Inhalt: "Der Beitrag stellt die Einführung der Akkreditierung in Deutschland sowie die involvierten Akteure und die angewendeten Verfahren dar. Schwerpunkt ist eine detaillierte Policy-Analyse der Verfahren im Kontext der derzeitigen Hochschulreformen. Die Autorin kommt zu dem Schluss, dass die Akkreditierungspolitik in mehrfacher Hinsicht unter Problemen leidet: Das Akkreditierungssystem kann mit dem Tempo der Reformen nicht Schritt halten, was dazu führt, dass viele Studiengänge ohne Akkreditierung begonnen werden. Außerdem gelingt es dem System nicht, eine ausreichende Zahl von Gutachtern für die Akkreditierungsverfahren zu gewinnen. Darüber hinaus werden die Verfahren stark von der europäischen Politik beeinflusst, sodass das System der Qualitätssicherung und -bewertung 'superkomplex' wird. Das föderale System der Bundesrepublik Deutschland führt zu einer doppelten Schicht dezentralisierter Verantwortlichkeiten (national und europäisch). Des Weiteren ist die Akkreditierung eines Studiengangs ein teures Verfahren, und die Kosten müssen von den Institutionen ohne zusätzliche finanzielle Unterstützung getragen werden. In den abschließenden Überlegungen wird das deutsche Akkreditierungssystem in den Kontext europäischer Entwicklungen gestellt." (Autorenreferat)
Inhalt: "This contribution provides in its first part an overview of the German system of accreditation which follows a two-tiered structure. The Accreditation Council serves to implement governmental policies and accredits accreditation agencies while the agencies (altogether six) accredit new study programmes which have been established in the framework of the Bologna process. In its second part the contribution consists of a policy analysis assessing the strengths and weaknesses of the German system of accreditation. Three main issues are emphasised: First, accreditation in Germany has difficulties to cope with the speed of the introduction of new study programmes according to the Bachelor and Master model. Second, there is tension between an increasing market orientation and competition among the accreditation agencies straining for independence and the political role of the Accreditation Council. Third, there is a lack of coherence between accreditation and evaluation of quality. The last part of the contribution discusses the growing debate of a change from programme accreditation to process accreditation which might be a solution to the first and the third issue analysed as being problematic." Inhalt: "In 2002, a new federal law was enacted in Germany which changed the basic principles of professors' payments according to the so-called 'W-Besoldung'. After having been adapted by the Länder, the law has become effective in 2005. As the new payment structure is intended to be based on professors' performances rather than on a combination of their age and their previous academic careers, it is more open than the previous one and leaves a large margin. Salaries can be higher or lower than they used to be. Experiences have shown so far that the new scheme tends to provide lower incomes for professors and that there is a variety of legal and actual problems which are described in this article." In order to overcome these, it has been recommended to adopt the Anglo-American model of doctoral studies.
