The gender-based violence as an instrument of warfare in armed conflicts

Inhalt: The gender-based violence in recent times has become an integral part of the on-going Boko Haram Insurgency in North-East Nigeria. Since the full-scale declaration of combat between the Nigerian state and the insurgent group, the asymmetrical tactics of the group have been evolving, based on its capabilities. The recent spike in the targeted raid and attack on female schools, markets, and female institutions purposely for abduction and kidnapping of women and girls indicated this assertion. Due to the depletion of its fighters and loss of territories, there is a surge in mass deployment of ‘women and young girls’ as material instruments of warfare: fighters, suicide bombers, human shields, bargaining tools, sex slaves, informants, and so on. This article appraises the gender push-pull factors responsible, motivation behind the current behavior, and proffers some policy guidance.
COVID-19 und die UN Women, Peace and Security Agenda

Inhalt: In diesem Papier reflektieren wir die Auswirkungen der COVID-19-Krise auf die UN Women, Peace and Security (WPS) Agenda und diskutieren die Impulse, welche die Agenda für eine geschlechtersensible Krisenbearbeitung liefern kann. Aufgrund der Pandemie kommt es zu einer allgemeinen Verstärkung von Geschlechterungleichheiten, die sich insbesondere in ungleicher Arbeitsteilung und einem Anstieg geschlechtsspezifischer Gewalt ausdrückt. In Krisen- und Konfliktgebieten führt dies zur weiteren Verstärkung geschlechtsspezifischer Vulnerabilität und zum Ausschluss von Frauen sowohl aus der Konfliktbearbeitung als auch aus der COVID-19-Krisenbewältigung. Die Erreichung der WPS-Ziele ist dadurch erschwert. Gleichzeitig könnte die im Rahmen von WPS aufgebaute Expertise und ihr zentraler Ansatz der menschlichen Sicherheit die effektive Bewältigung der Pandemie unterstützen. Hierfür ist die Integration von Frauen in alle Mechanismen und Institutionen entscheidend, die der Bekämpfung des Virus und der Überwindung seiner Folgen dienen. WPS legt insbesondere die Unterstützung lokaler zivilgesellschaftlicher Kräfte, besonders von Frauennetzwerken und - Organisationen, nahe. Schließlich gilt es im Sinne von WPS, friedenspolitische Ansätze, wie Forderungen nach einem Pandemiebedingten globalen Waffenstillstand, um Gleichstellungsforderungen zu ergänzen.

Inhalt: Am 29. Oktober 2019 fand im VN-Sicherheitsrat die jährliche offene Debatte über die VN-Agenda 1325 zu Frauen, Frieden und Sicherheit statt. Ziel der Agenda ist es unter anderem, Frauen an Friedens- und Sicherheitsmaßnahmen stärker zu beteiligen, ihre Rechte zu schützen und ihre Sichtweisen systematisch in die Bearbeitung von Konflikten einzubeziehen. Die Russische Föderation, ständiges Mitglied des Sicherheitsrats, hat sich als 1325-Skeptikerin erwiesen. Dabei ist sie in viele internationale Konflikte involviert; folglich gäbe es zahlreiche Anknüpfungspunkte, die Agenda umzusetzen. Deutschland stehen Möglichkeiten offen, die Implementierung in Russland zu unterstützen und so den geschlechtsspezifischen negativen Auswirkungen der Konflikte entgegenzuwirken, an denen der Kreml beteiligt ist.

Religious Discourse and Gender Security in Southern Thailand

Inhalt: This article describes the complexity of applying human security through the notion of gender equality in southern Thailand where violent conflict has been prevalent for nearly half a century in a Malay-Muslim-dominated society. It explores how the concepts of gender and security have been interpreted in Malay-Muslim leaders’ outlooks. To define security more broadly, the article surveys the various notions of peacebuilding dealing with comprehensive human security and any security threat, thus not limited to state of war or physical violence only. In the prolonged armed violence and conflict, like that faced in Thailand’s Deep South, women’s security and their role in peacebuilding emerge as pertinent concerns. The discontinuities within the narratives of women and security highlight a divergence connected to personal-political imaginations of conflict whereby subtle variations in violent conflict can be seen as the products of different policy prescriptions, local cultural norms, and the project outcomes of women groups supported by governmental organizations and national and international donors. Thus, in order to reflect upon how contemporary security notions are framed, gendered security perceptions ought to be considered as they signify the exercise of peacebuilding programs in the local context. Persistent advocacy of gender equality is about cultural change, which eventually becomes a modality for non-violent society.

