Education, Work, and Motherhood in Low and Middle Income Countries: A Review of Equality Challenges and Opportunities for Women with Disabilities

Inhalt: This study looks at the equality challenges and opportunities for women with disabilities in low and middle income countries (LMICs) to participate and succeed in education, employment and motherhood. It is based on a systematic review of the literature from academic and non-governmental organization databases. The search of these databases yielded 24 articles, which were subsequently passed through open, axial, and selective coding. The resulting review found that women with disabilities in LMICs have severe difficulty participating and succeeding in education, employment and motherhood due to a number of interrelated factors: (i) hampered access to education, employment, intimacy and marriage, (ii) stigma and cultural practices resulting in discrimination and prejudice, and (iii) lack of support from family, teachers and institutions - all of which are exacerbated by poverty. Support from families, communities, the government, and non-governmental organizations improves women’s ability to fulfil their social roles (as students, employees and mothers), resulting in a better quality of life. Strategies that create awareness, minimize poverty and facilitate justice may improve the opportunities for women with disabilities in LMICs to participate in education, employment and motherhood, as well as their ability to succeed in these domains.

Incorporation of immigrants and second generations into the french labour market: changes between generations and the role of human capital and origins

Inhalt: This article analyses the labour market incorporation of migrants and second-generation minorities in France. Using the 2013-2017 French Labour Surveys and the 2014 adhoc module, we focus on labour market outcomes -activity, employment, occupation and subjective overqualification- and measure the gaps between ethnic minorities and the majority group by origins, generation and by gender. In order to elucidate the mechanisms behind these gaps and explain ethnic disadvantages for immigrants, we take into account different factors, such as education, and factors linked to migration -duration of stay in France, language skills, foreign qualifications, nationality- with additional controls for family, socioeconomic and contextual characteristics. We also investigate the returns to higher education among second-generation minority members compared to the majority population. We show large differences by country of origins, generation and gender. Across generations, most minority members have made clear progress in terms of access to employment and skilled jobs, but ethnic penalties remain for the descendants of North-Africa, Sub-Saharan Africa and Turkey. In contrast, Asian second-generation men and women encounter slight advantages in attaining highly-skilled positions. Controlling for tertiary degrees even increases the gap with majority members mostly in access to highly-skills jobs.

Harassment Act Implementation in Higher Education Institutions

are asked to resign the jobs as they refuse or fail to comply with the drives of male colleagues and heads. Lack of state and organizational control leads women to be silent and tolerant of harassment

Inhalt: This article explores the "deadbeat dad" - fathers short on child support payments - as a contemporary figure originating in the Reagan era. It questions risks that were morally redirected in the 1980s, addressed towards particular groups of fathers and their relatives. After setting the question in relation to contemporary masculinity studies, the author brings "deadbeat dads" in line with the history of indebtedness and default. By scrutinizing how the claim to secure single mothers’ alimony was integrated into a neoconservative project and the state's retreat from welfare in the United States, the paper analyses TV newscasts displaying the prosecution of delinquent fathers publicly. Adopting a discourse-analytical perspective, the author sketches out how the figure of the male breadwinner resonated in claims for economic and biological responsibility that were revived in the Reagan years. Exemplified by the context of the current case of Walter Scott, the contemporary history of child support debtors demonstrates how black fathers do not only face a higher risk of becoming victims of police violence, but also how ascribing default to African American fathers tied irresponsibility to black masculinity.

