Inhalt: Mit dem Forschungsvorhaben wird erstmals eine umfassende Governance- und Implementationsuntersuchung vorgenommen, wie die Bundesagentur für Arbeit (BA) ihren gesetzlichen gleichstellungspolitischen Auftrag (§ 1 SGB III) umsetzt. Dieser beinhaltet, die Gleichstellung von Frauen und Männern als durchgängiges Prinzip zu verfolgen sowie darauf, dass die Leistungen der Arbeitsförderung die berufliche Situation von Frauen verbessern sollen, indem sie auf die Beseitigung bestehender Nachteile sowie auf die Überwindung eines geschlechtsspezifisch geprägten Ausbildungs- und Arbeitsmarktes hinwirken. Auf Basis der Analyseergebnisse werden insgesamt zehn handlungsbezogene Empfehlungen und Vorschläge (Handlungsempfehlungen) herausgearbeitet, mit denen aus Sicht des Forschungsteams die Beratung und Vermittlung in der BA qualitativ verbessert und eine durchgängige Verankerung von Gleichstellung gewährleistet werden können. Zudem werden Vorüberlegungen für ein gleichstellungsbezogenes Ziel im Zusammenhang mit einer neuen Rahmenzielvereinbarung zwischen Bundesagentur für Arbeit und dem BMAS getroffen. Der Schwerpunkt wird dabei auf die Erhöhung der Qualität von Beratung und Vermittlung durch die systematische Berücksichtigung einer Gleichstellungsperspektive in Bezug auf Kunden und Kundinnen (in der arbeitnehmer- und arbeitgeberorientierten Beratung) gesetzt.

Inhalt: "The capitalist democracies of western Europe and the U.S. have developed extensive social programs, based on the principle of solidarity, that provide assistance to the destitute, the unemployed, the sick, the disabled, and the elderly. Due in part to growing levels of spending on these solidarity programs that may threaten financial solvency in some of these countries and in part to a growing belief that social programs should help people work and achieve self-sufficiency, these countries have implemented 'work activation' policies that try to encourage, entice, and cajole physically-able people to work. Experience implementing such work activation policies now suggests that policy can emphasize the relatively new goal of work activation while still achieving the traditional social purpose of solidarity programs by greatly reducing poverty. The aim of this paper is to review the experiences of the U.S. and selected European nations in attempting to balance solidarity with work activation by discussing both the components of an ideal work activation system and the problems these systems often encounter. The problems examined include too few jobs, recessions, low wages, and disconnected adults. The overarching purpose of the paper is to find a balance between the goals of social solidarity and work activation." (author's abstract)

Inhalt: Die zentrale Stoßrichtung dieses Beitrages ist es, Wege für eine erfolgreiche Familienpolitik aufzuzeigen. Basierend auf einem 16-Ländersample und unter Zuhilfenahme des neuen MVQCA-Ansatzes werden unterschiedliche europäische familienpolitische Regulierungsmuster multivariat untersucht. Die theoretischen Annahmen basieren auf dem Ernährermodell. Es zeigt sich, dass (noch) in fast allen Ländern ernährertypische Strukturen zu finden sind und die Kinderraten entscheidend beeinflussen. Es wird dargestellt, warum flankierende familienpolitische Maßnahmen, besonders im finanziellen Bereich, neben einem hohen Kinderbetreuungsangebot und einer umfassenden Teilhabe der Frauen am Arbeitsmarkt, zentrale Faktoren sind, die zu einer Erhöhung der Kinderrate beitragen können.
Inhalt: The main focus of this contribution is to present pathways leading to a successful family policy. With the aid of the new MVQCA approach, we shall perform a multivariate analysis of various European patterns of regulation in family policies based on a sample of 16 countries. The theoretical assumptions are based on the breadwinner model. It is shown that structures typical of the breadwinner model can (still) be found in almost all the countries examined, and that these have a crucial effect on the birth rate. This article demonstrates why, along with child care supply and comprehensive female participation in the labour market, accompanying measures in family policy, especially financial support, are key factors in the increase of birth rates.

