This paper analyzes the degree to which fathers claim parental leave benefits in the context of couples' social characteristics and economic resources using the data set 'Young Families 2008' (collected by the RWI Essen). In two select federal states in the Northern part of Germany, a further reaching investigation was conducted as to how parental leave is distributed within couples by using administrative data provided by local authorities. In general, the results Show that economic considerations are of great importance for men's decisions to take any parental leave at all, or to do so for an extended period. Further analyses indicate that economic explanations do not fully account for men's parental leave decisions under certain circumstances of the female partner such as self-employment or participation in training or further education." Allerdings verbergen sich hinter der Gesamtbetrachtung gruppenspezifische Effekte. Die Mikrozensus-Analysen zeigen, dass die altersspezifischen Fertilitätsraten bei 35- bis 44-jährigen Akademikerinnen angestiegen sind, auch in der Ereignisanalyse zeigt sich ein signifikanter Interaktionseffekt für die Elterngeldreform und dieses Alter. Beides deutet darauf hin, dass das Elterngeld den Recuperationeffekt - das Nachholen aufgeschobener Geburten - von hochqualifizierten Frauen ab Mitte 30 verstärkt." (Autorenreferat)
Inhalt: "This article analyses the effects of the German parental leave benefit, which was introduced in 2007, on household income and fertility. The analysis combines SOEP and German Micro Census data in order to apply techniques based on event history analysis (SOEP) as well as differential analyses based on a high number of cases (Micro Census). It is argued that on average, the income situation of families with babies has slightly improved, but this is due to a considerable raise for highly-educated parents. The results for fertility correspond to these income effects: The multivariate analyses for the transition to the second child show no reform effect regarding the total population. However, there are interesting group-specific effects. Age-specific fertility rates, which are based on Micro Census data, are increasing among 35- to 44-year-old highly-educated women. In addition, the event history analysis shows a significant effect for the interaction of reform and this age group. Both suggest that the parental leave benefit has an effect on recuperation among highly-educated women who are at least in their mid-thirties." (author's abstract)

In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Januar 2007 ist der Anteil der Väter in Elternzeit über das gesamte Jahr 2007 hinweg zwar deutlich angestiegen; dennoch stellen Väter in Elternzeit nach wie vor die Minderheit. An diesem Punkt setzt der vorliegende Beitrag an und untersucht, wie die Elterngeldreform 2007 die Entscheidung eines berufstätigen Vaters für oder wider die Inanspruchnahme von Elternzeit beeinflusst hat. Als Ergebnis der empirischen Analyse, in deren Verlauf 1.290 Online-Fragebögen berufstätiger Väter ausgewertet wurden, zeigt sich, dass die Elterngeldreform die Wahrscheinlichkeit der väterlichen Inanspruchnahme von Elternzeit zwar signifikant erhöht hat, dass Väter seit Inkrafttreten der Reform aber im Durchschnitt kürzer in Elternzeit gehen, da sie im Wesentlichen die so genannten Vätermonate in Anspruch nehmen. Dies gilt auch nach Kontrolle einer Vielzahl potenzieller Determinanten der väterlichen Inanspruchnahme von Elternzeit aus dem beruflichen, familiären und gesellschaftlich-sozialen Umfeld sowie nach Kontrolle von Persönlichkeitsfaktoren. Was die übrigen Einflussfaktoren der väterlichen Inanspruchnahme von Elternzeit anbelangt, so gibt unsere Analyse erste tentative Hinweise darauf, dass die Elterngeldreform insofern zu einer Veränderung des väterlichen Entscheidungskalküls geführt hat, als dass auf der einen Seite vormals wirksame Determinanten des Kalküls in ihrer Wirkung abgeschwächt wurden (u.a. Einkommen des Vaters im Vergleich zur Mutter, Extraversion des Vaters) und auf der anderen Seite ursprünglich weniger bedeutsame Determinanten in ihrer Wirksamkeit gestärkt wurden (u.a. zeitliche Belastung des Vaters im Beruf, Verträglichkeit des Vaters)." Inhalt: "Since the German parental leave reform from January 2007, the share of fathers who took up parental leave in the course of 2007 rose substantially. However, fathers in parental leave still represent a minority. In this paper, we analyze the effects of the German parental leave reform on the decision of fathers to take up parental leave. As a result of our empirical analysis which is based on an online survey of 1,290 fathers, we can see that the German parental leave reform has indeed significantly increased a father's propensity to take up parental leave. At the same time, however, the average duration of parental leave has decreased as fathers predominantly take advantage of the so called 'fathers' months'. In our analysis we control for a range of potential determinants on a father's decision to take up parental leave and include variables from the fathers' professional and social background as well as variables reflecting the fathers' personality. Concerning the influence of other determinants on a father's decision to take up parental leave, we find tentative evidence of the German parental leave reform having dampened the influence of formerly powerful determinants of a father's decision (not) to take up parental leave (such as a father's income in relation to the one of the mother or a father's degree of extraversion) while other, formerly less important determinants apparently have gained in importance in the course of the reform (e.g. the time strain fathers experience in their job and a father's degree of agreeableness)." Inhalt: "A review of existing sociological literature on fertility decisions reveals that most empirical studies focus on characteristics of the female spouse as explanatory factors, while the role of the partner is neglected for the most part. However, most children are fathered and born into an existing relationship and the influence of the partner has to be regarded as an important determining factor for childbirth. The authors propose starting from a bargaining perspective and model family-formation as a collective decision mutually agreed upon by both spouses, especially scrutinizing on the interrelation of both partners' educational level. In this paper, they examine in how far certain educational constellations have an impact on family formation. Classical theories of family economics suggest that educational asymmetries between partners may encourage parenthood. Our analysis is based on German Mikrozensus data collected between 1996 and 2004. The large sample allows them to analyze in detail the effects of educational levels as well as uncommon educational constellations. In a first step, the authors investigate separate effects of general and vocational education of each partner, followed by a quasi-cohort design, with women born in the mid 1960th and mid 1970th, to study the timing of the first birth. They conclude that traditional hypergamy may foster parenthood. But also educational homogamy leads to a higher amount of parents as compared to hypogamous couples, in which the wife's educational qualification exceeds the husband's educational degree." After describing the development of parental pay, the results of various empirical studies are revealed in order to discuss attitudes towards parental leave and parental pay as well as their utilization. Drawing on relevant theories, this article shows that both employers and employees have a specific interest in, firstly, parental leave that is a short as possible and, secondly, a return to the same company. On the basis of our own empirical study (n=1.001) it is shown that the recruiter's level of information and the firm's 'family awareness' as well as the qualification level of employees have statistically significant positive effects on the period of parental leave and on return rates.
