U.S. elite and public views an anti-terrorist military action: are women less militaristic?

Inhalt: "Increasing numbers of U.S. women in elite positions lead us to ask if women and men share the same anti-terrorist policy attitudes, or whether elite (and non-elite) women are less militaristic. Using data from four surveys of elites and masses from 1986 to 2004, we examine men's and women's attitudes towards the use of three types of force against terrorists and how these have changed over time. Elite and non-elite women are typically less supportive than their men counterparts of military action against terrorists, but after the September 11, 2001 attacks die gender gap decreased and large majorities favoured such action. Among elites, but not the public, gender differences diminish among those with similar demographic and political positions. With negligible gender differences among similarly placed elites, and high levels of militarism among the masses, we conclude that U.S. elites have broad latitude in setting anti-terrorist policies." Inhalt: "The functions of a ruler, such as being the leader and the protector of his subjects and governing a system of give-and-take, are very often summarised by the term 'patronage'. However, this term does not take account of the fact that kings and emperors quite often had one or more women at their sides. Whether or not these women match the contemporary stereotype of a strong woman supporting a successful man can be discussed using the term 'matronage' as a counterpart to 'patronage'. This fairly new approach provides an opportunity in particular to cover the courses of action and spheres of influence of these women, who were often disregarded in historical research. This research topic was addressed and integrated into a historical framework at the conference 'Strategies and Social Networks of Rulers’ Women in Antiquity'." (author's abstract)

Inhalt: "This article compares the responses to the declining birthrate by three very different regimes in Wilhelmine, Weimar and Nazi Germany. In their intent these policies were markedly different: just before and during the First World War a declining birthrate symbolized national decline, sapping national progress and military power and the central aim was to boost fertility almost at any price; eugenics was not yet a major influence on official Wilhelmine policy. In the wake of the devastation reaped by the lost war and also influenced by the depression at the end of the 1920s the democratically elected governments of the Weimar Republic attempted to 'rationalize' reproduction to suit the prevailing socio-economic circumstances and the belief in modernity in industry and everyday life. They favored 'fewer but better children' but their policies remained fragmented and heavily contested; lawmakers tried to balance individual rights and collective interests, welfarism and eugenic concerns. In contrast, Nazi leaders developed a comprehensive and sophisticated system of selective reproduction based on racial prejudice; legal safeguards to protect the rights of individuals were ruthlessly dismantled. Material and ideological inducements to boost the birthrate benefited only 'Aryans' and healthy Germans. A series of extremely repressive measures were introduced: on the one hand they were meant to curb the breeding of the 'unfit', like Jews, gypsies, or those considered congenitally diseased and, on the other, they aimed to curb individual birth control by those deemed 'fit'. But of course the picture is more complicated. If we compare official population programs with their implementation at the local level and also with the reproductive strategies employed by ordinary women and men, a more subtle picture emerges about the regimes which is marked by both fundamental changes but also striking continuities." Inhalt: Im Rahmen des Forschungsprojekts "Sozialdemokratinnen im Parlamentarischen Rat und im Deutschen Bundestag 1948/49 – 1969" wurden 38 Biografien von allen sozialdemokratischen Frauen im Parlamentarischen Rat (1948/49) und in den Bundestagen der ersten bis fünften Wahlperiode (1949-1969) erstellt. In diesem Beitrag geht es um die Biografien von zwei dieser Mitglieder, Frieda NADIG und Dr. Elisabeth SELBERT. Zunächst werden das methodische Vorgehen und die Quellenlage erläutert. Anschließend werden die Biografien der beiden SPD-Parlamentarierinnen bis zu der Zeit ihres Zusammentreffens im Parlamentarischen Rat vorgestellt. Dabei soll auch die NS-Zeit angesprochen werden, die für die parlamentarische Arbeit beider Politikerinnen einen wichtigen Hintergrund darstellte. In einem dritten Schritt folgt die Darstellung ihres gemeinsamen politischen Kampfes um die Einschreibung des Satzes "Männer und Frauen sind gleichberechtigt" in das Grundgesetz der Bundesrepublik Deutschland. Durch einen Ausblick auf die Weiterarbeit in verschiedenen politischen Gremien soll die Relevanz der Institutionen, die den Lebenslauf der beiden Politikerinnen gestalteten und das individuelle Leben konstruierten und repräsentierten, in der historischen Situation erfasst werden.
Inhalt: Within the scope of the research project "Female Social Democrats on the Parliamentary Council and the German Bundestag 1948/49-1969," 38 biographies from all the women of the Parliamentary Council (1948/49) and the first five legislative periods (1949-1969) of the German Bundestag were conducted. This paper is about its members Frieda NADIG and Dr. Elisabeth SELBERT. First the methodology and the body of source material will be elucidated. Thereafter, the biographies of the two female members of Social Democrats in the parliament will be introduced up to the point when they were both members of the parliamentary council. The National Socialist period will be discussed within this context since it forms the backdrop for the later political work of both politicians. Thirdly, their common political fight for the inclusion of the sentence: "males and females have equal rights" into the constitution of the German Republic will be presented. Finally, through reviewing the continuing work in various political bodies, the significance of the political institutions that influenced and shaped their lives will be put into historical context.

