Inhalt: "Obwohl Deutschland und Frankreich in ökonomischer, politischer und institutioneller Hinsicht im Vergleich zu anderen europäischen Ländern viel Ähnlichkeit aufweisen, sind in Deutschland die Geburtenraten und die Vollzeit-Erwerbstätigkeit der Frauen wesentlich niedriger als in Frankreich. Die Ursachen hierfür werden oftmals dem in Deutschland im Vergleich zu Frankreich unzureichenden System staatlicher Kinderbetreuung zugewiesen. Vorliegender Artikel zeigt jedoch, dass auch Unterschiede im System finanzieller Unterstützung von Familien wesentlich dazu beitragen, dass in Deutschland Beruf und Familie schwieriger zu vereinbaren sind als in Frankreich. Der Artikel beschreibt die wesentlichen Unterschiede der vier Hauptinstrumente finanzieller Unterstützung von Familien in beiden Länder (Pauschalzuschüsse für Kinder, finanzielle Unterstützung der Elternzeit und der Kinderbetreuung, Besteuerung des Familieneinkommens) und veranschaulicht, wie das Zusammenwirken dieser Instrumente dazu führt, dass in Deutschland Mütter wesentlich mehr aus dem Erwerbsleben gedrängt werden als in Frankreich." Inhalt: "Even though in comparison to other European countries, Germany and France are quite similar in economic, political and institutional terms, fertility rates and Women's full-time equivalent employment rates are significantly lower in Germany than in France. Insufficient child care facilities in Germany are often cited as main reason for these differences. This article shows that differences in the system of financial assistance to families also contribute significantly to the fact that in Germany family and employment are more difficult to reconcile than in France. The article discusses the main differences of four instruments of financial assistance to families in both countries (flat-rate benefits for children, parental leave benefits, financial assistance reducing the costs of childcare and the taxation of family income) and illustrates how the combination of these instruments discourages mothers' labour supply in Germany more than in France." This relates to different interpretations of and positive and negative associations with the term 'feminist' in society. The research presented here discusses the different 'feminist' identities and other labels among activists and scholars at Indonesian universities and explores what 'feminist' means for them. Respondents come from Pusat Studi Wanita (Centres for Women's Studies) or Pusat Studi Gender (Centres for Gender Studies) at six universities in Yogyakarta, Indonesia. Many respondents acknowledge that Western feminists are able to raise awareness of gender issues, strengthen feminist identity, and build up faith in Islam. Transparency in Academic Recruitment : A Problematic Tool for Gender Equality?

Inhalt: Gender research has made a call for more transparency and accountability in academic recruitment and selection in order to overcome the inequality practices that have led to an underrepresentation of women among full professors. This paper provides insight into the multiple ways in which the notions of transparency and accountability are put into practice in academic recruitment and selection, and how this has enhanced – or hindered – gender equality. The methods employed consist of a qualitative content analysis of seven recruit-ment and selection protocols, interviews with 64 committee members, and an analysis of 971 appointment reports of full professors in the Netherlands. Our analysis contributes to the study of organizations in three respects. First, it shows that recruitment and selection processes are characterized by bounded transparency and limited accountability at best. Second, it explains that the protocols that should ensure transparency and accountability remain paper tigresses, because of the micropolitics and gender practices that are part and parcel of recruitment and selection. Third, it contributes to gender equality theory in organization theory by showing how a myriad of gender practices simultaneously increases and counteracts gender equality measures in academia.
Gender Diversity Policies in Universities : A multi-perspective Framework of Policy Measures

Inhalt: Are policies to increase women’s share among university professors effective? The importance of gender equality on the labor market has been well established, but our understanding of what kind of policy is effective to increase the share of women is still unclear. Three sets of factors explain women’s low shares at higher job levels, notably individual, cultural, and structural or institutional perspectives, and policies to increase the proportion of women therefore should address these factors. This paper aims to investigate if they do so and if they are effective. We investigated the efficacy of gender equality policy measures in all 14 universities in the Netherlands, implemented between 2000 and 2007. Based on documents and interviews, 19 measures were identified that could be classified according to the three perspectives. The university with the most measures applied four times more measures than the one with the least measures. The more measures a university applied in the cultural perspective, the more likely it also applied measures in the other two perspectives. Whereas the HR managers and policy makers at universities reported skepticism and lack of evaluations, our study reveals a positive relationship between policy measures and the reduction of the glass ceiling and between policies in the cultural perspective and the increase of the proportion of women among professors.