The Power of Mixed Messages: Women, Peace, and Security Language in National Action Plans from Africa

Inhalt: Vor dem Hintergrund globaler Diskurse zu "Frauen, Frieden und Sicherheit" analysiert die Autorin die gender- und frauenbezogene Sprache in vier Nationalen Aktionsplänen afrikanischer Staaten (Kenia, Liberia, Nigeria und Uganda), die mit Blick auf die Resolution 1325 des UN-Sicherheitsrats entworfen wurden. Aus Sicht der Autorin besitzen Nationale Aktionspläne das Potenzial, die konsensorientierte Sprache der Resolutionen des Sicherheitsrats zu überwinden, und eröffnen daher neue Räume für politisches und praktisches feministisches Engagement. Ihre Analyse deckt drei diskursive Themenbereiche auf: die Konstruktion von "Womenandchildren", die Zivilisierung des Krieges durch Frauen und die Zuweisung von Verantwortung für die Verhütung geschlechtsspezifischer Gewalt an die Frauen selbst. Alle drei Themenbereiche haben einen Bezug zur Bildung geschlechtsspezifischer Identitäten sowie zu geschlechtsspezifischen Formen von Sicherheit und Gewalt. Auf unterschiedliche Weise kombinieren die Aktionspläne eine überwiegend liberal-feministisch geprägte Sprache mit kritischen Einsichten. Die Ambivalenz der Botschaften, die von diesen Plänen ausgehen, zeigt nach Ansicht der Autorin, dass Diskurse Brüche aufweisen und damit die Möglichkeit zur differenzierten Kontextanalyse und Umsetzung eröffnen.
Inhalt: Against the backdrop of global and continental women, peace, and security discourses, this contribution analyses the gender and women-focused language of national action plans from four African countries (Kenya, Liberia, Nigeria, and Uganda), which were drafted with a view to United Nations Security Council Resolution 1325. I argue that national action plans have the potential to transcend the soft-consensus language of Security Council resolutions because they create new spaces for feminist engagement with policy and practice. The analysis reveals three discursive themes - namely, the making of "womenandchildren," women civilising war, and making women responsible for preventing gender-based violence. The themes relate to the construction of, respectively, gender(ed) identities, security, and violence. To varying degrees, the plans reflect a combination of predominantly liberal-feminist language interspersed with some examples of critical insight. I conclude that the ambiguous nature of the messages sent out by these plans serves as a reminder that discourses are fragmented and therefore offer an opening for nuanced contextual analyses and implementation.

Inhalt: This study examines the disjuncture between the policy transposition of the Liberal Peace Project (LPP) in South Sudan from the country's local context. It underlines how deep rooted historical exclusion from social welfare services reinforces political exclusion and exacerbates poor civic engagement among different ethnicities in the country causing a constant relapse to violence. The study combines a qualitative review of data from Afrobarometer, the National Democratic Institute, international NGOs, and South Sudan's government reports within depth interviews and participants' observation. The research finds that restricted access to formal education alongside the conservative and orthodox approaches to peacebuilding, which broadly focus on centralised urban political institutions and exclude diverse local needs and preferences, limit citizenship participation to elections and preclude an equitable social order in South Sudan, establishing a continuum of fragile authoritarian peace, institutional peace and constitutional peace. In an emancipatory approach, the study proposes a framework that prioritizes an extended access to primary and post-primary vocational education as a more credible establishment for sustainable civil peace in the country. The LPP by the international community needs to be tailored to enhance the political will of the South Sudan government to extend free primary education access, incentivize primary education with school feeding programmes and to invigorate vocational training curricula. These will yield civil peace dividends, which avert South Sudan's structural source of relapse into violence with sustainable disincentives. Apart from women's empowerment through education and in all spheres of life, the government needs to ensure sustainability by guaranteeing a sustainable future for the present and for returning refugees by reducing the effects of climate change so as to cope with the increasing pressure on natural resources.

Inhalt: This contribution aims to give an overview on the state of the art of research on terrorism and gender in the field of Political Science and International Relations (IR). Contemporary analyses of terrorism have begun integrating gender aspects into their frameworks. This article supports the call for a much more coherent use of gender as an analytical category as this is beneficial for the analysis of ter-rorism in a threefold manner. First, gender as an analytical category in the study of terrorism exposes the gender blindness of the term terrorism; second, gender challenges the political myth of protection central to international politics, i.e. that states can legitimately fight wars to protect the vulnerable – vulgo women and children. Third, gender also challenges the myth of an intrinsic peacefulness/vulnerability of women. The paper closes with the plea to integrate a coherent historical dimension into a gendered analysis of terrorism in order to potentially achieve a more empirically attuned theoretical understanding of terrorism and political violence in current times.

Inhalt: "In this paper I examine women survivors' stories about childbirth and child-raising during the period of mass violence following Indonesia's 1965 coup, as well as some accounts of abortion during detention. The focus of my research is not on children's experiences per se but rather on women survivors' accounts about what happened to their children. I discuss various aspects of these experiences, including: being pregnant and giving birth; caring for children in and outside detention; the harm and abuse of children; losing children; and forced abortions. These stories reveal much about how women cared for and lost children as well as about what happened to children during the violence of 1965. I argue that examining these experiences must therefore also be central to understanding how women and their children survived and coped with the mass violence of 1965-1966. I also argue that these stories of caring for children, as well as of how children were harmed or lost, were fundamental parts of many women's testimonies." (author's abstract)
