Inhalt: Im Zuge der Reformen des Hochschulwesens gewinnt die Förderung von wissenschaftsbasierten Gründungen an Bedeutung. Erste Erhebungen zur Schweiz zeigen jedoch, dass Akademikerinnen deutlich seltener ausgründen als Akademiker. Das als „Leaky Pipeline“ bezeichnete Phänomen ist auch im Bereich von Gründungsaktivitäten an Schweizer Fachhochschulen deutlich erkennbar. Anschließend an Perspektiven der Gender- und Hochschulforschung beleuchtet der Beitrag zentrale Voraussetzungen für Gründungsaktivitäten von Frauen an Schweizer Fachhochschulen. Empirische Grundlage bilden eine schriftliche Umfrage aus den Jahren 2017/18 an öffentlich-rechtlichen Fachhochschulen der Schweiz sowie Interviews mit Gleichstellungsbeauftragten und Gründungszentren dieser Hochschulen. Die Ergebnisse zeigen nicht nur, dass Wissenschaftlerinnen kaum als Zielgruppen der Gründungsförderung an Fachhochschulen erkannt werden, sondern dass auch kaum spezifische Unterstützungsmaßnahmen für Frauen existieren. Dabei ist das Bewusstsein für den Gender Gap im Bereich Gründen bis jetzt gering – dies gilt gleichermaßen für Gründungsverantwortliche wie für Gleichstellungs- und Diversitätsbeauftragte der Hochschulen.

Inhalt: This study advances understanding of gender pay gaps by examining organizational variation. The gender pay gap literature supplies mechanisms but does not attend to organizational variation; the gender and science literature provides insights on the role of masculinist culture in disciplines but misses pay gap mechanisms. A data set of federal workers allows comparison of men and women in the same jobs and workplaces. Agencies associated with traditionally masculine (engineering, physical sciences) and gender-neutral (biological, interdisciplinary sciences) fields differ. Pay-gap mechanisms vary: human capital differences explain a larger share in gender-neutral agencies, while at male-typed agencies men are frequently paid more than women within the same job. Although beyond the federal workers’ standardized pay scale, some interdisciplinary agencies more often pay men off grade, leading to higher earnings for men. Our theory of organizational variation helps explain local agency variation and how pay practices matter in specific organizational contexts.
Prevalence and Forms of Workplace Bullying Among University Employees

Inhalt: Over the past decade, a growing number of Anglo-American and Scandinavian researchers have documented the extent to which the university environment provides opportunities for workplace bullying. By contrast, there has been a visible lack of similar studies in non-Western national contexts, such as the Czech Republic and other Central Eastern European (CEE) countries. The present article addresses this gap by reporting the findings of the first large-scale study into workplace bullying among university employees in the Czech Republic. The exposure to bullying was assessed with the Negative Acts Questionnaire-Revised (NAQ-R) in a sample of 1,533 university employees. The results showed that 13.6 % of the respondents were classified as bullying targets based on an operational definition of bullying (weekly exposure to one negative act), while 7.9 % of the respondents were identified as targets based on self-reports. This prevalence is comparable to bullying rates in Scandinavia but considerably lower than in Anglo-American universities. Differences between Anglo-American and Czech universities were also found with respect to the status of perpetrators (bullying was perpetrated mostly by individual supervisors in the Czech sample), perceived causes of bullying (structural causes perceived as relatively unimportant in the Czech sample), and targets’ responses to bullying (minimal use of formal responses in the Czech sample). The authors propose that cross-cultural differences as well as differences between the Anglo-American model of “neoliberal university” and the Czech model of university governance based on “academic oligarchy” can be used to explain these different findings.

Vorliegender Artikel zeigt jedoch, dass auch Unterschiede im System finanzieller Unterstützung von Familien wesentlich dazu beitragen, dass in Deutschland Beruf und Familie schwieriger zu vereinbaren sind als in Frankreich. Der Artikel beschreibt die wesentlichen Unterschiede der vier Hauptinstrumente finanzieller Unterstützung von Familien in beiden Länder (Pauschalzuschüsse für Kinder, finanzielle Unterstützung der Elternzeit und der Kinderbetreuung, Besteuerung des Familieneinkommens) und veranschaulicht, wie das Zusammenwirken dieser Instrumente dazu führt, dass in Deutschland Mütter wesentlich mehr aus dem Erwerbsleben gedrängt werden als in Frankreich." Inhalt: "Even though in comparison to other European countries, Germany and France are quite similar in economic, political and institutional terms, fertility rates and Women's full-time equivalent employment rates are significantly lower in Germany than in France. Insufficient child care facilities in Germany are often cited as main reason for these differences. This article shows that differences in the system of financial assistance to families also contribute significantly to the fact that in Germany family and employment are more difficult to reconcile than in France. The article discusses the main differences of four instruments of financial assistance to families in both countries (flat-rate benefits for children, parental leave benefits, financial assistance reducing the costs of childcare and the taxation of family income) and illustrates how the combination of these instruments discourages mothers' labour supply in Germany more than in France."