In addition, the militarization of the society influenced the development of structural and gender-based violence in South Africa. Der kommunalen Ebene wird dagegen eher marginale Bedeutung seitens der Wissenschaft zugemessen. Inhalt: "When it comes to women's political representation, it is the state and the national level that are the focal point for political science analysis, while the local level plays a rather marginal role. However, this is the level where politics is closest to the people and where politics and political parties recruit talents for political leadership positions. Thus the local level plays a central role in increasing the number of women in politics and in supporting gender equity. The present study shows the large extent to which women are underrepresented in German city parliaments, analyses the underlying causes and points out ways to improve female representation on the local level. Partisan competition and women's suffrage in the United States

Inhalt: "Though women's suffrage was federally mandated in the United States by the nineteenth amendment in 1920, many states had granted suffrage to women prior to that and most of these early suffrage states were clustered in the west. The author revisits some of the popular conjectures that have been put forward to explain why these states moved first to give women the vote and offer a hypothesis of partisan competition leading to suffrage extension. Using event history analysis, she finds strong evidence that early enfranchisement of women in the western states was driven by the intensity of competition between Republicans and Democrats, as well as by adverse female-male ratios and greater concentration of the population in urban areas. Moreover, as might be expected from the geographic concentration of the suffrage states, she finds evidence that suffrage adoption was strongly and positively related to whether a neighboring state had women's suffrage. Also, the 'risk' of suffrage enactments was increasing over time foreshadowing the success of the nineteenth amendment." (author's abstract)

Ausgehend von Birgit Pfau-Effingers Konzept des Geschlechter-Arrangements zeigt der Artikel Dissonanzen in Geschlechterkultur und -ordnung Polens auf und analysiert exemplarisch die Argumentationen in vier Parlamentsdebatten zwischen 1999 und 2005 zu einem Gleichstellungsgesetz. Es zeigt sich, dass im Vergleich zur Bevölkerung national-konservative Diskurse über Geschlechtermodelle und Mütterrollen in der Debatte überrepräsentiert sind. Liberale Voten sind kaum vorhanden und linke BefürworterInnen entwickeln nur wenige positive Bilder über Gleichstellung. Der Artikel stellt die These auf, dass der vergangene Staatssozialismus noch immer bewirkt, dass AkteurInnen rhetorisch und inhaltlich Distanz zu ihm markieren müssen. Darüber hinaus werden Gründe für die Lücke zwischen national-konservativen Diskursen, tatsächlichen Lebensmodellen und Geschlechterpolitik diskutiert." (Autorenreferat)
Inhalt: "Since 1989, Poland has experienced strong political conflicts over gender. However, promoted gender order, prevalent norms, and social reality often diverge. How can this fact be understood and explained? Taking Birgit Pfau-Effinger's concept of gender arrangement as a starting point, the article shows inconsistencies between gender culture and gender order in Poland and analyses argumentative patterns in four parliamentary debates on a gender equality law between 1999 and 2005. Ultimately, it is shown that national-conservative discourses on gender models and mothers' roles are over-represented compared to the population. Liberal voices are almost absent and leftist proponents barely develop positive visions on gender equality. The article hypothesizes that past state socialism continues to influence the debate, as actors still rhetorically and politically distance themselves from the old regime. Furthermore, reasons for the gap between the hegemonic national- conservative discourses, actual ways of living and gender policies are discussed." (author's abstract)
