Inhalt: Abels und Mushaben (2012) argumentieren, dass in der Europäischen Union ein doppeltes Demokratiedefizit bezogen auf Geschlecht existiert: Frauen seien in den EU-Institutionen unterrepräsentiert und der EU-Politik fehle es insgesamt an einer Geschlechterperspektive. Dieser Beitrag trägt mit einem spezifischen Fokus auf Klimapolitik zu dieser Forschungsperspektive bei. Die EU ist eine wichtige Konstrukteurin des internationalen Klimaregimes und sie hat sich gleichzeitig verpflichtet, Gender Mainstreaming umzusetzen. Darüber hinaus sind in Europa geschlechtsspezifische Unterschiede bezogen auf das Verhalten zum und Ansichten über den Klimawandel dokumentiert. Dieser Artikel untersucht, wie relevant das doppelte Demokratiedefizit in der EU Klimapolitik ist. Wir stellen die Anteile der Expertinnen und Experten bei den zuständigen Referaten für Klimapolitik in der Europäischen Kommission dar und zeigen mit Dokumentenanalysen und Interviews mit politischen Entscheidungsträger*innen, dass geschlechtsspezifische Aspekte in den EU Klimadokumenten nicht enthalten sind. Mittels feministischem Institutionalismus kommen wir zu dem Ergebnis, dass die bestehenden geschlechtsspezifischen Machtverhältnisse innerhalb der Kommission die erforschten Klimaeinheiten beeinflussen und diese männlich konnotierte institutionelle Praktiken reproduzieren. Inhalt: Abels and Mushaben (2012) argue that there is a double democratic deficit in the European Union regarding gender: women are underrepresented within the EU institutions and gender awareness is lacking in EU policymaking. This article contributes to this scholarship with a specific focus on the climate domain. The EU is an important constructor of the international climate regime and the Union is committed to gender mainstream all its policies and processes. Furthermore, there are documented gender differences in Europe regarding behaviour and views on climate change. This article investigates the relevance of the double democratic deficit for the EU´s climate policymaking. We map the representation of female and male experts at the European Commission´s climate units and search for gender recognition in the EU´s climate documents. There we discover silence regarding gender, confirmed through interviews with policy-makers. Using feminist institutionalism we conclude that existing gender power relations within the Commission affect the explored climate units, which reproduce masculine institutional practices. Vereinzelt existierende nationale Gender Mainstreaming Ansätze weisen erhebliche Diskrepanzen auf und internationale Ansätze reduzierten Gender faktisch auf homogen betrachtete Gruppen besonders Schutzbedürftiger, insbesondere Frauen. Trotz einer zweifelsohne guten Absicht ist die damit einhergehende Essentialisierung dieser Gruppen problematisch. Ein reduktionistisches Verständnis von Gender (Mainstreaming) kann den komplexen Identitäten Schutzsuchender und sich daraus ergebenden Diskriminierungen kaum gerecht werden. Ziel dieses Beitrags ist es, festzustellen, welches Verständnis von Gender dem aktuellen Gender Mainstreaming Ansatz auf EU-Ebene zugrunde liegt: in den erneuerten Richtlinien des Gemeinsamen Europäischen Asylsystems (GEAS) und den flankierenden Schulungsmaterialien des European Asylum Support Office (EASO). Der Artikel liefert erste Erkenntnisse darüber inwiefern sich darin ein (potentieller) Wandel von einem essentialisierenden zu einem intersektionalen Genderverständnis abzeichnet. (Autorenreferat)
Inhalt: Contrary to gender mainstreaming’s initial objective to be implemented in all policy areas, questions of gender equality only played a marginal role in the field of European asylum policy for a long time. The few existing national gender mainstreaming approaches show significant discrepancies and international approaches reduce gender de facto to particularly vulnerable groups that are considered homogeneous – mostly women. Despite indubitably good intentions the underlying essentialism of this approach is problematic. A reductionist conception of gender (mainstreaming) cannot do justice to the complex identities and resulting discriminations of asylum seekers. The objective of this article is to analyse which gender conception is displayed in the current gender mainstreaming approach on the EU-level: in the recast directives of the Common European Asylum System (CEAS) and the accompanying training materials of the European Asylum Support Office (EASO). The article provides first findings of a (potential) shift from an essentialist to an intersectional gender conception. (author's abstract)

