Women Mobilizing Women: Candidates' Strategies for Winning the Presidency

Inhalt: Latin America has elected more female presidents than any other region in the world, yet dominant theories on campaigning tend to ignore gender. In addressing this lacuna, this article argues that the widespread belief that women are better at mobilizing women means that female candidates tend to invest more significant effort into cultivating a core constituency of women on the basis of gender identity. In contrast, male candidates tend to delegate women-mobilization tasks to female surrogates. An analysis of approximately 1,000 newspaper articles reveals that the “most different” female candidates in Chile and Brazil consistently met with female voters early in their campaigns, evoked gender identities and promised pro-women change. The “most different” male candidates enlisted their wives and female politicians to target women, defend their pro-women promises, and deflect accusations of sexism. The theory illuminates multiple ways in which viable female candidates’ entry into the political arena can improve women’s representation.

Gender sensitive policies: are there any changes in the Republic of Macedonia from 1990 to 2011?

Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.
Women on the Steering Wheel: Identifying the Potentials of Women in Improving the Protection of Indonesian Women Migrant Workers

Inhalt: This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.

Inhalt: "Außergewöhnlich spät, erst 1971, erhielten Schweizerinnen die politischen Staatsbürgerrechte. Zu diesem Zeitpunkt waren Feministinnen der Neuen Frauenbewegung bereits seit mehreren Jahren außerparlamentarisch aktiv. Mit dem Stimm- und Wahlrecht erweiterte sich nun ihr politisches Wirkungs- und Handlungsfeld grundlegend. Doch unter den mächtigen Parteien vermochte einzig die Sozialdemokratische Partei SPS, eine gewisse Anziehungskraft auf die Bewegungsaktivistinnen auszuüben. So traten einige von ihnen Ende der 1970er-Jahre denn auch der Partei bei. Der Beitrag geht der Frage nach, wie dieser Einschluss von Feministinnen in die SPS verlief - eine Partei, die mit ihren hierarchischen Strukturen den Organisationsformen der neuen Frauenbewegung diametral entgegenstand, deren Genossen sich immer mal wieder als 'rote Patriarchen' entpuppten und wo die Frauenfrage stets als Nebenwiderspruch behandelt wurde. Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Inhalt: "Der Beitrag untersucht die Auswirkungen der Unterrepräsentanz von Frauen in der Politik und setzt sie in Beziehung zu den Themen, über die im Parlament debattiert wird. Damit werden zwei Ziele verfolgt: Zum einen wird gefragt, ob die weiblichen Abgeordneten des aktuellen Parlaments in Singapur andere politische Interessen verfolgen als ihre Kollegen. Zum anderen wird ein breiterer Kontext mit Blick auf die Frage betrachtet, ob weibliche und männliche Abgeordnete ein unterschiedliches Rollenverständnis haben. Auf Basis einer Untersuchung der Themen, die männliche und weibliche Abgeordnete im Parlament aufwerfen und diskutieren, wird argumentiert, dass die Kohorte der weiblichen Abgeordneten innerhalb eines maskulinen Paradigmas operiert und sie deshalb dazu tendieren, ihre Stimme nicht ausschließlich dann zu erheben, wenn es um Themen geht, die traditionell als 'Frauenthemen' gelten. Vielmehr äußern sie sich zu einer ganzen Bandbreite von Themen. Indem sie sich nicht auf 'Frauenthemen' beschränken, wird deutlich, dass sie sich als gleichgestellt und fähig sehen, zu jedwedem Thema etwas zu sagen. Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Inhalt: Gegenwärtig stehen drei Frauen als Präsidentinnen an der Spitze lateinamerikanischer
Staaten: Cristina Fernández de Kirchner in Argentinien (2011 wiedergewählt), Laura
Chinchilla in Costa Rica (seit 2010) und Dilma Rousseff in Brasilien (seit 2011). Frauen gewinnen in der Politik in Lateinamerika immer mehr Präsenz. Neben den genannten wurden in der jüngeren Vergangenheit noch drei weitere Frauen ins Präsidentenamt gewählt: Violeta Barrios de Chamorro in Nicaragua (1990-1997), Mireya Moscoso de Arias in Panama (1999-2004) und Michelle Bachelet in Chile (2006-2010). Zahlreiche andere Frauen kandidierten chancenreich. In den Parlamenten konnten Frauen dank Geschlechterquoten innerhalb sehr kurzer Zeit viele Mandate erringen. Dennoch sind Frauen von der Ausübung realer politischer Macht noch weit entfernt. Innerhalb lateinamerikanischer Parlamente arbeiten Frauen vor allem daran, frauenpolitische Themen zu vertreten. Trotz stärkerer Präsenz wird die substanzielle Repräsentation von Frauen in Lateinamerika durch ein parlamentarisches Umfeld behindert, das für Frauen den Zugang zu wirklicher politischer Macht blockiert. Weibliche Abgeordnete sind nur selten in Führungspositionen in legislativen Kammern und ebenso wenig im Vorstand von mächtigen und traditionell als der "männlichen" Domäne zugeordneten Ausschüssen zu finden. In der lateinamerikanischen Gesellschaft nehmen Frauen und Männer sowohl die Wahlgesetze zur Förderung von Frauen als auch die Präsenz von Frauen in Parlamenten und das Durchsetzen frauenpolitischer Anliegen als positiv wahr. Die Repräsentation von Frauen führt zudem zu einer größeren Akzeptanz der repräsentativen Demokratie. Zwischen den einzelnen Ländern in Lateinamerika gibt es bezüglich des Frauenanteils in der Politik große Unterschiede. Allerdings ist in allen lateinamerikanischen Demokratien zumindest ein geringer Anstieg der Anzahl weiblicher Abgeordneter zu verzeichnen, und viele Länder haben den Frauenanteil in ihren Parlamenten substanziell verbessert.
