Inhalt: Following trade agreements between ASEAN states, the expansion of cross-border roads and bridges between Laos and Thailand has linked local communities and distant markets in increasingly diverse ways. Although the planned impacts of such integration are expected to be beneficial, effects on the ground vary, as witnessed at a sleepy outpost in Xayabury and a more vibrant crossing in Savannakhet. This paper discusses first the physical setting of such border facilities, and then explores their actual local effects on traders’ activities, highlighting changes in gender roles and perceptions of entrepreneurial competition participated in by women in the two research sites.

Inhalt: "Der vorliegende Beitrag beschäftigt sich mit dem Thema working poor - Armut trotz Erwerbstätigkeit. Dazu werden in einem ersten Schritt aktuelle Entwicklungen für Österreich im Kontext europäischer Trends betrachtet. Dabei wird der Frage nachgegangen, welchen Stellenwert Unterschiede in den wohlfahrtsstaatlichen Rahmenbedingungen für die Ausprägung von working poor haben. In einem zweiten Schritt werden detaillierte empirische Analysen der Lebenssituation von in Armut lebenden Erwerbstätigen in Österreich vorgestellt. Die entsprechenden Berechnungen beruhen auf den EU-SILC-Daten für die Jahre 2004 bis 2008. Unsere Befunde zeigen, dass Frauen, AlleinerzieherInnen und kinderreiche Familien, aber auch Beschäftigte in der Landwirtschaft und in personenbezogenen Dienstleistungen von Armut trotz Erwerbstätigkeit besonders betroffen sind. Darüber hinaus zeigt unsere Studie, dass die Armutsrisiken innerhalb des Untersuchungszeitraums für diese Personengruppen deutlich zunehmen." (Autorenreferat)
Inhalt: "The article analyses the situation of the working poor in Austria in context of the European social welfare states. Firstly, it is being investigated to which extent the social welfare regulations are responsible for differences in the quantity of the poor in the labor force. Secondly, the article presents an overview of the working poor in Austria, based on EU-SILC data for the years 2004-2008. Our results show that women, single parents and families with three or more children as well as employees in the agrarian and service sectors are confronted with higher risks to fall into the category of working poor. Moreover, our study reveals that these risks increased considerably over the examined time period." (author's abstract)
Family dissolution and public policies in the United States: social provisions and institutional changes since the 1980s

Inhalt: As a consequence of changing patterns of family formation and dissolution in the western world, national welfare institutions confront new demands to accommodate such issues as disproportionate poverty risks among single-mother families, increased requirements for non-parental child care arrangements, and the regulation of child maintenance and support. This paper documents and analyzes the most important social and legal provisions and changes in the United States since the 1980s with implications for the well-being of separated parents and their children, starting with alimony reform legislation to maternity and parental leave programs. It concludes that compared to Germany the institutional and financial support of lowincome custodial parents, the majority of whom are women, is still rather limited. While family-friendly policies -most of them based on employment and the tax system- have been expanded since the 1980s, the US welfare systems provides less financial and legal assistance to vulnerable families with children.

Inhalt: "This article compares the responses to the declining birthrate by three very different regimes in Wilhelmine, Weimar and Nazi Germany. In their intent these policies were markedly different: just before and during the First World War a declining birthrate symbolized national decline, sapping national progress and military power and the central aim was to boost fertility almost at any price; eugenics was not yet a major influence on official Wilhelmine policy. In the wake of the devastation reaped by the lost war and also influenced by the depression at the end of the 1920s the democratically elected governments of the Weimar Republic attempted to 'rationalize' reproduction to suit the prevailing socio-economic circumstances and the belief in modernity in industry and everyday life. They favored 'fewer but better children' but their policies remained fragmented and heavily contested; lawmakers tried to balance individual rights and collective interests, welfarism and eugenic concerns. In contrast, Nazi leaders developed a comprehensive and sophisticated system of selective reproduction based on racial prejudice; legal safeguards to protect the rights of individuals were ruthlessly dismantled. Material and ideological inducements to boost the birthrate benefited only 'Aryans' and healthy Germans. A series of extremely repressive measures were introduced: on the one hand they were meant to curb the breeding of the 'unfit', like Jews, gypsies, or those considered congenitally diseased and, on the other, they aimed to curb individual birth control by those deemed 'fit'. But of course the picture is more complicated. If we compare official population programs with their implementation at the local level and also with the reproductive strategies employed by ordinary women and men, a more subtle picture emerges about the regimes which is marked by both fundamental changes but also striking continuities." Wie "offen" sind die europäischen Wissenschaften für Frauen?

