Inhalt: The G20 states have made a commitment to drastically lower the gender differential in their labour markets. All G20 states, including India, will have great difficulty doing so, as the disparity is a consequence not of formal deficiencies, but of informal norms and value attitudes. It will take both time and holistic approaches on the domestic and international levels to change this.
Gender justice will feature more prominently at this year's G20 summit under the German presidency. At past summits, the issue was rather neglected. The 2014 Brisbane Declaration represented a watershed moment, as the G20 states committed to reduce the gender gap in the labour market participation rate by 25 per cent by the year 2025.
Women's employment rates in some countries are, however, stagnating – in India they have even dropped. Neither economic growth nor statutory requirements or strides in women's education have improved the situation. Given all this, the question arises of how the stated objective can be reached.
The Modi government has developed a new strategy to increase women's participation in the labour market that includes attracting textile and other manufacturing industries and promoting self-employment and professional qualifications.
It remains to be seen whether the measures will succeed; whether low-paying jobs in the textile industry will truly lead to good jobs; and whether this will increase women's levels of societal, political, and economic participation. A change in discriminatory value attitudes is particularly crucial.
The G20 states are in at least verbal agreement that gender justice is fundamental to sustainable and socially just economic growth. The increase in women's labour market participation should be seen as just one step in the right direction. To help create vital jobs in India, Germany should advocate for holistic political measures in the context of its G20 presidency, and the EU and the G20 should support India in its attempts to open markets and attract direct investment.

Inhalt: Die G20-Staaten haben sich verpflichtet, den Geschlechterunterschied in der Erwerbstätigenquote deutlich zu verringern. Alle G20-Staaten, auch Indien, werden dies kaum schaffen. Denn die Disparität ist nicht Folge formaler Defizite, sondern informellen Normen und Werthaltungen geschuldet. Um dies zu ändern, braucht es Zeit und ganzheitlichere Lösungsansätze auf nationaler wie internationaler Ebene.
Geschlechtergerechtigkeit wird beim G20-Gipfel als zentrales Anliegen der deutschen Präsidentschaft stärker in den Fokus rücken. Bislang wurde das Thema nachrangig behandelt. Eine Zäsur stellt die Brisbane-Erklärung 2014 dar, in der sich die G20-Staaten verpflichten, die Lücke bei der Erwerbsbeteiligung zwischen Männern und Frauen bis zum Jahr 2025 um 25 Prozent zu reduzieren.
Die Frauenerwerbsquote stagniert jedoch in einigen Ländern oder ist – wie in Indien – sogar rückläufig. Weder wirtschaftliches Wachstum und gesetzliche Vorgaben, noch Bildung von Frauen haben die Lage verbessert. Es stellt sich daher die Frage, wie das genannte Ziel erreicht werden soll.
Die Regierung Modi hat eine neue Strategie entwickelt, um die Erwerbsbeteiligung von Frauen zu erhöhen, u.a. durch die Ansiedlung von Textil- und anderen verarbeitenden Industrien, die Förderung von Selbstständigkeit und beruflicher Qualifizierung.
Es bleibt fraglich, ob die Maßnahmen zielführend sind, ob Niedriglohn-Jobs in der Textilindustrie wirklich zu guten Jobs führen und ob Frauen so mehr gesellschaftliche, politische und wirtschaftliche Teilhabe gewinnen. Notwendig ist insbesondere ein Wandel diskriminierender Werthaltungen.
Die G20-Staaten sind sich zumindest verbal einig, dass Geschlechtergerechtigkeit elementar für nachhaltiges und sozial gerechtes Wirtschaftswachstum ist. Die Erhöhung der Frauenerwerbsquote ist dabei nur als ein Schritt in die richtige Richtung zu sehen. Deutschland sollte sich im Rahmen seiner G20-Präsidentschaft für ganzheitlichere Politikmaßnahmen einsetzen. Die EU und die G20 könnten Indien durch Öffnung von Märkten und im Einwerben von Direktinvestitionen unterstützen, um notwendige Arbeitsplätze zu schaffen.

Inhalt: Founded on a discourse which assumes a feminized high repayment morale, the article discusses microcredits as a gendered instrument for the inclusion of poor women in India into the financial market. Microfinancing is analysed at the intersection of four power regimes: the international financial market, development policies, nation-states and their social policies, and reproduction and production regimes at the local and household levels. Cross-cutting these power regimes, are the hierarchical social relations of class, caste, race, gender and the post-colonial North-South divide. The expansion of microcredit lending in India was legitimised by development aid organisations as a means to proverty reduction and women's empowerment. However, not only do microcredits create cycles of debt, they restructure the local economy and reproduction and are implicated in a neoliberal shift of social responsibilities from the nation-state to the poor. Furthermore, as a result of the commercialisation of financial services and, thus, their subjugation under the rationale of profit and growth, in 2010 the microcredit industry in India crashed. Following, this article highlights the paradoxical and ambivalent effects of microcredits on poverty management and on women’s empowerment in the Indian context.

