Sie untersucht die Familienpolitik der EU, Mutterschaftsideologien sowie traditionelle heterosexuelle Familien in den Entscheidungen des Europäischen Gerichtshofs. Dabei entdeckt sie in politischen Texten aus Österreich, den Niederlanden und Griechenland eine Verlagerung der Politikziele von Geschlechtergleichheit zur Vereinbarkeit von Arbeit und Familie, eine Verlagerung, die eine Retraditionalisierung des Denkens über Familie und die Rolle von Frauen in Familien mit sich bringt. Die Verfasserin legt vorläufige Ergebnisse des laufenden, paneuropäischen, vergleichenden Forschungsprojekts "Quing" über eine Politik zur Förderung der Geschlechtergleichheit vor. Eine kritische Framing-Analyse zeigt, wie Ziele der Geschlechtergerechtigkeit unter Zielen der Stärkung der Wirtschaft oder des demografischen Gleichgewichts verschüttet werden ("trojanisches Pferd"). Inhalt: "Es ist eine Tatsache, dass Mütter hierzulande in geringerem Maße in den Arbeitsmarkt integriert sind als Männer oder Frauen, die kein betreuungsbedürftiges Kind haben. Kann dies allein mit der mangelnden Infrastruktur hinsichtlich institutioneller Kinderbetreuung und der deutschen Halbtagschule erklärt werden? In Ostdeutschland, wo die Infrastruktur der Kinderbetreuung deutlich besser ist, sind tatsächlich mehr Mütter als im Westen erwerbstätig. Zieht man hingegen die Niederlande zum Vergleich heran, stellt man fest, dass auch dort ein erheblicher Anteil der Mütter gerne zu Hause bleibt oder in Teilzeit erwerbstätig ist. Und dies trotz der Tatsache, dass die öffentliche Infrastruktur zur Kinderbetreuung dort relativ umfassend ausgebaut wurde und die Schulen zur Betreuung nach Unterrichtsende verpflichtet sind. Diese Tatsache mag verwundern, haben die Niederlande international doch eine bemerkenswerte Reputation für ihre Gleichstellungspolitik. In Anbetracht der aktuellen Diskussion über Müttererwerbstätigkeit in den deutschen Medien untersucht dieser Band vergleichend die Erwerbstätigkeit von niederländischen und deutschen Müttern zu Beginn des 21. The construction of EU's childcare policy through the open method of coordination

Inhalt: "This article elaborates analysis of the normative foundations of the European Union's policy for reconciliation of work and family life, with a specific focus on the shifts produced by the introduction of the Open Method of Coordination in the field of childcare policy. The main objective is to examine how childcare has been conceptualized for the purposes of EU public-policy making throughout the years of European integration (1951-2008) and whether the endorsement of the European Employment Strategy (EES) in 1997 has made an impact on this process. Adopting a constructivist analytical framework and policy frame analysis as main research method, the paper maps out the contemporary policy problematizations related to childcare provision, and traces their presence and dynamic development at the EU level. Based on a keyword search in the database of European Union law Eur-Lex, a dataset of 83 documents (42 pieces of secondary legislation and 41 Presidency Conclusions) is formed. The latter is subsequently examined through qualitative content analysis. The study reveals the normative and cognitive evolution of the policy-making process prior to and after the introduction of EES." (author's abstract)

Inhalt: "Der Beitrag bewertet die Politik zur Vereinbarkeit von Familie und Beruf für Frauen und Männer aus gleichstellungspolitischer Perspektive. Zunächst werden die Familienleitbilder der aktuellen EU-Politiken zur Vereinbarkeit dargelegt. Sodann werden ausgehend von einer normativen Position der Gleichverteilung von Familien- und Erwerbsarbeit die Erwerbsbeteiligung von Frauen und die Beteiligung der Männer an Haus- und Familienarbeit in Deutschland, Frankreich, Großbritannien und Schweden verglichen. Im Anschluss werden die Grundlinien familienpolitischer Regulierungen zur Vereinbarkeit von Familie und Beruf in diesen Ländern analysiert und es wird diskutiert, welche familienpolitischen Regulierungen gleichstellungspolitisch vorteilhaft sind. Als Ergebnis zeigt sich: Ob eine Vereinbarkeitspolitik mit gleichstellungspolitischen Zielen zusammengeht, hängt wesentlich von den verfolgten Familienmodellen und der Thematisierung der familialen Verantwortung der Väter ab." Inhalt: "This article analyses policies on work-life balance for men and women from the perspective of equal opportunities. First the current family models of EU policies on work-life balance are examined. Then, from a normative position on the equal sharing of gainful employment and family care, the participation of men and women in these two areas is compared in the countries Germany, France, Great Britain and Sweden. Following this, the base lines of family policies on work-life balance in theses countries are analysed and it is discussed which family policy regulations are advantageous to gender equality policy. The identified result is that whether work-life balance policies are congruent with the aims of equal opportunities depends mostly on the question of which family models are pursued and the consideration of the degree of involvement that the father has with the family."