Inhalt: Die Geschlechterungleichheit in den Wissenschaften ist weiterhin ein ungelöstes Problem. Viele Studien befassen sich mit genderspezifischen Problemen in wissenschaftlicher Kommunikation und in wissenschaftlichen Karrieren. Die EU-Statistiken ("She Figures") dokumentieren das nach wie vor dominante Muster geringerer weiblicher Präsenz in höheren akademischen Rängen in fast allen EU-Mitgliedsstaaten. EU-Wissenschaftspolitik und die nationalen Sozialpolitiken widersprechen einander. Die vorherrschende "publish or perish"-Logik, atyptische Beschäftigungsverhältnisse als akzeptierte Norm und die forcierte internationale Mobilität behindern vor allem die Wissenschaftskarrieren der Jungen und Frauen. Wie offen sind die sogenannten "offenen Initiativen" für Frauen? Frauen sind gegenüber der Open-Source-Bewegung (FLOSS) skeptisch, sie fühlen sich vom dort herrschenden männlich dominierten "frostigen" Arbeitsklima eingeschüchtert. Nur 13 Prozent der internationalen Wikipedia-Autorenschaft ist weiblich. Nur Artikel über klassisch männliche Themen wie Fußball werden in der deutschen Wikipedia als "relevant" eingestuft und dürfen daher "überleben". Es gibt kaum deutschsprachige Genderstudien im Modus Open Access. Meist ignorieren die Erhebungen zu den Einstellungen und Praktiken von Wissenschaftlerinnen und Wissenschaftlern beim Open-Access-Publizieren die Geschlechtervariable. Einzige Ausnahme bildet eine größere Befragung durch die DFG. In dieser Studie wünschen mehr Frauen als Männer Training in Open-Access-Publikationstechniken.
Inhalt: Gender inequality in sciences is an ongoing unsolved issue. Many studies have
been carried out to tackle the gender specific problems in scientific communication
and scientific careers. The EU-Statistics ("She Figures") document the still
dominant pattern of lower female presence in higher academic ranks in almost
all European Union member states. There are discrepancies between EU science
policy and national social policies. The prevailing "publish or perish" attitude,
atypical employment as accepted norm and the forced international mobility are
factors which hamper the young and female academics' scientific careers. How
open for women are the so called "open initiatives"? Women are sceptical towards
FLOSS (free/ libre open source software), they feel intimidated by the male dominated
"chilly" working climate. Only 13 percent of the international Wikipedia
writers are female. Only articles on traditionally male topics as soccer are considered as relevant in the German Wikipedia and are allowed to "survive". There is
almost no open access publishing in German gender studies. Generally the surveys
of attitudes and practices of scholars on open access publishing ignore the gender
variable. The only exception is a larger survey of the DFG. In this study women
more often than men wish more training in open access publishing techniques.

Inhalt: "This article summarizes a study on the social conditions of low-incomers in the province of Salzburg. In addition to a structural analysis of all employments with a maximum monthly gross income of Euro 1500 that were reported to the 'Salzburger Gebietskrankenkasse' in 2007, a representative survey of low-incomers was carried out on the basis of telephone interviews. Finally, in-depth interviews with ten persons were completed. The results are also relevant for the political level: in Salzburg - depending on the definition of the term of 'low-incomers' - between 20 and 50 percent of all employees are so-called low-incomers. These figures show that this does not only represent a marginal phenomenon, but is an issue that concerns mainstream society." (author's abstract)

NGOs in India: the challenges of women's empowerment and accountability

Inhalt: By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the 'solidarity' of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework.
