Why Do Lone Mothers Fare Worse than Lone Fathers? Lone Parenthood and Welfare Benefit Receipt in Germany

Inhalt: This article uses data from the German microcensuses of 2007 and 2012 to examine gender differences in welfare reliance among lone parents. Binary logistic regression was employed as the method of analysis. We show that the risk of welfare benefit receipt is lower among lone fathers than lone mothers. We also find that these gender differences can be partially explained by the socio-economic characteristics of lone fathers; compared to lone mothers, lone fathers are, on average, better educated and more likely to be living with older children. Gender differences decreased over time among parents who have never married, but remained constant among divorced parents. We present a discussion of our findings in light of recent policy reforms, in particular the reform of the German Maintenance Law of 2008, which curbed the ability of a divorced parent to collect support from an ex-spouse.

Inhalt: In diesem Kapitel werden auf der Basis von Mikrodaten Haushalts- und Familienstrukturen, Beschäftigungsverhältnisse mit prekärem Potenzial und materielle Teilhabe aus der Querschnitts- und der Lebensverlaufsperspektive beschrieben. Im Mittelpunkt steht die Analyse des Zusammenhangs zwischen individuellen Beschäftigungsverhältnissen mit prekärem Potenzial und materieller Teilhabe auf der Haushaltsebene.
Über Sequenzmusteranalysen lassen sich Verlaufstypen mit dauerhafter gefährdeter Teilhabe identifizieren, die auf prekäre Beschäftigungsverläufe und fehlende Sicherungsleistungen durch andere Haushaltsmitglieder zurückzuführen sind. Es werden insbesondere geschlechts- und regionsspezifische Unterschiede sichtbar.

Teilhabe von Aufstocker/innen: die Gleichzeitigkeit von Erwerbstätigkeit und SGB II

Inhalt: Die Doktorarbeit rückt die Frage ins Zentrum wie sich die Teilhabemöglichkeiten von Aufstocker/innen, d.h. Erwerbstätigen die ´Hartz IV´ beziehen, darstellen. Normativer Fokus ist, dass eine Demokratie gleichberechtigte Teilhabe aller Gesellschaftsmitglieder gewährleisten sollte. Der verwendete Begriff von Teilhabe leitet sich dabei aus der Demokratietheorie Nancy Frasers ab und nimmt deshalb insbesondere Fragen von Verteilung, von Anerkennung und von Repräsentation in den Blick. Anhand von Interviews mit Aufstocker/innen und der Auswertung des Panels Arbeitsmarkt und Soziale Sicherung werden die Teilhabemöglichkeiten von Aufstocker/innen beleuchtet. Dabei zeigt sich, dass diese 1,3 Millionen Personen (Januar 2013) in Bezug auf Teilhabemöglichkeiten sowohl einige Gemeinsamkeiten aufweisen, als sich die Lage Einzelner auch unter anderem nach Geschlecht, Haushaltszusammensetzung und Erwerbstätigkeitstyp unterscheidet. In manchen Bereichen des Arbeitsmarktes (wie dem Reinigungswesen oder bei Minijobs), ist beispielsweise bis zu einem Fünftel aller Beschäftigten in dieser Situation. So zeigen sich in Bezug auf die Aufstocker/inen viele allgemeine Entwicklungen des Arbeitsmarktes wie Möglichkeiten zum Drücken von Löhnen nach unten, Niedriglöhne, Dominanz von Minijobs, Problematiken feminisierter Beschäftigungsformen oder auch die Armutsproblematik von Familien mit Kindern.

Der Gender Pension Gap: eine kritische Betrachtung

Inhalt: Der in die genderpolitische Diskussion eingebrachte Indikator des Gender Pension Gaps (GPG) bezieht sich ausschließlich auf individuelle Alterseinkünfte und negiert daher den für Wohlstandsanalysen indizierten Haushaltskontext. Da er eine Reihe weiterer gravierender methodischer Nachteile aufweist, raten die Autoren davon ab, den GPG-Index in seiner bisherigen Konzeption als Maßstab zur Beurteilung „fairer Einkommenschancen“ zwischen beiden Geschlechtern zu verwenden. Sie empfehlen vielmehr den Rückgriff auf im Zusammenhang mit der Offenen Methode der Koordinierung bewährte Indikatoren, wobei sie anregen, neben dem Geschlecht auch noch weitere sozialstrukturelle Merkmale wie Bildung und Staatsangehörigkeit zu berücksichtigen.
Inhalt: The indicator Gender Pension Gap (GPG), recently brought into the gender-related discussion, is exclusively related to individual old-age incomes, and it therefore negates household formation which is essential for well-being analyses. Since the indicator has further serious methodical disadvantages, the authors advise against using the GPG index - at least in its current shape - as a benchmark for assessing the income chances between both sexes. They rather recommend the usage of indicators which have proved to be successful in the context of the Open Method of Coordination; furthermore, they encourage, besides the variable sex, the consideration of additional socio-structural variables like education and nationality.

Inhalt: "The capitalist democracies of western Europe and the U.S. have developed extensive social programs, based on the principle of solidarity, that provide assistance to the destitute, the unemployed, the sick, the disabled, and the elderly. Due in part to growing levels of spending on these solidarity programs that may threaten financial solvency in some of these countries and in part to a growing belief that social programs should help people work and achieve self-sufficiency, these countries have implemented 'work activation' policies that try to encourage, entice, and cajole physically-able people to work. Experience implementing such work activation policies now suggests that policy can emphasize the relatively new goal of work activation while still achieving the traditional social purpose of solidarity programs by greatly reducing poverty. The aim of this paper is to review the experiences of the U.S. and selected European nations in attempting to balance solidarity with work activation by discussing both the components of an ideal work activation system and the problems these systems often encounter. The problems examined include too few jobs, recessions, low wages, and disconnected adults. Inhalt: "This working paper focuses on one hand on the aspects of the social assistance programmes directed to combat poverty and social exclusion, on the other hand it focuses on the risks of dependency associated with longterm recipiency of social assistance basic income support in Germany and Italy. The aim is to describe the institutional background in both countries and then re-explain relative differences in the risk of remaining on social assistance benefits in selected local contexts (Bremen, Bozen, Milan, Turin). In the multivariate models of social assistance receipt, we relate the risk of social assistance recipiency to the institutional settings and demographic characteristics of recipients, e.g., gender, age, nationality, household type, number of children and seasonal effects of terminating."
