the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Inhalt: "Ziel dieses Beitrags ist es, die Entwicklung zu analysieren, die das Verhältnis von Familie und Kinderbetreuung seit den 1990er Jahren in europäischen Gesellschaften genommen hat und auf der Grundlage zu zeigen, welche Weiterentwicklung in den kommenden beiden Jahrzehnte erwartet werden kann. Es wird argumentiert, dass sich in den letzten Jahrzehnten neue Formen der Kinderbetreuung herausgebildet haben, die teilweise die gängige Unterscheidung zwischen formeller und informeller Kinderbetreuung obsolet werden lassen. Der jeweilige Stellenwert dieser Formen der Kinderbetreuung in europäischen Gesellschaften differiert vor allem auch auf der Grundlage unterschiedlicher kultureller Familien-Leitbilder und von Differenzen in den wohlfahrtsstaatlichen Politiken im Kontext verschiedener Entwicklungspfade. Die zukünftige Entwicklung der Kinderbetreuung ist, so die Annahme, durch die Entwicklung zur 'globalisierten Wissensgesellschaft' gekennzeichnet. In dem Kontext wird ein kulturelles Leitbild der Familie an Bedeutung gewinnen, das auf der Idee der umfassenden Erwerbsintegration aller Erwachsenen und des Einbezugs der Kinder vom Kleinkindalter an in das Bildungssystem, in dem sie auf ihr späteres Leben als Erwerbsarbeitsbürger vorbereitet werden, beruht. Es ist allerdings nicht zu erwarten, dass dieses Leitbild in den europäischen Ländern in der gleichen Art und Weise adaptiert werden wird. Vielmehr kann man davon ausgehen, dass es je nach dem kulturellen Entwicklungspfad, in dem Ein Land steht, und nach der Stärke des Wohlfahrtsstaates unterschiedliche interpretiert und in unterschiedlicher Weise realisiert werden wird." Inhalt: "The aim of this contribution is to analyse the course of development the relationship between family and childcare has taken since the 1990s in European societies, and to show on this basis what further development can be expected in the next two decades. It is argued that in the last decades, new forms of childcare have emerged which in part render the established distinction between formal and informal childcare obsolete. The respective significance attached to these forms of childcare in European societies can be distinguished on the basis of different cultural family models and of differences in the welfare state policies in the context of divergent development paths. It is assumed that the future development of childcare will be characterized by the development towards a 'global knowledge society'. In this context, a model of the family will become increasingly important which is based on the idea of comprehensive labour market integration of all adults and the inclusion of children, from toddlerhood onwards, in the education system, in which they will be prepared for their later lives as citizens in gainful employment. However, it cannot be expected that this model will be adapted in the same way in different European countries. Rather, it can be assumed that based on the cultural development path upon which a country finds itself, and on the strength of the welfare state, the model will be interpreted differently and realised in different ways." Inhalt: "Empirische Grundlage dieses Beitrags ist eine Fallstudie, die im Rahmen des Forschungsprojekts 'Wirtschaftseliten zwischen Konkurrenzdruck und gesellschaftlicher Verantwortung' an der Universität Bielefeld auf der Grundlage von ExpertInneninterviews und umfangreichen Dokumentenanalysen angefertigt wurde (vgl. Alemann/ Sielschott 2007). In ihrem Zentrum steht der Versuch der Implementierung eines Gleichstellungsgesetzes für die deutsche Wirtschaft in den Jahren zwischen 1998 und 2001. Die Auseinandersetzung um das Gleichstellungsgesetz wird im Folgenden näher betrachtet. Dabei wird die These untersucht, dass sich der politische Diskurs vom Ansatz der Geschlechtergerechtigkeit zum Ansatz der Familienfreundlichkeit verschoben hat. Dazu werden im zweiten Abschnitt zunächst die Entwicklungen im Gleichstellungsrecht dargestellt, bevor im dritten Abschnitt das Scheitern der Gesetzesinitiative nachgezeichnet wird. Der vierte Abschnitt beschäftigt sich mit den Konsequenzen des Prozesses in Form von familienfreundlichen Initiativen und mit seiner Evaluierung. Der Beitrag schließt mit einem Fazit, in dem die These dieses Diskurswandels vom Gleichstellungs- zum Demografiediskurs (im Sinne der Familien- und Kinderfreundlichkeit) anhand des dargestellten Materials belegt wird." Inhalt: "Der Beitrag bewertet die Politik zur Vereinbarkeit von Familie und Beruf für Frauen und Männer aus gleichstellungspolitischer Perspektive. Zunächst werden die Familienleitbilder der aktuellen EU-Politiken zur Vereinbarkeit dargelegt. Sodann werden ausgehend von einer normativen Position der Gleichverteilung von Familien- und Erwerbsarbeit die Erwerbsbeteiligung von Frauen und die Beteiligung der Männer an Haus- und Familienarbeit in Deutschland, Frankreich, Großbritannien und Schweden verglichen. Im Anschluss werden die Grundlinien familienpolitischer Regulierungen zur Vereinbarkeit von Familie und Beruf in diesen Ländern analysiert und es wird diskutiert, welche familienpolitischen Regulierungen gleichstellungspolitisch vorteilhaft sind. Als Ergebnis zeigt sich: Ob eine Vereinbarkeitspolitik mit gleichstellungspolitischen Zielen zusammengeht, hängt wesentlich von den verfolgten Familienmodellen und der Thematisierung der familialen Verantwortung der Väter ab." Inhalt: "This article analyses policies on work-life balance for men and women from the perspective of equal opportunities. First the current family models of EU policies on work-life balance are examined. Then, from a normative position on the equal sharing of gainful employment and family care, the participation of men and women in these two areas is compared in the countries Germany, France, Great Britain and Sweden. Following this, the base lines of family policies on work-life balance in theses countries are analysed and it is discussed which family policy regulations are advantageous to gender equality policy. The identified result is that whether work-life balance policies are congruent with the aims of equal opportunities depends mostly on the question of which family models are pursued and the consideration of the degree of involvement that the father has with the family."
