The Shadow Pandemic: Policy Efforts on Gender-Based Violence during COVID-19 in the Global South

Inhalt: Even before COVID-19 hit, one in three women experienced violence by a partner or sexual violence by a non-partner, according to the World Health Organization. With the pandemic, the risk of violence against women and children, especially within the home, increased further as people sheltered at home while facing great financial and emotional stress. Our assessment of government policies in a cross-regional sample of countries in Latin America, the Middle East, and Africa since the pandemic's onset in early 2020 finds that: governments increased communication and digital services addressing GBV, such as hotlines, counselling, and reporting mechanisms, but struggled to meet increased demand for emergency services; states with existing robust GBV services were better prepared to continue service provision during the pandemic; beyond this, the gender ideology of the political leader made a difference in prioritisation and visibility; in Latin America, national-level responses were heterogeneous, ranging from dismissiveness by the presidents of Mexico and Brazil to new and proactive policies by the government of Argentina; and in neither Uganda nor any of the countries studied in MENA were shelters classified as essential services. Even in South Africa, where shelters were classified as essential, lockdowns complicated access. There is an urgent need for stronger policy responses to GBV, and not just for humanitarian reasons. The United Nations has estimated the economic costs of violence against women at about 2 per cent of global GDP. Governments need to ensure that emergency GBV services exist beyond hotlines and remain open and accessible around the clock. Non-governmental organisations play a vital role in GBV service provision but should not substitute for government provision. German and EU policies should encourage and support the development of GBV infrastructure, including first-response services, shelters, and gender-sensitive social protection programmes.

Inhalt: In diesem Beitrag beschäftigen wir uns im Rahmen einer qualitativen Studie und unter einer feministisch-poststrukturalistischen Perspektive mit Frauen, die Gewalt durch Intimpartner überlebt haben und damit, welche Bezüge diese Frauen zu möglichem Femizid herstellen. Hierzu wurden sieben südafrikanische Frauen zwischen 23 und 50 Jahren in Interviews, die diskursanalytisch ausgewertet wurden, zur Geschichte ihres Gewalterlebens in Intimpartnerschaften befragt. Es wurde deutlich, dass die Frauen Gender-Identitäten entwickelt haben, die widersprüchliche und herausfordernde subjektive Erfahrungen mit Gewalt reflektieren und abhängig sind von dem spezifischen sozialen Kontext des Gewalterlebens. Auch schien eine Befassung mit potenzieller Tötung zu bedrohlich, und es wurde vor allem auf Weiblichkeit und romantische Liebe rekurriert, um den Verbleib bei den gewalttätigen Partnern zu rechtfertigen. Dies legt nahe, die Frage der Tötung von Frauen durch Intimpartner offensiver zu thematisieren, weil Frauen in Missbrauchsbeziehungen meist nur peripher sichtbar werden. (Autorenreferat)
Inhalt: In this article, we explore how women survivors of intimate partner violence understand the abuse they endured and the possible link to intimate femicide. This is a qualitative study based on a feminist poststructuralist perspective. Seven South African women, aged 23 to 50 years, with a history of different manifestations of Intimate Partner Violence (IPV) participated in open-ended interviews. The data was analyzed by means of discourse analysis. In their explanations, the women constructed gendered identities, which reflected contradictory and ambiguous subjective experiences. The women's understandings were filtered through the particular social context in which their abusive experiences occurred. The findings highlighted that contemplating femicide was too threatening, and consequently participants drew on discourses of femininity, romantic love, and others to justify their remaining in their violence-ridden relationships. It emphasizes the need for additional engagement in women's understandings of intimate femicide, as women who live in abusive relationships have largely been consigned to the periphery. Inhalt: Objective: Describing the profile of violence against women regarding aggression, the socio-demographic characteristics of the victim and the perpetrator of the violence. Method: a transversal study of quantitative approach and descriptive analysis. The population consisted of 42 women victims of violence. Results: of the total 42 participants, prevailed in women aged 30-39 years old, with complete high school and family income of 1-3 minimum wages. The physical, psychological and moral violence prevailed in 26,2% of cases. The main offenders were the companions of those women, the home environment is the space where most attacks occur and jealousy was appointed as the main factor to unleash aggression. The attackers, mostly present among the age group 40-49 years old, and have had studied until elementary school. Conclusion: it notes the challenge and the responsibility of health professionals in the recognition and registration of cases seen in health services.
Inhalt: Im vorliegenden Beitrag wird mithilfe von zwei deutschlandweit repräsentativen Dunkelfeldstudien ermittelt, inwiefern sich die Prävalenz häuslicher Gewalt gegen Frauen in Deutschland zwischen 1992 und 2011 verändert hat. Diese Angaben werden durch Daten zum individuellen Anzeigeverhalten ergänzt. Aus den Befunden lässt sich ein unmittelbarer Handlungsbedarf in Hinblick auf verstärkte Informationskampagnen zu den bestehenden Schutzmöglichkeiten vor häuslicher Gewalt ableiten. (Autorenreferat)
Inhalt: Based on two representative victim surveys, the present article aims at clarifying how the prevalence of domestic violence against women in Germany has changed from 1992 to 2011. The results are complemented by data on domestic violence that were reported to the police. These findings are discussed with respect to practical implications. (author's abstract)

