Inhalt: "The review addresses the policy domain of gender and equal opportunities in relation to employment and labour market policies. The findings of six research projects fall into four clusters that mirror the concerns of policy makers: gender inequalities in labour market participation; labour market segregation and the nature of 'women's work'; flexible employment, family-friendly work and work-life balance; welfare and social exclusion; and the formulation and implementation of gender equality policies. The research reviewed highlights several gaps in our understanding of labour market dynamics as they affect gender equality and policy formulation. The need for further research has been identified on specific topics, including a systematic evaluation of flexible work forms on gender equality, developing new understandings of 'skill', and social protection and social exclusion." Inhalt: "The aim of this article is to analyse the development of the concepts of equal opportunities between men and women and gender mainstreaming with regard to a new policy approach taken outside the traditional community method and to raise the question to what extent these policy instruments can be considered as a 'new tool' to combat gender discrimination. The European Employment Strategy (EES) and the Open Method of Coordination (OMC) are two examples of an instrument outside the community method, which tries to increase the recognition of the gender dimension of the labour market and to improve the initiatives taken in the interrelated field of social inclusion of women by the use of 'soft' policy instruments and voluntarist procedures. The paper illustrates the development of the concept of equal opportunities between men and women and gender mainstreaming under the EES and the OMC; more precisely, the paper seeks to demonstrate that the concepts of equal opportunities between men and women and gender mainstreaming cannot be addressed by reference to harmonisation instruments exclusively, but need, due to the diverse approach towards gender equality on a national level, a decentralised approach as it is offered by the coordination instrument, which should be understood as a complementary tool of integration."
Titelübersetzung:Report from the Commission to the Council, the European Parliament, the European Economic and Social Committee and the Committee of the Regions on equality between women and men, 2005
(Autorenreferat)
Inhalt: "The second annual report on equality between women and men, as requested by heads of state and government at the Spring European Council, in March 2003, is the first to cover the enlarged EU of 25 member states. Equality between women and men is reinforced by the new Treaty establishing a Constitution for Europe. In addition to the provisions of the current Treaty on gender equality, the Constitution expressly states that equality is a value of the Union, which should be promoted not only inside the Union but also in its relations with the rest of the world. The demographic changes with an ageing population and a shrinking working population continue to be a major challenge in the EU after enlargement. The tension between combining family and professional life, partly due to lack of child care and insufficiently flexible working conditions, appears to be contributing to the postponement of having the first child and to low fertility rates in most member states. However, experience shows that member states having comprehensive policies to reconcile work and family life for both men and women show higher fertility rates as well as higher labour market participation of women. The integration of a gender dimension into policies will contribute to attaining the overall Lisbon objectives. There is a need for new initiatives to increase employment in order to meet the challenge of an ageing society, including providing adequate pensions for women and men. Particular attention must be paid to mobilising the full potential of female employment and to boosting labour market participation of older women and immigrant women who have the lowest employment rates. This report shows main developments of the relative situation of women and men in education, employment and social life. It focuses on immigrant women and men and addresses challenges for the further promotion of equality between women and men." (extract)
