Inhalt: Die Beiträge der Broschüre geben die Ergebnisse der drei Teilprojekte des Verbundvorhabens wieder. In dem ersten Text werden die Ergebnisse der quantitativen Analyse auf der Basis von Daten des SOEP (Sozioökonomisches Panel) und des Mikrozensus dargestellt. Der Schwerpunkt des Verbundvorhabens ist dabei qualitative Interviewforschung. Insgesamt sind 50 qualitative Interviews mit hoch qualifizierten Migranten in Naturwissenschaft und Technik sowie zehn Interviews mit hoch qualifizierten Frauen ohne Migrationshintergrund durchgeführt worden. Alle Beteiligten hatten einen Abschluss im Bereich der Informatik, Natur- und Ingenieurwissenschaften sowie Mathematik erworben. Namen und personenbezogene Angaben sind anonymisiert worden. Der zweite Text fasst die Ergebnisse des Teilprojekts an der Humboldt-Universität zu Berlin zusammen. Hier wurden die Berufsverläufe von Migranten untersucht, die nicht über die regulierte Migration als hoch qualifizierte zugewandert sind. Sie sind über familienbedingte Migration, als Aussiedler, jüdische Migranten und Flüchtlinge bzw. als Ehefrauen von Aussiedlern, jüdischen Migranten und Flüchtlingen nach Deutschland gekommen. Der dritte Beitrag enthält die Untersuchungsergebnisse des Teilprojekts an der TU Hamburg Harburg. Dieses Vorhaben analysiert die Berufverläufe hoch qualifizierter Migranten, die unter anderem über die regulierte hoch qualifizierte Migration oder die Zielsetzung der Weiterqualifizierung zuwanderten und anschließend in Unternehmen ausbildungsadäquat beschäftigt wurden. In einem vierten Text werden die Befunde des Teilprojekts an der RWTH Aachen diskutiert. Dabei ist Wissenschaftsmigration von hoch qualifizierten Frauen untersucht worden. Sie wanderten überwiegend mit einem Arbeitsvertrag einer deutschen Hochschule oder dem Ziel, einen Zugang zu diesem Arbeitsmarkt zu finden, zu und gingen dort schließlich ausbildungsadäquat einer Tätigkeit als Wissenschaftlerinnen nach. Im abschließenden Beitrag werden die Ergebnisse im Zusammenhang diskutiert und Gemeinsamkeiten und Differenzen der Berufsverläufe hoch qualifizierter Migranten in Naturwissenschaft und Technik, die mit unterschiedlichen Motivationen und über unterschiedliche Zuwanderungswege immigrierten, herausgearbeitet. Mechanisms for the effect of field of study on the transition from higher education to work

Inhalt: "Several studies indicate a substantial impact of horizontal differentiations in higher education on monetary and non-pecuniary labour market outcomes. This paper scrutinizes the underlying mechanisms of this effect and addresses the question of why fields of study differ in early labour market re-turns. According to the training costs model the field of study indicates different amounts of training costs to employers. The higher the training costs, the more problematic the labour market integration of graduates. The average expected training costs of a study program are determined by the level of occupational specificity and the selective choice of the graduates. Specifically, 'soft fields' such as humanities or social sciences are considered as less occupational specific and less academically challenging. Besides, it is suggested that structural relations between fields and occupational characteristics act as mediators for the effect of field of study on labour market returns. Using the German HIS (Hochschul-Informations-System) Graduate Panel 1997 the results show that a lack of occupational specificity is partly responsible for difficulties in labour market entry of graduates from 'soft fields', whereas selectivity measures do not contribute to an explanation. By contrast, the type of final degree, the public sector and the required expertise of a job strongly mediate field of study differences. This emphasizes the substantial role of structural and institutionalized relations between education and the labour market." (author's abstract)