Preventing, Reducing and Ending LGBTQ2S Youth Homelessness: The Need for Targeted Strategies

Inhalt: "Gender non-conforming and sexual minority youth are overrepresented in the homeless youth population and are frequently discriminated against in shelters and youth serving organizations. This paper provides a contextual understanding of the ways that institutional and governmental policies and standards often perpetuate the social exclusion of lesbian, gay, bisexual, transgender, queer, and 2-Spirit (LGBTQ2S) youth, by further oppression and marginalization. Factors, including institutional erasure, homophobic and transphobic violence, and discrimination that is rarely dealt with, addressed, or even noticed by shelter workers, make it especially difficult for LGBTQ2S youth experiencing homelessness to access support services, resulting in a situation where they feel safer on the streets than in shelters and housing programs. This paper draws on data from a qualitative Critical Action Research study that investigated the experiences of a group of LGBTQ2S homeless youth and the perspectives of staff in shelters through one-on-one interviews in Toronto, Canada. One of the main recommendations of the study included the need for governmental policy to address LGBTQ2S youth homelessness. A case study is shared to illustrate how the Government of Alberta has put this recommendation into practice by prioritizing LGBTQ2S youth homelessness in their provincial plan to end youth homelessness. The case study draws on informal and formal data, including group activities, questions, and surveys that were collected during a symposium on LGBTQ2S youth homelessness. This paper provides an overview of a current political, social justice, and public health concern, and contributes knowledge to an under researched field of study by highlighting concrete ways to prevent, reduce, and end LGBTQ2S youth homelessness." Inhalt: Der Beitrag behandelt das Thema 'Gewalt gegen Frauen und Mädchen' in den Politiken der Vereinten Nationen und deren Frauenrechtsinstrumenten aktuell und in ihrer geschichtlichen Entwicklung. Aus einer empirischen Perspektive der aktiven Prozessbeobachtung und -partizipation wird mittels Dokumentenanalyse schwerpunktmäßig das als 'historisch' bezeichnete Abschlussdokument der 57. Sitzung der Frauenstatuskommission der Vereinten Nationen 2013 besprochen. Dessen Inhalte umfassen sowohl die Ursachen und Hintergründe von Gewalt gegen Frauen und Mädchen als auch Empfehlungen für Nationalstaaten, Institutionen, die Zivilgesellschaft und private Akteure, die sie sich zur Umsetzung vorgenommen haben. Das Abschlussdokument wird in seiner Bedeutung als Menschenrechtsinstrument und im Zusammenhang mit der Frauenrechtskonvention untersucht. Im Ausblick wird auf die Verankerung der Frauenrechte im zukünftigen Rahmen der Post-2015-Entwicklungsagenda der Vereinten Nationen eingegangen. (Autorenreferat)
Inhalt: This article discusses the issue of 'violence against women and girls' within the context of policies of the United Nations and their women's rights instruments, concerning the current situation and in a historical framing. From an empirical perspective, the active process of observation and of participation is being referred to with means of document analysis, the so-called 'historic' final document of the 57th Session of the UN Commission of the Status of Women in 2013 is reviewed. Its content includes both the background and causes of violence against women and girls as well as recommendations for nation-states, institutions, civil society, and private actors that focus on realization and implementation. The final outcome document is assessed as an instrument for human rights in relation to the Convention of the Elimination of All Forms of Discrimination Against Women. In an outlook on future deliberations, the anchoring of women's rights in the framework of the United Nations post-2015 agenda is also discussed. (author's abstract)

Inhalt: Die Verfasserin zeigt, welche Erkenntnisse sich subjektwissenschaftlich vor allem bezüglich intersektional vielfältig diskriminierter Frauen gewinnen lassen. Auf der Grundlage von Interviews mit fünfzehn Drogen konsumierenden Sexarbeiterinnen aus Hamburgs städtischem Aufwertungsgebiet St. Georg macht sie deutlich, wie in deren Missachtung des Betäubungsmittelgesetzes und der Sperrgebietsverordnung subversive Akte und Widersetzungen enthalten sind, die Handlungsfähigkeit einerseits eröffnen und andererseits beschränken können. Entgegen derer vielfältigen emotionalen Diskriminierung sowie massiven Vorurteile bei Ämtern und Behörden arbeitet sie auf diese Weise zugleich für jede einzelne Frau politische Handlungsmöglichkeiten und Empowermentansätze heraus, die zu deren Selbstermächtigung führen.
