Inhalt: An der Schnittstelle von Gender Studies, Arbeits- und Organisationssoziologie setzt dieser Beitrag an, indem die gewerkschaftliche Repräsentation von Frauen vergleichend dargestellt und zugleich typische Deutungen im Verständnis gewerkschaftlicher Geschlechterpolitik rekonstruiert werden. Aufbauend auf Angelika Wetterers Typologie von Geschlechterwissen zeigen sich in diesen Deutungsmustern Unterschiede, woran die Geschlechter(un)gleichheit festgemacht wird, welche Relevanz gleichstellungspolitischen Maßnahmen beigemessen wird und welche Rolle sie für die eigene Praxis gewerkschaftlicher Interessenpolitik spielen. Das frauenpolitische, das geschlechtertheoretische und das konservative Deutungsmuster werden vorgestellt und zugleich diskutiert, unter welchen Bedingungen es trotz dieser Unterschiede gelingen kann, Gleichstellungspolitik als organisationsübergreifende Aufgabe zu etablieren. Die empirische Basis bilden qualitative Interviews, die mit Gewerkschaftssekretär*innen der ver.di, der IG BAU sowie der IG Metall durchgeführt wurden.

Women Mobilizing Women: Candidates' Strategies for Winning the Presidency

Inhalt: Latin America has elected more female presidents than any other region in the world, yet dominant theories on campaigning tend to ignore gender. In addressing this lacuna, this article argues that the widespread belief that women are better at mobilizing women means that female candidates tend to invest more significant effort into cultivating a core constituency of women on the basis of gender identity. In contrast, male candidates tend to delegate women-mobilization tasks to female surrogates. An analysis of approximately 1,000 newspaper articles reveals that the “most different” female candidates in Chile and Brazil consistently met with female voters early in their campaigns, evoked gender identities and promised pro-women change. The “most different” male candidates enlisted their wives and female politicians to target women, defend their pro-women promises, and deflect accusations of sexism. The theory illuminates multiple ways in which viable female candidates’ entry into the political arena can improve women’s representation.

Inhalt: Vor dem Hintergrund globaler Diskurse zu "Frauen, Frieden und Sicherheit" analysiert die Autorin die gender- und frauenbezogene Sprache in vier Nationalen Aktionsplänen afrikanischer Staaten (Kenia, Liberia, Nigeria und Uganda), die mit Blick auf die Resolution 1325 des UN-Sicherheitsrats entworfen wurden. Aus Sicht der Autorin besitzen Nationale Aktionspläne das Potenzial, die konsensorientierte Sprache der Resolutionen des Sicherheitsrats zu überwinden, und eröffnen daher neue Räume für politisches und praktisches feministisches Engagement. Ihre Analyse deckt drei diskursive Themenbereiche auf: die Konstruktion von "Womenandchildren", die Zivilisierung des Krieges durch Frauen und die Zuweisung von Verantwortung für die Verhütung geschlechtsspezifischer Gewalt an die Frauen selbst. Alle drei Themenbereiche haben einen Bezug zur Bildung geschlechtsspezifischer Identitäten sowie zu geschlechtsspezifischen Formen von Sicherheit und Gewalt. Auf unterschiedliche Weise kombinieren die Aktionspläne eine überwiegend liberal-feministisch geprägte Sprache mit kritischen Einsichten. Die Ambivalenz der Botschaften, die von diesen Plänen ausgehen, zeigt nach Ansicht der Autorin, dass Diskurse Brüche aufweisen und damit die Möglichkeit zur differenzierten Kontextanalyse und Umsetzung eröffnen.
Inhalt: Against the backdrop of global and continental women, peace, and security discourses, this contribution analyses the gender and women-focused language of national action plans from four African countries (Kenya, Liberia, Nigeria, and Uganda), which were drafted with a view to United Nations Security Council Resolution 1325. I argue that national action plans have the potential to transcend the soft-consensus language of Security Council resolutions because they create new spaces for feminist engagement with policy and practice. The analysis reveals three discursive themes - namely, the making of "womenandchildren," women civilising war, and making women responsible for preventing gender-based violence. The themes relate to the construction of, respectively, gender(ed) identities, security, and violence. To varying degrees, the plans reflect a combination of predominantly liberal-feminist language interspersed with some examples of critical insight. I conclude that the ambiguous nature of the messages sent out by these plans serves as a reminder that discourses are fragmented and therefore offer an opening for nuanced contextual analyses and implementation.

Inhalt: Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and state’s action and inactions. The article establishes that the States parties’ obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies and those women are protected against discrimination in the public, as well as, in the private spheres.

Die Einleitung zum Schwerpunktheft bilanziert zwanzig Jahre nach der Verabschiedung die Wirkungen dieser vertraglichen Verankerung und kommt dabei zu einem gemischten Fazit. Einerseits hat sich das supranationale EU Gender- und Antidiskriminierungs-Regime dank wachsender Aufmerksamkeit für Gleichstellung in den verschiedenen Politikfeldern und neuer rechtlicher Grundlagen für vielfältige Diskriminierungsgründe deutlich über die damaligen Grenzen der Beschäftigungs- und Sozialpolitik hinaus entwickelt. Andererseits haben sich die Erwartungen an Gender Mainstreaming als transformative Strategie trotz feministischem Aktivismus und gleichstellungsorientierter Forschung nicht erfüllt, und die Mitgliedsstaaten haben die Entwicklung eines Antidiskriminierungs-Regimes auf 'softe' Politikinstrumente und lediglich zwei bindende Richtlinien begrenzt. Darüber hinaus blieben die beiden Politikprozesse - Gender Mainstreaming und Antidiskriminierung - institutionell und strategisch unverbunden. Anstatt Intersektionalität zu 'mainstreamen', werden Diskriminierungsgründe separat behandelt und Geschlechtergleichstellung scheint in die reaktive Politiklogik von Antidiskriminierung absorbiert zu werden, während Gender Mainstreaming oft darauf begrenzt bleibt, Männer und Frauen als zwei feststehende Kategorien einzufügen. Inhalt: In 1997 the principles of gender mainstreaming and anti-discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation were enshrined in the Treaty of Amsterdam. The introduction to this special issue takes stock of the results twenty years after and finds mixed results. It argues that a supranational EU gender and antidiscrimination regime has developed beyond the original limitations to discrimination between women and men in employment and social security, thanks to the attention to gender equality in other policy domains and the adoption of legal and political instruments dealing with other grounds for discrimination. However, in spite of feminist activism and research, gender mainstreaming has not fulfilled the expectations as a transformative strategy, and member states have limited the development of an antidiscrimination regime to a set of ever softer policy instruments and two binding legal instruments. Importantly, the processes of gender mainstreaming and antidiscrimination remain disconnected institutionally and strategically. Instead of mainstreaming the concept of intersectionality, antidiscrimination policies continue to treat grounds for discrimination separately, gender equality seems to be absorbed by the logic of antidiscrimination as a reactive policy approach, and gender mainstreaming is reduced to inserting woman and man as two fixed categories. Unfortunately, the eastern enlargement, the financial crisis and the legitimacy crisis faced by the EU have created a social and political constellation, which is not propitious for the development of an alternative equality strategy. Inhalt: This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.
