Since 1999 it has been part of the European Employment Strategy and policy efforts have intensified over the years. In 2003 member states were called on to formulate targets in this respect in order 'to achieve by 2010 a substantial reduction in the gender pay gap in each Member State through a multi-faceted approach addressing the underlying factors of the gender pay gap including sectoral and occupational segregation, education and training, job classifications and pay systems, awareness raising and transparency'. This report addresses the gender pay gap. Data will be provided on the extent and the development of the gender pay gap for 25 EU member states. In addition, the report contains information from three EEA countries, Iceland, Liechtenstein, Norway, and two candidate countries, Bulgaria and Romania. In particular the report focuses on how public policies try to reduce wage differences between women and men." (author's abstract)

Inhalt: "The current situation of women in scientific education and employment in European Union and applicant countries shows patterns of vertical and horizontal segregation. Yet the data that underpin these analyses are patchy, and despite some efforts to reuse available data, there is a clear need for new data, an effort that is gathering momentum in the European Commission (EC) and other pan-European bodies. However, new data collection requires major resourcing and for this to happen, various actors need to be convinced that the 'women and science problem' matters. Various arguments can be found in the literature about why the issue is seen to matter, and here, the author focuses particularly on a recent rationale in the EC, the 'science and society' perspective. However, if women, as agents, persist in retreating from science, the reasons behind the phenomena shown up in the available data need to be much more closely examined, in terms of the structures and institutions of scientific education and employment." Inhalt: Der Beitrag gibt einen Überblick über 40 Jahre Europäischer Geschlechterpolitik vor allem im Hinblick auf die Durchführung der Gleichheitspolitik der EU, die Rolle des Europäischen Gerichtshofes in diesem Prozess und die aktuellen Herausforderungen an die sozialen Wohlfahrtsstaaten. Untersucht werden vor allem Faktoren wie negative versus positive Integration und regulative versus redistributive Politiken im Rahmen der Sozialpolitik der Europäischen Union, wobei die These im Vordergrund steht, dass sich die Geschlechterpolitik auf dem Hintergrund negativer Integration und Regulationspolitiken entwickelt hat, u.a. mit dem Ziel der Aufhebung von Marktbeschränkungen bzw. der Ausbreitung des Marktes. Thematisiert werden dabei auch die negativen Entwicklungen, die zu einer Ineffektivität des Sozialstaates beigetragen haben sowie die Umstrukturierungen, die zu einer Motivierung individueller Arbeitsmarktbeteiligung besonders von Frauen geführt haben. Abschließend werden die besonderen Herausforderungen an die nationale und europäische Sozialpolitik mit Blick auf beschäftigungsfreundliche Bestimmungen diskutiert. (ICH)

Inhalt: Die Chancengleichheits- und Frauenförderpostulate der Europäischen Kommission werden im vorliegenden Beitrag vom Autor an der tatsächlichen Berücksichtigung und Beteiligung von Wissenschaftlerinnen an den Förderprogrammen der Europäischen Union im Hochschul- und Forschungsbereich gemessen. Die Chancengleichheits- und Frauenförderpolitik der EU wird dabei als permissiv charakterisiert und als von einem "Laissez-faire"-Ansatz gekennzeichnet, weil die Förderlogik und die Philosophie der Programme für Frauen zwar offen, aber vorrangig auf diejenige soziale Gruppe zugeschnitten sind, von der die höchste Teilnahmebereitschaft erwartet wird. Die wenigen vorhandenen Daten zeigen eine deutliche Tendenz zur Unterrepräsentanz von Wissenschaftlerinnen in den Förderprogrammen. (ICE)
