Vietnamese civic organisations: supporters of or obstacles to further democratisation? Results from an empirical survey

Inhalt: In political science and in development cooperation, civic organisations (COs) under authoritarian rule are usually seen as supporters of processes that move towards democratisation. However, these organisations are sometimes criticised for their support of those in power. Within this context, critics refer to the fact that many COs have, for example, authoritarian intra-organisational structures. This characteristic clearly limits their potential to be supporters of democratisation processes. In this paper, we proceed from the assumption that Vietnamese COs can be both supporters of democracy and organisations that help to maintain authoritarian rule; they can sometimes even be both at the same time. COs are "polyvalent" (Kößler). More concretely, what COs are and which role(s) they play in the political system is mainly but not exclusively dependent on the impact the state has on them, and is at the same time dependent on the effects that those organisations have on the state.The results from an empirical survey, supported by the German Research Council (2013-2016) and carried out as a co-operation between the Institute of Asian Studies/GIGA Hamburg and the Vietnam Academy of Social Sciences, suggest the following: - Most Vietnamese COs are hierarchically structured, if not organised in an authoritarian way. They are not "schools of democracy", in the sense of Tocqueville. - Most Vietnamese COs that have engaged in the welfare provision sector, either willingly or unwillingly, have helped to foster the foundations of authoritarianism. - In the field of economic policies, the COs invited by the state to participate in and contribute to the formulation of policies do help, overall, to secure existing power structures, even though these organisations also help change various economic policies and even though their activities produce some democracy-promoting effects. - In the policy field of gender equality, women's rights, and rights of sexual minorities, the mass organisation Vietnam Women's Union supports the state's respective discourse. Some NGOs active in this policy field are doing both: They support and criticise the state's discourse on gender norms and the rights of sexual minorities.In the conclusion, we answer the question of which Vietnamese COs can be seen as supporters of further democratisation and which can be classified as obstacles.
Gender, gays and gain: the sexualised politics of donor aid in Malawi

Inhalt: Für ihren Diskurs der "God-fearing Malawi Nation" bedienten sich viele Politiker Malawis an religiösen und kulturellen Debatten, während sie Malawi gleichzeitig als säkularen Staat anerkannten. Dieser Diskurs wurde in den frühen 1980er Jahren fortentwickelt, als Christen und Muslime im Rahmen des malawischen Einparteiensystems - und unterstützt von externen Geldgebern - ihren Glaubenseifer steigerten. In ihm schwingt die Vorstellung partriarchalischer, konservativer politischer Verhältnisse mit. Der vorliegende Beitrag verfolgt die Entwicklung des Diskurses der "God-fearing Nation" in der malawischen Politik. Die Autoren zeigen auf, wie die Regierung die Frage der Rechte für Homosexuelle zur Desorientierung von Menschenrechtsaktivisten und Gebern einsetzte: Die Rechte Homosexueller wurden von den anderen Bürgerrechten getrennt betrachtet und so konnte zu diesen Rechten - die von Unterstützern der Regierung als "antichristlich" oder "antimalawisch" angesehen wurden - ein entgegengesetzter Standpunkt eingenommen werden. In der Auseinandersetzung mit den Gebern versuchte die Regierung, sich als souverän und autonom darzustellen und in der Bevölkerung eine Antihaltung gegenüber externen Zuwendungen zu wecken: Lieber keine Hilfe als eine Hilfe, die zur Förderung der Homosexualität beiträgt.
Inhalt: Many Malawian politicians have exploited religious and cultural discourses, encouraging
the discourse of the “God-fearing Malawi nation” while also acknowledging the country
as a secular state. This discourse – which most recently underwent further development
in the early 1980s when Christians and Muslims, funded by donor money, accelerated
their evangelical drives in the context of a one-party Malawi – resonates with a patriarchal,
conservative political dispensation. This paper traces the evolution of the “God-fearing
nation” discourse in Malawian politics. It posits that the government used the “gay
rights issue” as a strategy to disorient human rights activists and donors. Gay rights
were de-linked from other civil rights, forcing a binary approach toward gay rights,
which were seen by government supporters as “anti-Christian”, “anti-Malawian” concepts.
The debate with donors enabled the government to claim “sovereign autonomy” and galvanise
the population into an anti-aid mentality (better no aid than aid that supports homosexuality).

East German and Polish opposition during the last decade of the Cold War

Inhalt: The transition from communism to democracy in Eastern and Central Europe would not have been possible without the activities of several dissident movements. We will compare two presumably opposite anti-communist dissident circles: the Polish and the East-German oppositions. Indeed, before the collapse of communism in the Eastern block, the oppositional movements in these countries showed many differences. The opposition in East Germany developed slowly and differed profoundly from the Polish one. But after 1989 these two movements made similar mistakes and, ultimately, their fates converged. This paper analyzes their situation and their contacts before 1989, as well their successes and mistakes following the transition. Such problematic as the increasing disappointment of the population in both countries, declining enthusiasm for the economic and social changes taking place, and, in the Polish case, the rising power of the Catholic Church and the complicated situation of women will be discussed, as well as the causes of the missed chance for a real social transformation in Eastern and Central Europe. Still, we should not forget that thanks to the activity of these movements a nonviolent transformation was possible. The truth is that the dissident movements after 1989 succeeded politically but failed socially. The members of “Solidarnosc” and the civic movements in former East Germany were not prepared to deal with all social and political changes after the fall of communism.

Inhalt: 'Internationale Frauenbewegungspolitik entwickelt sich zu einer dezidiert globalen Politik. Den Kern dieses Globalwerdens bilden zwei parallele, sich zum Teil gegenseitig verstärkende Prozesse: die Vernetzung und NGOisierung von Frauenbewegungen weltweit und die inhaltliche Akzentuierung des Ansatzes der FrauenMenschenrechte. Beide Veränderungstendenzen sind politisch ambivalent. Einerseits unterstützen sie die Verhandlungspositionen von Frauenbewegungsakteurinnen in den Szenarien globaler Politik, andererseits gefährden sie die besonderen, basisbezogenen Potenziale von Frauenbewegungspolitik. Gleichwohl sind die frauenpolitischen Chancen dieses Prozesses vor allem deshalb beachtlich, weil darin verschiedenste frauenpolitische Handlungsstrategien auf allen politischen Handlungsebenen verschränkt und integriert werden können.' Inhalt: 'The becoming global of international women's movements' politics is based on two interdependent processes: firstly the replacing of women's movements' groups by a growing number of women's NGOs and especially women's lobbying organizations; secondly the shift to women's human rights as strategic bond as well as normative frame of global women's politics. The whole development is double-edged. On the one hand movements' politics risk to loose significance. On the other hand movements' actors gain a central connecting reference point and more ability to navigate inside institutional politics on all levels of political action. Thus the challenge is to be strongly interconnected under the thematic umbrella of women's human rights different strategies of women's politics on all different levels of action.'