Inhalt: "Occupational sex segregation is a persistent source of social inequalities. The increasing participation of women in tertiary education and rising female employment rates, however, have given hope that gender inequalities will decline as a result of growing female opportunities for high skill employment in the service sector, e.g. the professions. This paper asks whether such optimistic accounts are justified by comparing male and female professional career trajectories in Germany. Our main assumptions hold that, even today, strong gender differences continue to exist between public and private sector professions, which are further aggravated by different forms of family commitment. Overall, our analyses demonstrate that even among highly qualified men and women, important patterns of sex segregation are present. An initial horizontal segregation between public and private sectors brings about 'equal, but different' career prospects, which in the phase of family formation turn into vertical segregation, promoting 'different and therefore unequal' labor market chances." In der vorliegenden Publikation werden zentrale Ergebnisse der ersten Befragung des Prüfungsjahres 2004 zur rückblickenden Bewertung des Studiums, zu den im Studium erworbenen Kompetenzen, zum Berufseinstieg und zum frühen Berufserfolg vorgestellt. From higher education to work : patterns of labor market entry in Germany and the US

Inhalt: "Previous comparative studies describing the transition from school to work and national patterns of labor market entry have often had to simplify the complex transition processes involved. For example, the first job after education is not easy to define if a person returns to education. In addition, most of this research has concentrated on national patterns shaped by the experiences of the majority of young people. In this paper we concentrate on a particular group of school-leavers, viz. those entitled to enroll in higher education. We describe their transition patterns from school to work, including recurrent education leading to more than one instance of labor market entry after leaving education. A comparison between Germany and the United States enables us to answer the question of how various features of the tertiary education systems influence these patterns, i.e. the number of people actually returning to education and the time it takes to finally enter the labor market. The systems of higher education in Germany and the US differ in several ways that we assume to be important for the transition patterns from school to work: (a) the mode of stratification (parallel tracks in Germany vs. consecutive tracks in the US) provides different labor-market prospects and incentives for returning to education; (b) the coordination mechanism (state-controlled vs. market-based) is decisive for the diversity of institutions and their orientation to particular target groups; (c) the degree of standardization in educational programs is important for more or less smooth transitions to the labor market. Taking into account that labor-market flexibility also differs in the two countries, we derive our main hypothesis: transition patterns from higher education to the labor market in the US are less standardized and regulated than in Germany. We expect that students attending the lower-tier institutions in the US (community colleges) will display significant differences in this respect over and against their German counterparts attending a Fachhochschule (university of applied sciences). In our empirical analyses we actually find overall differences with regard to variance in the ages at which young people leave education and enter the labor market. US students gain much more labor-market experience in the period between their initial and ultimate exit from education. Differences between lower- and higher-tier institutions are less marked than expected, both within and between the two countries." (author's abstract)

We find that women earn about 30 percent less than men at their first job and about 35 percent less after five to six years. Results from standard decomposition techniques show that 80Prozent of the earnings gap in the first job can be attributed to differences in endowment of which between 74 and 78 percent are related to different fields of studies. Adding employer information leads to an explained share of about 90 percent of the earnings gap with fields of study still accounting for about half of the gap. These also play a dominant role in a model without employer information after five to six years, directly explaining between 26 and 33 percent of the earnings gap. Adding employer information, however, leads to insignificant results. Together with detailed information on experiences after graduation, these variables account for about 44 to 50 percent of the earnings gap later in the graduates careers." (author's abstract)

Using microcensus data in a binary choice model, we distinguish three main explanations for these differences: the skill composition, the regional labour market and childcare availability. Inhalt: "The objective of this paper is to investigate the relationship between gender differentiation in tertiary education and labour market hazards. We analyze how differences between male and female tertiary graduates in the chosen degree level and field of study affect the likelihood to be unemployed or obtain a low status job. In order to learn about the role of institutional context, we compare Germany and Spain, two countries that differ with respect to horizontal (field of study) and vertical (degree level) segregation by gender as well as to the linkage between the education and labour market system. Using Labour Force Survey data from the year 2000, our results of logistic regression models as well as a non-linear decomposition technique generally confirm our expectation that the field of study explains a sizable portion of the gender gap in unemployment and low status jobs in both countries. Whereas the level of tertiary degree does not matter with respect to unemployment in either country, it explains part of the female disadvantage in holding a low status job in Spain. Moreover, our analyses show that women with a degree in a predominantly male field of study are not systematically disadvantaged compared to men. Finally, even though the role of the institutional context is hard to evaluate, it seems that, for the two selected countries, the horizontal and vertical gender segregation is more relevant in Spain than in Germany." The unexplained component of the gap is small and a large fraction of the gap can be explained by subject choice, job characteristics, motivation and expectation variables.
