pay gap

Inhalt: Dieser Beitrag prüft die Hypothese, dass die globale Lohnkürzung und das im Vergleich zur Nachfrage geringe Angebot an weiblicher Arbeitskraft die geschlechtsspezifischen Lohnunterschiede eines Landes reduzieren. Durch die Auswertung von Daten aus Mikroanalysen für 22 Länder im Zeitraum 1983-94 wurde herausgefunden, dass gekürzte Löhne für Männer und ein geringeres Netto-Angebot an weiblichen Arbeitskräften mit einem geringeren geschlechtsspezifischen Lohnunterschied verbunden sind. Da es wahrscheinlich ist, dass Arbeitsmarktinstitutionen verantwortlich für einen bestimmten Anteil der internationalen Lohnunterschiede sind, lässt die umgekehrte Verbindung zwischen den geschlechtsspezifischen Lohnunterschieden und der Lohnungleichheit bei Männern vermuten, dass Lohnfindungs-Mechanismen wie z. B. Flächentarifverträge, die relativ hohe Gehälter bieten, das Gehalt für Frauen steigern, die meistens am unteren Ende der Lohntreppe stehen. Folgerichtig kommt man zu dem Ergebnis, dass der geschlechtsspezifische Lohnunterschied umso geringer ausfällt, je weiter kollektive Lohnverträge in einem Land verbreitet sind. Inhalt: "This paper tests the hypotheses that overall wage compression and low female supply relative to demand reduce a country's gender pay gap. Using micro-data for 22 countries over the 1985-94 period, we find that more compressed male wage structures and lower female net supply are both associated with a lower gender pay gap. Since it is likely that labor market institutions are responsible for an important portion of international differences in wage inequality, the inverse relationship between the gender pay gap and male wage inequality suggests that wage-setting mechanisms, such as encompassing collective bargaining agreements, that provide for relatively high wage floors raise the relative pay of women, who tend to be at the bottom of the wage distribution. Consistent with this view, we find that the extent of collective bargaining coverage in each country is significantly negatively associated with its gender pay gap. Moreover, the effect of pay structures on the gender pay gap is quantitatively very important: a large part of the differences across these countries in overall wage structure, with another potentially import segment due to differences in female net s supply."
