Inhalt: Geschlechtsspezifische Ungleichheit ist ein Phänomen, das überall auf der Welt bei der Mehrzahl der Kulturen, Religionen, Nationen und Einkommensgruppen auftritt. Diese sog. 'Geschlechterkluft' manifestiert sich in den unterschiedlichsten Formen und es bedarf daher eines allgemeinen Bezugsrahmens zur Entwicklung wirksamer Bekämpfungsmaßnahmen. Das World Economic Forum stellt mit dem Global Gender Index einen derartigen Bezugsrahmen zur Verfügung. Der Index ist ein Instrument zur Ermittlung und Messung von Ungleichheiten in den Bereichen Wirtschaft, Politik, Erziehungs- und Gesundheitswesen. Auf der Basis der Auswertungen von Daten zu über 30 geschlechtsbezogenen Variablen wird eine Ranglisten von Staaten präsentiert, die eine weltweite Bestandsaufnahme der gesetzlichen und gesellschaftlichen Faktoren, die die Disparität zwischen den Geschlechtern in jedem einzelnen Land bestimmen, ermöglicht. Rangliste und Länderprofile sollen als Katalysatoren gesellschaftlichen Wandels dienen und den politischen Entscheidungsträgern Informationen über die relativen Stärken und Schwächen ihrer Länder im Vergleich zu anderen Nationen liefern. Inhalt: "The 2007 Social Situation Report presents some key findings from the EU's new tool for monitoring the social situation and, in the future, social trends, namely the EU-SILC (Statistics on Income and Living Conditions). It looks at income inequality and how this is related to economic performance and at how people on low incomes are distributed across the EU as a whole. Incomes are more evenly distributed within the EU than in the US, and in the EU a high level of economic performance often goes hand in hand with greater equality. In 2004, around 100 million Europeans (22% of the total population) had less than 60% of the EU median income of around EURO 8000 per year for a single person or EURO 22 a day. In a majority of member states the largest segment of the population at risk of poverty consists of couples with one or two children where one of the partners is not working (at least throughout the year) - the 'male breadwinner' family type. Single parents, while being exposed to a high risk of poverty, represent a large share of the population at risk of poverty only in countries where this type of household is widespread." Assessing the importance of male and female part-time work for the gender earnings gap in Britain

Inhalt: "This study examines the role of individual characteristics, occupation, industry, region, and workplace characteristics in accounting for differences in hourly earnings between men and women in full and part-time jobs in Britain. A four-way gender-working time split (male full-timers, male part-timers, female full-timers and female part-timers) is considered, and allowance is explicitly made for the possibility of both workplace and occupational segregation across each group. Individual and workplace characteristics are shown to explain much of the earnings gaps examined. Within gender groups, the striking difference between full and part-time employees is that full-timers work in higher paying occupations than do part-timers. Also, occupational segregation makes a significant contribution to the earnings gap between male and female part-time employees but not for full-time workers. A further new result is that female workplace segregation contributes significantly to the full/ part time earnings gap of both males and females. Part-time employees work in more feminised workplaces and their earnings are lower. By contrast, occupational segregation has little impact on the full-time/ part-time earnings gap of either males or females. There remains, moreover, a substantial residual gender effect between male and female employees." (author's abstract)

