the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Inhalt: Die Verbesserung der Vereinbarkeit von Beruf und Familie ist im Zusammenhang mit der Schaffung von mehr Geschlechtergerechtigkeit ein zentrales Anliegen der Gesellschaftspolitik und bildete auch den Schwerpunkt des Frauenkongresses des Schweizerischen Gewerkschaftsbundes 2009. Mit der Fokussierung auf die Vereinbarkeit besteht nach Meinung der Autorinnen jedoch die Gefahr, dass die Frage der Gleichstellung der Frauen auf dem Arbeitsmarkt auf die Thematik der Schaffung von familienfreundlichen Arbeitsbedingungen reduziert wird. Einer fortschrittlichen Arbeits- und Geschlechterpolitik muss daher Demokratie als normative Leitidee zugrunde gelegt werden, denn Geschlechterdemokratie bedeutet Umverteilung der Macht auf allen Ebenen der Gesellschaft. Die klassischen gewerkschaftlichen Themen der Lohngleichheitspolitik und der Arbeitszeitpolitik müssen deshalb unter dem Aspekt der Geschlechtergerechtigkeit neu diskutiert werden. Die Autorinnen fordern in ihrem Beitrag das Recht der Frauen auf finanzielle Unabhängigkeit, die Umverteilung der bezahlten und unbezahlten Arbeit sowie die volle gesellschaftliche Anerkennung der Arbeit im Pflegebereich. Sie betonen ferner die Tatsache, dass die globale Frauenperspektive die Notwendigkeit eines neuen geschlechtergerechten Wirtschaftsmodells verstärkt. (ICI2)

Inhalt: "Der Beitrag bewertet die Politik zur Vereinbarkeit von Familie und Beruf für Frauen und Männer aus gleichstellungspolitischer Perspektive. Zunächst werden die Familienleitbilder der aktuellen EU-Politiken zur Vereinbarkeit dargelegt. Sodann werden ausgehend von einer normativen Position der Gleichverteilung von Familien- und Erwerbsarbeit die Erwerbsbeteiligung von Frauen und die Beteiligung der Männer an Haus- und Familienarbeit in Deutschland, Frankreich, Großbritannien und Schweden verglichen. Im Anschluss werden die Grundlinien familienpolitischer Regulierungen zur Vereinbarkeit von Familie und Beruf in diesen Ländern analysiert und es wird diskutiert, welche familienpolitischen Regulierungen gleichstellungspolitisch vorteilhaft sind. Als Ergebnis zeigt sich: Ob eine Vereinbarkeitspolitik mit gleichstellungspolitischen Zielen zusammengeht, hängt wesentlich von den verfolgten Familienmodellen und der Thematisierung der familialen Verantwortung der Väter ab." Inhalt: "This article analyses policies on work-life balance for men and women from the perspective of equal opportunities. First the current family models of EU policies on work-life balance are examined. Then, from a normative position on the equal sharing of gainful employment and family care, the participation of men and women in these two areas is compared in the countries Germany, France, Great Britain and Sweden. Following this, the base lines of family policies on work-life balance in theses countries are analysed and it is discussed which family policy regulations are advantageous to gender equality policy. The identified result is that whether work-life balance policies are congruent with the aims of equal opportunities depends mostly on the question of which family models are pursued and the consideration of the degree of involvement that the father has with the family." Inhalt: "Zu Beginn ihrer Regierungszeit kündigte die rot-grüne Koalition einen 'neuen Aufbruch' für die Geschlechterpolitik an. 2001 wurden auch Gesetzesvorhaben zugunsten einer Gleichstellung von Frauen und Männern verabschiedet; das zentrale Gesetz allerdings, ein Gleichstellungsgesetz für die Privatwirtschaft, scheiterte. Bereits in der ersten Legislaturperiode lag der Schwerpunkt auf familienpolitischen Regelungen, was durch den Ministerinnenwechsel noch verstärkt wurde. Aktuell diskutiert die Regierungskoalition ein Elterngeld als Lohnersatzleistung, das außerdem Väter mehr in die Pflicht nimmt; die CDU hingegen setzt weiter auf finanzielle Maßnahmen für Familien. Das Elterngeld ist ein erster Schritt, aber noch längst nicht hinreichend für eine Politik, die auf Geschlechtergerechtigkeit abzielt." (Autorenreferat)
Inhalt: "At the beginning of its administration the 'Red-Green' coalition announced a so-called new beginning for women's politics. In 2001 a number of laws were implemented in favour of equal opportunities for men and women; however the main legislation, an equal employment opportunity law for the private sector, failed. In addition, the legislative emphasis was on regulations concerning family policy. A new minister for family, senior citizens, women and youth was responsible for intensifying the orientation towards families. The current discussion within the government coalition concentrates on a concept of 'parental allowance' as wage compensation which also puts more moral obligation on fathers. The CDU however concentrates on financial compensation and incentives for families. Parental allowance is a first step but not sufficient for a policy which aims at gender equality."