Wirtschaftspolitische Steuerung in der Europäischen Union: geschlechterblind und gleichstellungsriskant Der Artikel leistet einen Beitrag zur Bilanz 20 Jahre nach Amsterdam mit einer kritischen Bestandsaufnahme des Stellenwerts von Gleichstellungspolitik im Bereich der Budget- und Wirtschaftspolitik. Im Mittelpunkt steht dabei die Frage, welchen Einfluss der gleichstellungspolitische Ansatz des Gender Mainstreaming (GM) in der budget- und wirtschaftspolitischen Steuerung innerhalb der EU innehat und gleichzeitig umgekehrt, welchen Einfluss die Budget- und Wirtschaftspolitik der EU, mit besonderem Fokus auf die wirtschaftspolitische Steuerung (Economic Governance), auf Gleichstellung hat. Die Analyse zeigt, dass Gleichstellungspolitik in der EU und gleichstellungspolitische Errungenschaften in der Krise sind. Das ist nicht nur auf die Wirtschafts- und Finanzkrise zurückzuführen, sondern ist vielmehr auch in den zu kurz greifenden gleichstellungspolitischen Konzepten und in der weiterbestehenden „strategic silence“ in Bezug auf Gleichstellungsaspekte in der EU-Wirtschaftspolitik im Rahmen der Economic Governance angelegt. Gleichstellungspolitische Errungenschaften sind durch geschlechterblinde Politiken und die zunehmende Macht männlich dominierter und maskulin strukturierter Institutionen gefährdet. Im Artikel werden aufbauend auf die Einsichten in die Defizite der bisherigen GM- und Gleichstellungspolitik Ansatzpunkte für die theoretische Weiterentwicklung und praktische Geschlechterpolitik vorgestellt, die die Schwachstellen und blinden Flecken überwinden sollen. Eine vom Alltag der Lebensrealitäten her gedachten Transformation muss auf drei Ebenen erfolgen, eine Neukonzeptualisierung von Ökonomie und der Wirtschaftspolitik in Richtung Ver- und Vorsorgende Wirtschaft (Care Ökonomie), eine emanzipatorische Transformation von Staatlichkeit in Richtung Geschlechterdemokratie und ein Ausbau geschlechtergerechter partizipatorischer Institutionen und Entscheidungsprozesse. Nur wenn diese drei Ebenen gleichzeitig im Blick sind, können gleichstellungspolitische und emanzipatorische Konzepte und Strategien wirksam werden. (Autorenreferat)
Inhalt: The article contributes to the stock-taking of 20 years after Amsterdam by critically focusing on the role of gender equality in budgetary and economic policies at the EU level. It analyses not only the influence of Gender Mainstreaming on budgetary and economic policies but also vice versa, the influence of economic and budgetary policies – in particular the EU economic governance – on gender equality. The analysis shows that EU gender equality policies and gender equality achievements are experiencing a crisis. This is not only due to the current economic and financial crisis, but rather due to limited gender equality concepts as well as the continued “strategic silence” and absence of gender equality aspects in EU economic policies and economic governance. Progress in gender equality is threatened by the increasing power of male dominated and masculine structured institutions. Based on the insights on the deficits of gender mainstreaming and gender equality policies so far, the article presents key starting points for a theoretical development and practical gender equality policies to overcome the weak points and blind spots. A transformation – based on the realities of everyday life – needs to focus on three levels simultaneously, namely a new conceptualization of economics and economic policies in the direction of a care economy, the emancipatory transformation of the state towards gender equality democracy and the development of gender-just, participatory institutions and decision making processes. Gender equality and emancipatory concepts and strategies can only become effective if transformations at these three levels are taken into account simultaneously. (author's abstract)

Social inequalities in Europe: facing the challenge

Inhalt: This discussion paper describes the extent of social inequalities both within and between the countries of the European Union. In the first three chapters we address the micro level of individual life courses: education, employment and income. The following chapters analyse the societal consequences of inequalities. Chapter 4 looks at the unequal distribution of financial resources, while chapter 5 addresses the social and political outcomes of financial inequalities. In sum, there is mounting scientific evidence that various forms of educational, employment and financial inequalities increase over time. Moreover, societal exclusion is likely to lead to forms of political exclusion that is, a depoliticisation of socially excluded groups or to various forms of political extremism. This is an alarming sign for the future of European democracies and is in glaring contradiction to the democratic political values of equality enshrined in the Treaties.

Reporting Romania's 2009 European elections: press coverage and viability of the male and female candidates

Inhalt: This article aims to analyze and compare the press coverage of the two most visible male and female candidates for a Member of the European Parliament office during the campaign for the European elections held in Romania, June 2009. The present study examines a month of coverage in the four most influential broadsheets and tabloids in Romania: Cancan, EvenimentulZilei, Gândul and Libertatea. Using a design of content analysis, the results of this paper emphasize that Elena Băsescu received less coverage than did George Becali. There were also found qualitative differences in coverage, attributed to Elena Băsescu’s gender, who was depicted as not being viable to represent the Romanians interests in Brussels.
