Inhalt: Die fortschreitende Globalisierung von Wissenschaft und Forschung ist mit einer wachsenden Mobilität des Forschungspersonals verbunden. Gleichzeitig hängt die Wettbewerbsfähigkeit einer Volkswirtschaft wesentlich von der Verfügbarkeit von kreativem und innovationsbereitem Forschungs- und Wissenschaftspersonal ab. Aus nationaler Perspektive ist es von entscheidender Bedeutung, dauerhafte Wanderungsverluste (brain drain) zu vermeiden und stattdessen Wanderungsgewinne (brain gain) zu erzielen. Die Gestaltung der Attraktivität von Arbeitsplätzen in der Wissenschaft ist daher eine zentrale wissenschaftspolitische Aufgabe. Ziel der Studie ist, die Informationsgrundlage für diese Aufgabe zu verbessern. Länderstudien im internationalen Vergleich geben Aufschluss darüber, mit welchen Strukturen und Instrumenten außerhalb Deutschlands den spezifischen Anforderungen an attraktive Arbeitsplätze in der Wissenschaft begegnet wird. Mit den USA, Japan, Kanada, der Schweiz und Schweden insbesondere sind solche Länder ausgewählt worden, deren Innovations- und Wissenschaftssysteme im Diskurs vielfach als Referenz herangezogen werden. Anschließend werden neue wissenschaftspolitische Instrumente in Deutschland einer ersten und vorläufigen Prüfung daraufhin unterzogen, inwiefern sie zur Steigerung der Arbeitsplatzattraktivität im deutschen Wissenschaftssystem beitragen können. From higher education to work : patterns of labor market entry in Germany and the US

Inhalt: "Previous comparative studies describing the transition from school to work and national patterns of labor market entry have often had to simplify the complex transition processes involved. For example, the first job after education is not easy to define if a person returns to education. In addition, most of this research has concentrated on national patterns shaped by the experiences of the majority of young people. In this paper we concentrate on a particular group of school-leavers, viz. those entitled to enroll in higher education. We describe their transition patterns from school to work, including recurrent education leading to more than one instance of labor market entry after leaving education. A comparison between Germany and the United States enables us to answer the question of how various features of the tertiary education systems influence these patterns, i.e. the number of people actually returning to education and the time it takes to finally enter the labor market. The systems of higher education in Germany and the US differ in several ways that we assume to be important for the transition patterns from school to work: (a) the mode of stratification (parallel tracks in Germany vs. consecutive tracks in the US) provides different labor-market prospects and incentives for returning to education; (b) the coordination mechanism (state-controlled vs. market-based) is decisive for the diversity of institutions and their orientation to particular target groups; (c) the degree of standardization in educational programs is important for more or less smooth transitions to the labor market. Taking into account that labor-market flexibility also differs in the two countries, we derive our main hypothesis: transition patterns from higher education to the labor market in the US are less standardized and regulated than in Germany. We expect that students attending the lower-tier institutions in the US (community colleges) will display significant differences in this respect over and against their German counterparts attending a Fachhochschule (university of applied sciences). In our empirical analyses we actually find overall differences with regard to variance in the ages at which young people leave education and enter the labor market. US students gain much more labor-market experience in the period between their initial and ultimate exit from education. Differences between lower- and higher-tier institutions are less marked than expected, both within and between the two countries." (author's abstract)

Inhalt: Die Studie vergleicht Struktur und Organisation der Weiterbildung an Hochschulen in sechs Ländern: Deutschland, Finnland, Frankreich, Großbritannien, Österreich und die USA. Außerdem werden Corporate Universities und Forschungsgesellschaften als Akteure im Feld der wissenschaftlichen Weiterbildung in die Studie einbezogen. Der Fokus ist dabei über die in den Hochschulen bestehenden Weiterbildungseinrichtungen hinaus auf die gesamte Hochschule sowie ihr Umfeld gerichtet. Auf der Systemebene werden Rahmenbedingungen und Funktion der wissenschaftlichen Weiterbildung verglichen, auf der Hochschulebene werden Organisationsstrukturen, Management, Qualitätssicherung, Marketing und Finanzierung der Weiterbildung analysiert, und auf der Angebotsebene werden Weiterbildungsbedarf, Angebote für spezielle Zielgruppen, Zugangsvoraussetzungen, Anrechung von Vorkenntnissen, Motivation und Beteiligung von Personal in der Weiterbildung, Kooperationen und quantitative Bedeutung der Weiterbildung an Hochschulen untersucht. Die Studie ergibt, dass die deutschen Hochschulen in der Entwicklung, Etablierung und professionellen Durchführung der Weiterbildung international gesehen in nahezu allen Bereichen hinter den Vergleichsländern zurück bleiben. Um diesen Entwicklungsrückstand aufzuheben, wird gefordert, die Hochschulweiterbildung in Deutschland in ein Gesamtkonzept des Lifelong Learnings einzubetten: Berufsbegleitendes Studieren vom Bachelor über den Master bis hin zu Doktoratsprogrammen soll im Hochschulsystem fest verankert werden. Es wird für eine Erhöhung der Durchlässigkeit zwischen beruflicher Bildung und Hochschulbildung, für die Schaffung von Anreizen für Hochschulweiterbildung, sowie für eine Professionalisierung der Hochschulplanung, der Bildungsfinanzierung, der Qualitätssicherung und des Personalmanagements plädiert. Time allocation between work and family over the life-cycle : a comparative gender analysis of Italy, France, Sweden and the United States

Inhalt: "This article analyses the extent to which changes in household composition over the life course affect the gender division of labour. It identifies and analyses cross-country disparities between France, Italy, Sweden and United States, using most recent data available from the Time Use National Surveys. We focus on gender differences in the allocation of time between market work, domestic work and leisure over the life-cycle. In order to map the life-cycle, we distinguish between nine key cross-country comparable life stages according to age and family structure such as exiting parental home, union formation, parenthood, and retiring from work. By using appropriate regression techniques (Tobit with selection, Tobit and OLS), we show large discrepancies in the gender division of labour at the different life stages. This gender gap exists in all countries at any stage of the life course, but is usually smaller at the two ends of the age distribution, and larger with parenthood. Beyond social norms, the impact of parenthood on time allocation varies across countries, being smaller in those where work-family balance policies are more effective and traditionally well-established." The main focus in this paper is on doctorate holders and will review the supply of and demand for doctorate holders starting from the education inflows up to the detail of their employment. Doctorate holders form the most educated group of the population and those most likely to contribute to the development and expansion of knowledge, science and technology. Despite this, only 3% of tertiary students were studying for a doctoral degree in 2004. The highest graduation rate for doctorates was found in Sweden. The myth of meritocracy and delusions of equity : cultural impediments to diversity in natural science programs

of color in the sciences, this study turns the lens of the social sciences onto social
aspects of the sciences. Interviews with academic science faculty examined gender
and racial/ethnic issues in the professional domain of a variety of scientists for
clues as to how the culture of science might influence demographic participation in
science programs. As a study of culture with an explicitly sociopolitical agenda,
this study adheres most closely to the traditions of Critical Ethnography. Interviews
were conducted with 34 practicing scientists sampled demographically across science
and applied science fields with respect to sex and racial/ ethnic background. The
interviewees were half female, half male, half Caucasian, and half people of color
(from several ethnic groups). Results indicate that the scientific method and its
associated worldview are the most readily identifiable source of the problem of minority
representation in the sciences. Scientists believe they can remove subjectivity from
their treatment of people, because they are convinced they can do this in their empirical
work. Responses, however, in interviews indicate that people in the sciences are not