Inhalt: Ausgehend von konzeptuellen Überlegungen geht der Beitrag Fragen der Verbreitung und Muster von Gewalt und Misshandlung im sozialen Nahraum an älteren Frauen nach. Es wird von den Ergebnissen einer Repräsentativumfrage aus dem Jahr 2010 berichtet, als insgesamt 2.880 zuhause lebende ältere Frauen (60+) in fünf europäischen Ländern zu Gewaltwahrnehmung und -erleben innerhalb der vergangenen zwölf Monate interviewt wurden. Drei von zehn älteren Frauen (30,1 Prozent) waren von Nahraumgewalt in unterschiedlicher Form und Ausmaß betroffen, die mit Konsequenzen im Handeln und Erleben verbunden war. Gewalt an und Misshandlung von älteren Frauen hat viele Gesichter und tritt in subtilen Gestalten auf. Weil die häusliche Gewalt von individuellen, sozialen und kulturellen (Risiko-) Faktoren (mit-) determiniert wird, sind bei Präventionsmaßnahmen unbedingt auch die gesellschaftlichen Strukturen, in denen die Gewalt eingebettet ist, sowie die kulturellen Praktiken, an die sie rückgebunden ist, zu berücksichtigen. Inhalt: Based on conceptual considerations, this article deals with the prevalence and patterns of domestic violence and abuse against older women. Results of a representative survey from 2010 will be reported, where a total number of 2,880 home-dwelling older women (60+) from five European countries were interviewed about their perception and experiences of violence and abuse within the past 12 months. 3 out of 10 of the older women (30.1 percent) were affected by incidents of domestic violence and abuse, differing in form and extent, but also with consequences for their actions and feelings. Violence and abuse against older women has many faces and occurs in subtle forms. Because the problem is (co-) determined by individual, social and cultural (risk-) factors, -preventative measures must take into account the societal structures, in which violence and abuse are embedded, as well as the cultural practices, to which they are linked back. Identifying the barriers to women's agency in domestic violence: the tensions between women's personal experiences and systemic responses

Inhalt: Despite advances in knowledge and understanding about the impacts of domestic violence on women's lives, global research on violence against women shows there is a need for research that not only places women centre stage in research praxis, but also that involves them more collaboratively in genuine dialogue about their experiences, including their agentic stances. This is especially the case for marginalised and socially excluded women victims of domestic violence, such as those who are not known or do not present to services and who survive abusive relationships alone or with little outside support. Evidence from two studies reported here-secondary analysis of women with severe and enduring mental health problems and a collaborative narrative project with unsupported women victims of domestic violence-suggest that women's capacity for agency are compromised by a number of critical factors, and that these are also reflected in the tensions between micro-macro analyses and understanding of the impact of domestic violence on women. This article considers the barriers to women's agency from the women's perspective and in the context of broader, systemic dynamics, including the denial or obscuring of abuse by governments and states and the consequences of stringent fiscal retrenchment that put women at increased risk of domestic violence.

Violence against Women and Ethnicity: Commonalities and Differences across Europe

Inhalt: This book draws together both: theory and practice on minority/migrant women and gendered violence. The interplay of gender, ethnicity, religion, class, generation and sexuality in shaping the lives, experiences and choices of minority/migrant women affected by violence has not always been adequately theorised within much of the existing writing on violence against women. Feminist theory, especially the insights provided by the concept of intersectionality, are central to the editors' conceptual frameworks. Violence against women has received greater political attention across Europe since the 1990s, leading also to increased research in this area. While the responses to the issue vary in different European contexts, there are clearly some similarities reported about the forms and impacts of violence against women. Research and practice traditions on the issue also vary, depending on the level of importance and resources attached. Despite extensive research on violence against women generally, knowledge on the issues and experiences of women and children from minority/migrant groups is more fragmented and at times scant. This leaves a clear gap and no book has yet drawn together both existing research and practice on minority/migrant women and gendered violence in a theorised way. Such a book is long overdue. It has far reaching relevance as minority/migrant communities are settled in all major countries across Europe, which are all struggling with similar issues in research and practice.
