Auf der Basis des Datensatzes 'Junge Familien 2008' (RWI Essen) wird analysiert, welche Gruppen von Vätern einen Partnerantrag stellen. Für zwei ausgewählte norddeutsche Bundesländer werden Daten der Elterngeldstellen ausgewertet, um die Aufteilung der Bezugsdauer innerhalb der Partnerschaft zu untersuchen. Ökonomische Abwägungen sind für die Entscheidung zum Elterngeldbezug von Vätern und für die Dauer ihrer Elternzeit von erheblicher Bedeutung. Einige Untersuchungsbefunde, wie ein längerer väterlicher Elterngeldbezug aufgrund einer besonderen Lebenssituationen der Partnerin (z. Inhalt: "The parental leave benefit reform which was enacted in 2007 in Germany aimed among other things at increasing fathers' involvement in childcare. This paper analyzes the degree to which fathers claim parental leave benefits in the context of couples' social characteristics and economic resources using the data set 'Young Families 2008' (collected by the RWI Essen). In two select federal states in the Northern part of Germany, a further reaching investigation was conducted as to how parental leave is distributed within couples by using administrative data provided by local authorities. In general, the results Show that economic considerations are of great importance for men's decisions to take any parental leave at all, or to do so for an extended period. Further analyses indicate that economic explanations do not fully account for men's parental leave decisions under certain circumstances of the female partner such as self-employment or participation in training or further education." the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Familienbericht der Bundesregierung (2006) schlägt die Autorin vor, Familie als ein soziales Netzwerk besonderer Art zu fassen, dessen konstitutive Merkmale Geschlecht und Generation sind. Familie ist ein Ort, an dem Generationen Verantwortung füreinander übernehmen, d. h. es handelt sich um eine soziale Gemeinschaft, in die mindestens eine erwachsene Person (gleich welchen Geschlechts) und mindestens zwei Generationen eingebunden sind. Darüber hinaus bedarf Familie immer auch einer makrotheoretischen Betrachtung: In dieser Perspektive ist Familie eine soziale Institution, also eine gesellschaftlich anerkannte Einrichtung, die in generativer, versorgungswirtschaftlicher und erzieherischer Hinsicht vielfältige produktive Leistungen für die Gesellschaft hervorbringt und den Generationenzusammenhang einer Gesellschaft sichert. Indem heute Erwerbs- und generative Sorgearbeit normativ an beide Geschlechter adressiert und folglich "universalisiert" werden, steht die Gestaltung einer familienfreundlichen Gesellschaft unter Einschluss einer gendergerechten Neugestaltung sämtlicher lebenslaufrelevanter Institutionen auf der politischen Agenda. Es ist erforderlich, dass diese Neuentwicklungen auch in den theoretisch-konzeptionellen Ansätzen der Familienwissenschaften systematisch aufgegriffen und verarbeitet werden. (ICA2)

Inhalt: "Germany is a low-fertility country with a rapidly ageing population, and will remain so for the foreseeable future. There are several reasons for this trend. Germany is among the countries with the highest rates of childlessness in the world, and childlessness has become widely accepted. This is illustrated by changes in living arrangements. A broad range of living arrangements has been added to the basic model of marriage with children; namely, single living, non-marital cohabitation, lone parenthood, patchwork families and living apart together. A culture of individualism has spread in Germany which forms the basis for widespread decisions against family formation. The desired number of children has become low and family policy is considered to be a failure in terms of its influence on fertility. German family policy has had a traditional orientation centred on monetary support to families and on the promotion of the male breadwinner model. Women have been largely forced to choose between family and work, and leave the labour market when a child is born. The still prevailing concept of family policy does not help to reduce the pressure to choose between work and family life, and thus makes it easier to decide not to have children, especially for highly educated women. A change in family policy is needed which will enable couples to choose between the breadwinner-housewife and the reconciliation model. Gradually, this change is starting to take place." Inhalt: "Die Vorstellung, daß die männliche Versorgerehe historisch unauflöslich an die Herausbildung moderner Industriegesellschaften gekoppelt war, ist als ein unhinterfragtes Paradigma in der soziologischen Theoriebildung verankert." Dieses strukturfunktionalistische und teilweise feministische Paradigma wird als theoretisch wie empirisch nicht haltbar und deshalb als Mythos entlarvt. Seine gängigen theoretischen Annahmen werden mit den Ergebnissen einer von der Verfasserin durchgeführten, international vergleichend und sozio-historisch angelegten Untersuchung konfrontiert. Darin wird anhand von Finnland, den Niederlanden und Deutschland bis 1945 gezeigt, daß es historisch unterschiedliche Entwicklungspfade der Familie gab, je nach den jeweiligen kulturellen Leitbildern zur Familie. So werden fünf verschiedene Familienmodelle unterschieden, wobei es z.B. in Finnland das männliche Versorgermodell in Form der Hausfrauenehe nie gegeben hat. Vor diesem Hintergrund wird nach den gesellschaftlichen Voraussetzungen für das kulturelle Leitbild und die praktische Durchsetzung der männlichen Versorgerehe gefragt. Den bisherigen einseitig ökonomischen Erklärungsversuchen wird ein umfassenderes Erklärungsmodell gegenübergestellt, in dem das Wechselspiel von kultureller und struktureller Entwicklung betont und die Rolle der sozialen Akteure, besonders des städtischen Bürgertums, hervorgehoben werden. Inhalt: "The assumption that the historical development of the male breadwinner family was connected with the transformation from agrarian society to modern industrial society is a basic paradigm of sociological theory. The historical genesis of the male breadwinner family model is explained by functional differentiation or as a result of patriarchal interests. However, this assumption is problematic with respect to its theoretical and empirical dimensions. At the theoretical level, it is based on functionalist or structuralist arguments. Differences in cultural traditions and in the role of social actors with respect to social change and transformation processes in different societies are neglected here. At the empirical level, it has turned out that there was not one single path of the family to modern industrial society, but that the development took different paths." (author's abstract)
