Inhalt: "Der Beitrag befasst sich mit der Renaissance autoritärer Diskurse und Praxen und fragt nach den Effekten für die Einschreibung geschlechtlicher Machtverhältnisse in die politischen Gesellschaften. Ausgehend von einer Kritik an bestehenden aktuellen Konzepten der Rechtspopulismus- und Autokratieforschung, welche den Fokus vor allem auf staatliche Herrschaftsinstitutionen, Regierungsapparate und politische Entscheidungsprozesse richten, plädieren die Autorinnen für ein gesellschaftstheoretisch erweitertes feministisches Analysekonzept. Kern bildet ein Verständnis des Autoritären als ein Handlungsprogramm, das universalistische Werte der Gleichstellung und Gerechtigkeit aufgreift und diese als Instrumente für Diskriminierung und Ausbeutung in der Verknüpfung unterschiedlicher Diskursen und Praxen umdeutet. Wie liberale Positionen und Argumente für die Diskriminierung und Ungleichbehandlung von Frauen in Zusammenhang mit einer Politisierung kultureller und ethnischer Konfliktlinien genutzt werden, zeigt der Beitrag exemplarisch an zwei unterschiedlichen Fallbeispielen. So wird zum einen am Beispiel des vorläufigen Parteiprogramms der Alternative für Deutschland (AfD) die Konstruktion autoritärer Geschlechterdiskurse in Verbindung mit einem wertkonservativen Familienbild analysiert. Im Vergleich dazu wird am Beispiel der Transitionsgesellschaft Chiles gezeigt, über welche Praxen die Normalisierung autoritärer Diskurse erfolgt und zivilgesellschaftliche Frauenorganisationen für demokratische Öffnungs- und Schließungsprozesse instrumentalisiert werden." Inhalt: "Focusing on the current renaissance of authoritarian discourses and practices we analyze the effects of gendered power relations in society. We base our analysis on a critique of current research on right wing populism and autocracy research, which focuses primarily on state dominated institutions, official government apparatuses and political decision-making processes. In contrary, we take up a bottom-up perspective and advocate a concept of feminist analysis that is rooted in a broader concept of civil society, analyzing gender relations as societal power structures from a non-essentialist governmentality and post-structuralist perspective. The core is an understanding of authoritarian as a program of action that takes up universalist values of equality and justice and reinterprets them as instruments for discrimination and exploitation in linking different discourses and practices. Based on two case studies we show how liberal positions and arguments for the discrimination and inequality of women are used in the context of the politicization of cultural and ethnic conflict lines. Using example of the provisional program of the alternative for Germany (AfD) we analyze the construction of authoritarian gender discourses in connection with a value-conservative family. The example of the transitional society of Chile shows how the normalization of authoritarian discourse takes place and how civil society women’s organizations are instrumentalized for democratic opening and closing processes." Inhalt: "Ausgehend von der hohen Bedeutung von Erwerbsarbeit als Medium der Vergesellschaftung wird in dem Beitrag das sogenannte Normalarbeitsverhältnis, das Normalität und Norm von Erwerbsarbeit in Deutschland abbildet, problematisiert. Mit Bezug auf drei unterschiedliche feministische Machtkonzeptionen wird diese arbeits- und sozialpolitisch zentrale Institution als Macht- und Herrschaftsverhältnis theoretisiert und gezeigt, dass diese den Ausschluss von Frauen geradezu voraussetzt, Geschlechterungleichheiten auf dem Arbeitsmarkt und in der sozialen Sicherung zementiert und damit in letzter Konsequenz ein Wandel in den Geschlechterverhältnissen und eine egalitäre gesellschaftliche Teilhabe von Frauen und Männern verhindert. Auf den Spuren eines neuen Normalarbeitsverhältnisses wird schließlich der Ansatz soziabler Arbeit, der Erwerbsarbeit in ihrem gesellschaftlichen Kontext begreift, als neues Leitbild konturiert." Inhalt: "Based on the great importance of gainful employment as a medium of socialization, this article analyses the so-called standard employment relationship, which represents the normality and norm of gainful employment in Germany. With regard to three different feminist power contexts, this core labour and social policy institution is theorized as a power and domination relationship that virtually requires the exclusion of women, makes gender inequalities within the labour market and in regards to social security permanent, and that ultimately prevents changes in gender relations. The article further argues that the institution thereby acts as a barrier for an egalitarian social participation of women and men. In order to develop a framework for a new standard employment relationship, the authors outline a new concept for conceptualizing employment. This concept comprehends employment in its social context and as a result provides a basis for gender equality." (author's abstract)