Female managers can protect and mentor female employees by paying them higher wages than male-led firms would do. We find that females can enjoy higher wages in female-led firms, the opposite being true for males. In both cases is a higher share of females reducing the wage level. These results are compatible with a theory where job promotion is an important factor of wage increases: if more females are to be mentored, less promotion slots are available for males, but also the expected chance of a female to be promoted is lower." Inhalt: "In May 2005, the World Economic Forum launched its first study attempting to assess the size of the gender gap in 58 countries using economic-, educational-, health- and political-based criteria1. The Global Gender Gap Report 2006, the second in the series, contains a unique new methodology to create the Gender Gap Index 2006. The index covers over 115 economies, including all current and candidate European Union (EU) countries, 20 from Latin America and the Caribbean, over 20 from sub- Saharan Africa and 10 from the Arab world. Together, the 115 countries cover over 90% of the world's population. Merging publicly available data from international organizations and unique survey data from the World Economic Forum's Executive Opinion Survey, the study assesses the level of equality between women and men. We find that no country in the world has yet managed to eliminate the gender gap. Those that have succeeded best in narrowing the gap are the Nordic countries, with Sweden standing out as the most advanced in the world, having closed over 80% of its gender gap, followed closely by Norway (2), Finland (3), Iceland (4) and Denmark (8). Germany (5), United Kingdom (9) and Ireland (10) all hold spots in the top ten. The Philippines (6) is distinctive for being the only Asian country in the top ten while South Africa (18) holds the highest position among the African countries covered by the Report. Latvia (19) and Lithuania (20) are some of the new EU members that place well ahead of long-time EU members Austria (26) and Belgium (33), but behind Spain (11) and the Netherlands (12). Both New Zealand (7) and Australia (15) are leaders in closing the gender gap. At the other end of the rankings, Greece (69), France (70), Malta (71) and Italy (77) have the lowest rankings in the EU. The United States (22) falls behind many European nations in addition to lagging behind Canada (14). Russia (49), China (63) and Brazil (67) occupy the middle of the rankings. The lowest ranks are occupied by some of the most populous developing countries such as Nigeria (94), India (98) and Iran (108) in addition to Arab world countries such as Egypt (109), Saudi Arabia (114) and Yemen (115). The country comparisons are meant to serve a dual purpose: as a benchmark to identify existing strengths and weaknesses; and as a useful guide for policy, based on learning from the experiences of those countries that have had greater success in promoting the equality of women and men. The index quantifies the gender gap within the four critical categories - economic-, educational-, political- and health-based criteria - thus highlighting the priority areas for reform. Finally, the country profiles in part II of this report provide an overview of the national genderrelated environment in each country. They transparently represent the original data that feed into the index, in addition to other variables that encapsulate the legal and social aspects of the gender gap. The wage effects of entering motherhood : a within-firm matching approach

Inhalt: Der Beitrag analysiert die Auswirkungen von Unterbrechungen eines Beschäftigungsverhältnisses von Frauen, die kurz vor der Mutterschaft stehen, auf ihre Entlohnung mit Hilfe eines neuartigen betriebsinternen Matching-Ansatzes, bei dem die Bezüge von Müttern nach ihrer Rückkehr in den Beruf mit denen ihrer weiblichen Kollegen im gleichen Unternehmen verglichen werden. Auf der Basis deutscher Verwaltungsdaten werden drei unterschiedliche Matching-Verfahren, die auf zwei Jahre vor der Geburt liegenden Informationen beruhen, untersucht: ein präzis den individuellen Merkmalen entsprechendes matching, ein auf einer Neigungsmessung beruhendes matching und ein Verfahren, dass das präzise und das neigungsorientierte matching kombiniert. Die Ergebnisse vermitteln neue Einsichten in das Wesen der Einkommensnachteile, die mit der Mutterschaft verbunden sind. Danach haben die ersten Geburten bei Frauen Einkommenseinbußen von 16 bis 19 Prozent zur Folge, unabhängig davon, welches Matching-Verfahren angewendet wird. Ohne Berücksichtigung der Identifizierungsmerkmale einzelner Unternehmen kommt man bei einer Ausweitung des matchings auf alle Unternehmen zu dem Ergebnis, dass die Einkommenseinbußen bei 30 Prozent liegen. Darüber hinaus wird aufgezeigt, dass die Einkommenseinbußen höher sind, je länger die Unterbrechung des Beschäftigungsverhältnisses dauert. (IAB)
Inhalt: "We analyze the wage effects of employment breaks of women entering motherhood using a novel within-firm matching approach where mothers' wages upon return to the job are compared with those of their female colleagues within the same firm. Using an administrative German data set we investigate three different matching procedures based on information two years before birth: (1) exact matching on individual characteristics, (2) propensity score matching and (3) a combined procedure of exact and propensity score matching. Our results yield new insights into the nature of the wage penalty associated with motherhood, since we find first births to reduce women's wages by 16 to 19 percent, regardless of the matching procedure applied. Neglecting the firm identifier and matching across all firms, however, yields a wage cut of 30 percent. Furthermore, we can show that the wage loss increases with the duration of the employment break." (author's abstract)

