Inhalt: "Ten years after the first global rankings appeared, it is clear that they have had an extraordinary impact on higher education. While there are fundamental questions about whether rankings measure either quality or what's meaningful, they have succeeded in exposing higher education to international comparison. Moreso, because of the important role higher education plays as a driver of economic development, rankings have exposed both an information deficit and national competitiveness. Accordingly, both nations and institutions have sought to maximize their position vis-á-vis global rankings with positive and perverse effects. Their legacy is evident in the way rankings have become an implicit - and often explicit - reference point for policymaking and higher education decision-making, and have reinforced an evaluative state's over-reliance on quantitative indicators to measure quality. They are embedded in popular discourse, and have informed the behavior of many stakeholders, within and outside the academy. This paper reflects on three inter-related issues; I) considers the way rankings have heightened policy and investment interest in higher education, II) discusses whether the modifications to rankings have resolved some of the questions about what they measure, and III) looks at how rankings have influenced stakeholder behavior. Finally, the paper reflects on what we have learned and some outstanding issues." (author's abstract)

Seitdem sind in jährlichem Abstand neue globale Rankings hinzugekommen, die die Hochschulwelt verändert haben. Der Artikel beleuchtet kritisch die Methodik der wichtigsten globalen Hochschulrankings mit Blick auf ihre methodischen Grundsätze und die verwendeten Indikatoren. Es wird ein traditionelles Modell von Hochschulrankings skizziert, das durch drei Grundelemente gekennzeichnet ist: Vergleiche auf der Ebene ganzer Hochschulen ohne Differenzierung nach einzelnen Fächern, die Berechnung von Gesamtwerten ('composite indicators') aus gewichteten Einzelindikatoren und die Zuordnung zu exakten Rangplätzen ('League tables'). Inhalt: "In some higher education systems the traditional ideal of a close coupling between teaching and research, often associated with Humboldt, is increasingly getting under pressure. Based on empirical case studies of researchers and research groups in a variety of scientific fields in Germany and Austria on the one hand, and England and Australia on the other hand, the authors investigate whether the implementation of New Public Management brings about a de-coupling of research and teaching in terms of resources and roles for both activities - and if so, which causal mechanisms are at work. Germany and Austria do not yet show much evidence of this kind. However, in England and Australia considerable tendencies of de-coupling can be observed and the underlying factors can be identified. In this respect a performance-based mechanism of research funding is a key factor of the Matthew effect described by Robert K. Merton." (author's abstract)

Inhalt: "Der Beitrag stellt die Einführung der Akkreditierung in Deutschland sowie die involvierten Akteure und die angewendeten Verfahren dar. Schwerpunkt ist eine detaillierte Policy-Analyse der Verfahren im Kontext der derzeitigen Hochschulreformen. Die Autorin kommt zu dem Schluss, dass die Akkreditierungspolitik in mehrfacher Hinsicht unter Problemen leidet: Das Akkreditierungssystem kann mit dem Tempo der Reformen nicht Schritt halten, was dazu führt, dass viele Studiengänge ohne Akkreditierung begonnen werden. Außerdem gelingt es dem System nicht, eine ausreichende Zahl von Gutachtern für die Akkreditierungsverfahren zu gewinnen. Darüber hinaus werden die Verfahren stark von der europäischen Politik beeinflusst, sodass das System der Qualitätssicherung und -bewertung 'superkomplex' wird. Das föderale System der Bundesrepublik Deutschland führt zu einer doppelten Schicht dezentralisierter Verantwortlichkeiten (national und europäisch). Des Weiteren ist die Akkreditierung eines Studiengangs ein teures Verfahren, und die Kosten müssen von den Institutionen ohne zusätzliche finanzielle Unterstützung getragen werden. Inhalt: "This contribution provides in its first part an overview of the German system of accreditation which follows a two-tiered structure. The Accreditation Council serves to implement governmental policies and accredits accreditation agencies while the agencies (altogether six) accredit new study programmes which have been established in the framework of the Bologna process. In its second part the contribution consists of a policy analysis assessing the strengths and weaknesses of the German system of accreditation. Three main issues are emphasised: First, accreditation in Germany has difficulties to cope with the speed of the introduction of new study programmes according to the Bachelor and Master model. Second, there is tension between an increasing market orientation and competition among the accreditation agencies straining for independence and the political role of the Accreditation Council. Third, there is a lack of coherence between accreditation and evaluation of quality. The last part of the contribution discusses the growing debate of a change from programme accreditation to process accreditation which might be a solution to the first and the third issue analysed as being problematic."