Inhalt: "Politische Repräsentation bezweckt im Allgemeinen, politisch verbindliche Entscheidungen herbeizuführen und umzusetzen. Dabei berücksichtigen die gewählten Abgeordneten die Interessen ihrer Bürger*innen. Frauen sind jedoch in den meisten Parlamenten unterrepräsentiert. Dies wirft die Frage auf, inwieweit die Interessen von Frauen im politischen Prozess durchgesetzt werden. Unser Beitrag beschäftigt sich mit der Frage, inwieweit sich substantielle Repräsentation von Frauen - also die Tätigkeit und den Einsatz von Frauen für Frauen - in Macht i.S. der Durchsetzung von policies, die Fraueninteressen widerspiegeln, verwandelt. Wir halten den Fokus auf policy-outputs für notwendig, da dadurch Aussagen über die tatsächliche Durchsetzungskraft von Frauen und damit über die Auswirkungen und Reichweite substantieller Repräsentation getroffen werden können. Dazu diskutieren wir in einem ersten Schritt die Literatur zu Fraueninteressen und beschäftigen uns anschließend mit der Forschung zu substantieller Repräsentation von Frauen in zwei politischen Arenen, der Legislative und der Exekutive. Insbesondere im Bereich substantieller Repräsentation von Frauen in der Exekutive besteht noch Forschungsbedarf." (Autorenreferat)
Inhalt: "Political representation aims at bringing about and implementing politically binding decisions. In doing so, elected parliamentarians consider the electorate's interests. In most parliaments, however, women are underrepresented. Thus, the question is whether and how women's interests are taken into account in politics. In our article, we ask how women's substantive representation - i.e. when women act for women - translate into power in the sense of the adoption of policies that reflect women's interests. We argue that it is necessary to focus on policy outputs in order to make claims about the scope and impact of women's substantive representation. First, we discuss the literature on women's interests. Then, we engage in the scholarship on women’s substantive representation in two political arenas: the legislative and the executive. We conclude by proposing several avenues for future research, pointing in particular to the need to advance the scholarship on women's substantive representation in the executive." Inhalt: 25 Jahre nach Beginn der demokratischen Transformationen in Osteuropa sind wir mit ambivalenten Ergebnissen in Bezug auf die Geschlechterverhältnisse konfrontiert. Demokratisierung war nicht gleichbedeutend mit Geschlechterdemokratie, der Übergang zur "freien" Marktwirtschaft kein Äquivalent zur ökonomischen Gleichstellung der Geschlechter. Die Einleitung zum Schwerpunktheft gibt einen Forschungsüberblick über neue Erkenntnisse zu den Geschlechterverhältnissen in den östlichen Mitgliedsstaaten der EU. Hierbei werden insbesondere die Wirkungen der EU auf die Geschlechterpolitik Mittelosteuropas diskutiert und zwei Felder, Sozialpolitik und die Bekämpfung häuslicher Gewalt, herausgegriffen. Die strukturellen Wirkungen des EU-Mandats in der Gleichstellungspolitik werden in Bezug auf Gleichstellungsinstitutionen und NGOs beleuchtet. Schließlich zeigt ein Blick auf die Ukraine exemplarisch den widersprüchlichen Charakter der Geschlechterverhältnisse in Bezug auf Frauenrollen, Sozialpolitik und weiblichem Aktivismus. Die Einleitung schließt mit Überlegungen für künftige Forschung und in Bezug auf politischen Handlungsbedarf, welcher die Gleichstellung der Geschlechter voranbringen könnte.
Inhalt: Following 25 years of democratic transformation in Eastern Europe, we are still confronted with ambiguous results regarding gender relations. Democratisation was neither synonymous with gender democracy, nor did the transition to a 'free' market economy produce economic gender equality. This introduction to our special issues surveys new research on gender relations in the Eastern member states of the European Union. We then evaluate the structural impact of EU mandates in these domains, i.e., on the architecture of Women's Policy Agencies and on the role of women's Non-Governmental Organisations (NGOs). We present a case study on gender developments in Ukraine as a non-member state to further illustrate the contradictory nature of evolving gender relations in the region as regards women's roles, social policies and female activism. The introduction closes with reflections on the types of research and political activities that could further the pursuit of gender equality.

Inhalt: "Die neue ecuadorianische Verfassung hat das Konzept des Buen Vivir, des Guten Lebens, zum Leitmotiv erklärt. Dieser Beitrag untersucht dieses aus einer feministischen Perspektive und lehnt sich dabei an Standpunkte der Care Economy und feministischer politischer Ökonomie an. Einer sozial und ökologisch gerechten, insbesondere einer geschlechtergerechten Gesellschaft wird sich über zwei radikale Neuerungen des Buen Vivir angenähert: die begriffliche Neubestimmung produktiver Arbeit in einem solidarischen Wirtschaftssystem und die Anerkennung von Rechten der Natur. Als entscheidende utopische Methode im Entstehungs- und Umsetzungsprozess des Buen Vivir wird dabei die umfassende Partizipation der Bevölkerung identifiziert. Auch wenn, oder gerade weil, die Politiken bisher nicht auf eine schlüssige Umsetzung hinführen, ist der Transformationsprozess von unten her in vollem Gange." (Autorenreferat)
Inhalt: "Ecuador's new constitution declared the concept of Buen Vivir, of the Good Life, as a leading one. This article examines the concept from a feminist point of view, based on positions of care economy and feminist political economy. A socially and environmentally just society is examined by considering two radical changes in Buen Vivir: the new conceptual definition of work in a solidary economic system and the recognition of rights of the nature. The broad partizipation of the population is identified as a decisive utopian approach in the building and implementation of Buen Vivir. Even though, or solely because, the politics are not leading towards a reasonable implementation until now, the bottom-up transformational process is well underway." (author's abstract)