Inhalt: "One of the gaps in the study of international norms is the process by which they are institutionalized and accepted at the national level. The international norm, as it negotiates its way through various national (and even grassroots) levels, needs domestic norm entrepreneurs in order to localized. This study traces the localization of the norm on women, peace and security in the Philippines as advanced by the Women Engaged in Action on UNSCR 1325 (WE Act 1325), a network of women's peace organizations with transnational linkages. It traces the network's origins and collective work in the crafting of the Philippine National Action Plan on 1325 as well as its various initiatives in fleshing out the norm on the ground. It also looks at the work of its members who eventually became part of the peace process in the country. Since the Philippines' women-centered laws reflect the country's commitment to its international commitments, the case study also reveals how women's rights issues and concerns have become institutionalized. This institutionalization eventually paved the way for gender-consciousness to be part of the normative mindset of key actors advancing changes in society." (author's abstract)

FeministInnen sollten da rauf bestehen, Gendergerechtigkeit durch ein anderes Verständnis von Gleichheit und GM zu fördern. Der Beitrag stellt ein intersektionales Modell von Geschlechtergerechtigkeit vor, das die negativen Auswirkungen der Globalisierung untersucht, und formuliert eine politische Ethik für die Behandlung von Frauen in schlecht bezahlter Pflegearbeit. Inhalt: "Gender, class, race/ethnicity and citizenship intersect in the experience of nursing assistants and expose them to exclusion, commodification and denial of their unionization rights in every country that has embraced the new public management (NPM) reform. Resembling other women employed in caring services that are denied the benefit of skills recognition, their exclusion occurs both in the labour market and in campaigns targeting gender equality and gender mainstreaming. Rather than accepting the exclusionary definition of equality promoted by the institutions of economic globalization, the role of economic globalization in legitimizing the deterioration of employment quality for women employed in caring services should be challenged. In particular, feminists should insist on promoting gender justice by revisiting the concepts of equality and gender mainstreaming. This article presents an intersectional model of gender justice that reveals the deleterious effects of economic globalization and formulates a political ethics of care for women in badly-paid caring work. Job quality and average income in occupational fields must serve as the basis for defining discrimination. Revised notions of equality and gender mainstreaming, based on these proposed measures of discrimination, would provide the ground for feminist activism against NPM exclusionary practices." Reaching across the Mekong: local socioeconomic and gender effects of Lao-Thai crossborder linkages

Inhalt: Following trade agreements between ASEAN states, the expansion of cross-border roads and bridges between Laos and Thailand has linked local communities and distant markets in increasingly diverse ways. Although the planned impacts of such integration are expected to be beneficial, effects on the ground vary, as witnessed at a sleepy outpost in Xayabury and a more vibrant crossing in Savannakhet. This paper discusses first the physical setting of such border facilities, and then explores their actual local effects on traders’ activities, highlighting changes in gender roles and perceptions of entrepreneurial competition participated in by women in the two research sites.

Inhalt: "This paper examines how reforms of the regulatory business environment inspired by the World Bank's Doing Business reports impact the economic participation of women in developing countries. It focuses on gender-related impacts of four business environment reforms in areas of 1) Obtaining Credit, 2) Registering Property, 3) Starting a Business and 4) Employing Workers. The paper begins by describing the methodology of the Doing Business reports and how the suggested reforms would lead to private sector growth. Then, using an institutional economics framework, it traces women's most binding constraints in areas of credit, land titling, business start-up and female employment that the Doing Business failed to capture. Discussions show how Doing Business-style reforms in the four areas mentioned create ambiguous impacts for women entrepreneurs by either leading to increased economic opportunities or reinforcing constraints and opening up areas for exploitation. The paper emphasises that although most of the binding constraints for female economic participation take root at the level of customs, norms and beliefs - it is possible for the government to remove discrimination in the private sector by creating informed, gender-sensitive reforms." Global gender goals and the construction of equality: conceptual dilemmas and policy practice

Inhalt: The achievement of gender equality in education, and of women's empowerment more generally, have recently become established amongst the highest international priorities for policy action. This paper examines the processes by which they came to be included amongst the Millennium Development Goals (MDGs). It argues that the revised targets to 2015 are more practicable than earlier goals. However, it shows that rates of progress will need to be improved, and that financial support from the north is still running at less than half the required levels. Goal achievement presupposes some agreed understanding of the meaning of gender equality. The paper reveals important contradictions between the language of analysis and the vocabulary of policy. Finally, it examines some of the instruments available for monitoring progress and building pressure for policy reform. It shows that failures to meet policy undertakings are as evident – and as serious in their implications for the possibility of achieving the MDGs – amongst aid donors as they are amongst developing-country governments themselves.
