The social situation in the European Union 2007 : social cohesion through equal opportunities

Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. Each profile contains detailed information on over 30 gender-related variables." (author's abstract)
A meta-analysis of the international gender wage gap

Weichselbaumer, Doris; Winter-Ebmer, Rudolf

Inhalt: "Since the early seventies, hundreds of authors have calculated gender wage differentials between women and men of equal productivity. Consequently, estimates for the gender wage gap have been published for the most diverse countries at different points in time. This metastudy provides a quantitative review of this vast amount of empirical literature on gender wage discrimination as it concerns differences in methodology, data, countries and time periods. We place particular emphasis on a proper consideration of the quality of the underlying study which is done by a weighting with quality indicators. The results show that data restrictions have the biggest impact on the resulting gender wage gap. Moreover, we are able to show what effect a misspecification of the underlying wage equation - like the frequent use of potential experience - has on the calculated gender wage gap. Over time, raw wage differentials world-wide have fallen substantially; however, most of this decrease is due to an increased labor market productivity of females." (author's abstract)

Inhalt: "Women in Finland have historically had a stronger presence in higher education and
academia than their sisters in many other European countries. Despite this and despite
steadily rising numbers of highly qualified women, both vertical and horizontal gender
segregation persist in Finnish academia. After completing their doctorate, the careers
of many women seem to stagnate. The article discusses the contradictions of gender
equality in Finnish academia and major public interventions promoting gender equality
in research and academia since the early 1980s." (author's abstract)|
Understanding international differences in the gender pay gap
Titelübersetzung:Zur Erklärung von internationalen Differenzen von geschlechtsspezifischen Lohnunterschieden
Autor/in:
Blau, Francine D.; Kahn, Lawrence M.
Quelle: National Bureau of Economic Research -NBER-; Cambridge (NBER working paper, 8200), 2001. 47 S.
Inhalt: "This paper tests the hypotheses that overall wage compression and low female supply relative to demand reduce a country's gender pay gap. Using micro-data for 22 countries over the 1985-94 period, we find that more compressed male wage structures and lower female net supply are both associated with a lower gender pay gap. Since it is likely that labor market institutions are responsible for an important portion of international differences in wage inequality, the inverse relationship between the gender pay gap and male wage inequality suggests that wage-setting mechanisms, such as encompassing collective bargaining agreements, that provide for relatively high wage floors raise the relative pay of women, who tend to be at the bottom of the wage distribution. Consistent with this view, we find that the extent of collective bargaining coverage in each country is significantly negatively associated with its gender pay gap. Moreover, the effect of pay structures on the gender pay gap is quantitatively very important: a large part of the differences across these countries in overall wage structure, with another potentially import segment due to differences in female net s supply." Frauen und Männer in Bildungsgängen des Tertiärbereichs
Titelübersetzung:Women and men in tertiary education
Autor/in:
Dunne, Mary
Inhalt: "More women than men are being educated to tertiary level in most EU member states. According to the latest data (for 1998-99), women represent the majority of those enrolled in university or equivalent programmes in 12 of the 15 countries and account for an even larger proportion of those graduating. Moreover, the number of women with tertiary level education seems to be increasing faster than that of men throughout the Union. Nevertheless, there are still far fewer women than men enrolled in science and technology subject areas and women are significantly less likely to go on to postgraduate study. Equally, a larger proportion of women than men tend to participate in more practical/ technical/ occupationally-specific programmes (Type B) as opposed to more theoretically-based/ research preparatory ones or programmes giving access to professions with high skill requirements (Type A)."
Titelübersetzung:The gender contract in Germany and Japan : the weakness of a strong supplier model

Gottfried, Heidi; O'Reilly, Jacqueline
(Autorenreferat)
Inhalt: "In this discussion paper we set out to provide a critical perspective on the supposed successes of the Japanese and German employment system by focusing on the rise of marginal and female employment. We examine this in terms of the institutionalisation of a class and gender compromise that embedded a strong male-breadwinner gender contract. This compromised women's positions and standardised employment contracts around the needs, interests and authority of men. In both countries, women's secondary employment status often renders them dependent on income transfers from an individual full-time male worker. These 'successful' breadwinner models have been built on union demands for a 'family wage' and redistributive tax systems that create incentives for women to reduce their labour force participation, creating stark insider/ outsider forms of segmentation. The embedded nature of this model in the world of work and welfare, and the principles of organisation in the public and private spheres, constrain the options for reform and renewal. Adding to the current weaknesses both societies face, the increase of female integration in paid employment, the growth of marginal work, changing household forms and values, are forcing governments to reconsider how to reform existing employment, tax and welfare arrangements. We examine whether attempts to weaken the traditional breadwinner model, in the face of current economic problems, may in fact lead to undermining the conditions for core employees, and the pillars of success that supported a strong breadwinner model in the past."