Inhalt: "In der vergleichenden Wohlfahrtsstaatsforschung wird Frankreich in der Regel als konservativ-korporatistischer Regimetypus eingeordnet. Dagegen lässt sich jedoch einwenden, dass Frankreich für eine hohe Erwerbsbeteiligung von Müttern und ein institutionelles Nebeneinander von sozialer Grundsicherung und Pflichtbeitragssystemen steht. Basierend auf der Normalitätsannahme eines Zwei-Einkommen-Haushalts fördert die französische Familienpolitik zum einen durch eine neutrale Haltung gegenüber der Erwerbstätigkeit von Müttern und zum anderen durch ein ausgebautes öffentliches Kinderbetreuungsnetz die vollzeitige und kontinuierliche Erwerbsintegration von Frauen. Diese Mischung verschiedener sozialpolitischer Ansätze lässt die Zuordnung des französischen Sozialmodells in den konservativen Wohlfahrtsstaatstypus problematisch erscheinen. Nach Reformen in der französischen Familienpolitik in den 90er Jahren lässt sich auf dem Arbeitsmarkt eine Zunahme neuer ungesicherter Erwerbsformen vor allem bei weiblichen Beschäftigten beobachten. Eine soziale Polarisierung zwischen Frauen ist die Folge. Auf der einen Seite stehen Frauen, die aufgrund ihres steigenden Bildungserfolgs einer beruflichen Karriere nachgehen und auf der anderen Seite geringqualifizierte Frauen, die sich zunehmend in prekären Arbeitsverhältnissen wiederfinden. Aus geschlechtersensibler arbeitsmarkpolitischer Perspektive stellt sich daher die Frage, ob sich nach den Veränderungen der französischen Familienpolitik in den 90er Jahren eine größere Eindeutigkeit bei der Zuordnung des französischen Sozialmodells ergibt oder ob eine differenziertere Wohlfahrtsstaatstypologie angebracht wäre." Inhalt: "In comparative welfare state research, France is often qualified as conservative-corporate regime type. Against this position it can be argued that France has a high degree of participation of women in professional employment. There is an institutional mix of universal social benefits and corporate compulsory social insurance systems. French family policies are based on the idea of a dual-earner-model. A broad formal child-care coverage encouraged continuous and fulltime integration of women into the labour market. Because of this mixture of social policy approaches a classification of France as a conservative welfare regime seems to be inappropriate. However, after reforms in French family policies in the 1990s, a remarkable shift from public child care services towards market based and individualised private ones can be identified. At the same time, there are new forms and a growing number of precarious jobs especially for women. As a consequence, there is increasing social polarisation among women in the labour market. There are better career chances for a few highly qualified women, but at the same time more and more women find themselves in badly paid and precarious jobs. This working paper analyses some outcomes of the French family reforms carried out during the 1990s from a gender sensible labour market perspective. It asks whether these reforms have brought the French welfare state closer to the conservative-corporate regime type, or whether a more differentiated classification is needed." (author's abstract)

Inhalt: "Changes in the structure and regulation of employment in Japan differentially impact men and
women. The labor force participation of Japanese women is increasing, but women’s
employment is concentrated in relatively deregulated and flexible forms of non-standard and
precarious employment. Women and men have relatively equal levels of unemployment at
present, but the flexibility which characterizes part-time and temporary work lands women
into the ranks of the unemployed throughout their life course, while men are more likely to
experience unemployment at the entry and exit points to the labor market. Unemployment
measures are directed mainly at alleviating the sources of male unemployment. Employment
deregulation in Japan embodies varying degrees of re-regulation depending on the gender
composition of work types. Part-time work is undertaken primarily by women, and remains
relatively deregulated and unprotected. Temporary work regulations vary according to
whether the occupations are typically performed by women (deregulated temporary work) or
men (tightly regulated temporary work). Working hours have been deregulated for both men
and women, but coupled with the deregulation of temporary work in female-dominated
occupations, the change poses a greater disadvantage for women. The recent reform of the
Equal Employment Opportunity Law in Japan, while responding in part to social demands for
strengthening the regulation of equality, remains unenforceable. The analysis concludes that
rather than more equality in employment, recent Japanese developments point to the
institutional embedding of a gender segmented labor market, with men continuing in
relatively protected and regulated standard employment and women relegated to flexible and