We find that changes in human capital did not contribute to the slowdown, since women's relative human capital improved comparably in the two decades. Occupational upgrading and deunionization had a larger positive effect on women's relative wages in the 1980s, explaining a portion of the slower 1990s convergence. However, the largest factor was that the 'unexplained' gender wage gap fell much faster in the 1980s than the 1990s. Our evidence suggests that changes in labor force selectivity, changes in gender differences in unmeasured characteristics and in labor market discrimination, as well as changes in the favorableness of demand shifts each may have contributed to the slowing convergence of the unexplained gender pay gap." Inhalt: "Lohnunterschiede zwischen Frauen und Männern werden in der ökonomischen und sozialwissenschaftlichen Diskussion unter anderem auf die unterschiedlichen beruflichen Tätigkeiten von Männern und Frauen (Segregation) sowie die unterschiedliche Ausstattungen mit Humankapital zurückgeführt. In dem Beitrag wird unter Verwendung eines kombinierten employer-employee Datensatzes des Instituts für Arbeitsmarkt- und Berufsforschung der Bundesagentur für Arbeit (LIAB-Daten) gefragt, ob die Lohnunterschiede zwischen den Geschlechtern mit der unterschiedlichen Verteilung von Frauen und Männern auf Wirtschaftsbereiche, Berufe und Betriebe erklärt werden können. Forschungsergebnisse aus den USA und Skandinavien zeigen, dass dort so gut wie keine geschlechtsspezifischen Lohnunterschiede im gleichen Beruf und im gleichen Betrieb (in sog. Job-Zellen) zu finden sind. Unsere Ergebnisse für westdeutsche Betriebe zeigen jedoch, dass auch innerhalb von Job-Zellen eine beachtliche Lohndifferenz zwischen den Geschlechtern besteht. Sie ist im Untersuchungszeitraum (1993-2001) von etwa 17 auf 15 Prozent des Männerlohnes gefallen. Wenn wir Ausbildung und Berufserfahrung in den Job-Zellen konstant halten, beträgt der Lohnunterschied etwa 12 Prozent. Zusätzlich untersuchen wir, ob sich die relativen Löhne von Frauen für hierarchische Berufsgruppen (nach ISCO) unterscheiden. Die Lohndifferenzen in den Job-Zellen sind bei Leitungskräften und bei Wissenschaftlern mit 7 und 5 Prozentpunkten verhältnismäßig gering. Messprobleme und Eigenheiten des verwendeten Datensatzes können möglicherweise für einen Teil des im internationalen Vergleich hohen Lohnunterschied in den Job-Zellen verantwortlich sein." Analyzing the changing gender wage gap based on multiply imputed right censored wages

Inhalt: Bei der Analyse der geschlechtsspezifischen Lohnkluft mittels Daten der IAB-Beschäftigtenstichprobe stößt man auf das Problem der zensierten Einkommensangaben durch die Sozialversicherungsträger bei der oberen Sozialversicherungsgrenze. In dem Beitrag wird dieses Problem wie ein Problem fehlender Werte behandelt, wobei davon ausgegangen wird, dass das Fehlen dem Muster 'non missing at random' folgt und dass es sich um einen intentionalen Ausfallmechanismus handelt ('missing-by-design'). Zur Ergänzung der fehlenden Daten wird ein Verfahren zur multiplen Imputation verwandt, welches auf einer Markov-Ketten-Monte-Carlo-Technik basiert. Der vervollständigte Datensatz wird mittels Dekompositionsanalyse nach dem Verfahren von Juhn, Murphy und Pierce behandelt. Es zeigt sich, dass eine Verbesserung der relativen Stellung von Frauen in Hinblick auf die Lohnverteilung die Hauptquelle für die Verkleinerung der geschlechtsspezifischen Lohnkluft ist. (IAB)
Inhalt: "In order to analyze the gender wage gap with the German IAB-employment register we have to solve the problem of censored wages at the upper limit of the social security system. We treat this problem as a missing data problem. We regard the missingness mechanism as not missing at random (NMAR, according to Little and Rubin, 1987, 2002) as well as missing by design. The censored wages are multiply imputed by draws of a random variable from a truncated distribution. The multiple imputation is based on Markov chain Monte Carlo (MCMC) technique. We complete the dataset with this technique in order to apply a Juhn-Murphy-Pierce-decomposition. As the main sources for the narrowing gender wage gap from 1991 to 2001 we identify an improvement of women's position within the wage distribution." (author's abstract)
