is likely to confront slowly changing cultural norms; similar policies will also confront

of a unified policy approach. The paper briefly concludes that compatible gender-neutral
family policies and fertility-neutral gender policies are likely to lead to an increase

The construction of EU's childcare policy through the open method of coordination

Inhalt: "This article elaborates analysis of the normative foundations of the European Union's policy for reconciliation of work and family life, with a specific focus on the shifts produced by the introduction of the Open Method of Coordination in the field of childcare policy. The main objective is to examine how childcare has been conceptualized for the purposes of EU public-policy making throughout the years of European integration (1951-2008) and whether the endorsement of the European Employment Strategy (EES) in 1997 has made an impact on this process. Adopting a constructivist analytical framework and policy frame analysis as main research method, the paper maps out the contemporary policy problematizations related to childcare provision, and traces their presence and dynamic development at the EU level. Based on a keyword search in the database of European Union law Eur-Lex, a dataset of 83 documents (42 pieces of secondary legislation and 41 Presidency Conclusions) is formed. The latter is subsequently examined through qualitative content analysis. The study reveals the normative and cognitive evolution of the policy-making process prior to and after the introduction of EES." (author's abstract)

Gerade dieser Aspekt macht aber deutlich, dass die Geschlechtergleichstellung noch lange nicht gelebte Realität ist. Ihre Förderung bei der Bewältigung des tagespolitischen Geschehens nicht aus den Augen zu verlieren, ist Aufgabe der Mitgliedstaaten und der Gemeinschaft. Inhalt: "In diesem Artikel werden die Ergebnisse eines Forschungsprojektes über die Wirkung des niederländischen Antidiskriminierungsgesetzes vorgestellt. In den vergangenen Jahren wurden bei der niederländischen Gleichstellungskommission ebenso viele Beschwerden über eine Diskriminierung aufgrund der Rasse und/ oder der Staatsangehörigkeit wie Beschwerden über eine Geschlechterdiskriminierung eingereicht. Die allgemeine soziale Wirkung der Antidiskriminierungsgesetze ist in Unternehmen und sonstigen Organisationen eher begrenzt. Nur ein geringer Teil der Beschwerden wird vor der Gleichstellungskommission vorgebracht. Die Durchsetzung der niederländischen Antidiskriminierungsgesetzgebung ist in der Hauptsache denjenigen überlassen, die von Diskriminierung betroffen sind. Denn es sind die Betroffenen, die handeln müssen, um das Recht durchzusetzen. Dies wird allerdings erschwert, weil das Wissen über die gesetzlichen Vorschriften sowie die rechtliche Hilfe und Unterstützung durch Experten unzureichend sind, und weil sich die Beschwerdeführer der Gefahr einer Schikanierung aussetzen."
