Führung in Teilzeit? Eine empirische Analyse zur Verbreitung von Teilzeitarbeit unter Führungskräften in Deutschland und Europa

Inhalt: Teilzeitarbeit in Führungsetagen ist eine Ausnahme, obwohl das Thema Arbeitszeit1reduzierung durch veränderte Familienarrangements und zunehmende berufliche Belas2tung wichtiger geworden ist. Daran hat weder der seit mehr als 20 Jahren bestehende
Rechtsanspruch auf einen Teilzeitarbeitsplatz noch das im Jahr 2019 eingeführte Rück3kehrrecht auf einen Vollzeitarbeitsplatz nach zeitlich begrenzten Arbeitszeitreduktionen
etwas geändert. Dieser Beitrag nutzt Daten der Europäischen Arbeitskräfteerhebung, um
Teilzeitarbeit von Führungskräften in Deutschland sowohl im zeitlichen als auch im inter4nationalen Vergleich einzuordnen und damit ein empirisches Fundament für die gesell5schaftliche Diskussion um Teilzeitführungskräfte zu legen. Die Auswertungen zeigen: In
Deutschland arbeiteten im Jahr 2019 laut eigener Aussage rund 14 Prozent der Führungs6kräfte in Teilzeit. Im europäischen Vergleich gehört Deutschland damit zu den Ländern mit
dem höchsten Anteil an teilzeitarbeitenden Führungskräften. Die Auswertungen zeigen
auch, dass in Deutschland der Anteil der weiblichen Führungskräfte in Teilzeit mit rund 32
Prozent deutlich über dem der männlichen Führungskräfte liegt (rund 3 Prozent) und es
große Unterschiede nach Altersgruppen gibt. Als Motiv für eine Arbeitszeitreduktion geben
Führungskräfte, insbesondere Frauen, zumeist Pflege- und Betreuungsverpflichtungen

Gender and innovation through an intersectional lens: Re‐imagining academic entrepreneurship in the United States

Inhalt: How to study inequality in innovation? Often, the focus has been gender gaps in patenting. Yet much is missing from our understanding of gendered inequality in innovation with this focus. This review discusses how gender and innovation are intertwined in durable academic inequalities and have implications for who is served by innovation. It summarizes research on gender and race gaps in academic entrepreneurship (including patenting), reasons for those longstanding inequities, and concludes with discussing why innovation gaps matter, including the need to think critically about academic commercialization. And while literature exists on gender gaps in academic entrepreneurship and race gaps in patenting, intersectional analyses of innovation are missing. Black feminist theorists have taught us that gender and race are overlapping and inseparable systems of oppression. We cannot accurately understand inequality in innovation without intersectionality, so this is a serious gap in current research. Intersectional research on gender and innovation is needed across epistemic approaches and methods. From understanding discrimination in academic entrepreneurship to bringing together critical analyses of racial capitalism and academic capitalism, there is much work to do.
The gender gap in highly prestigious international research awards, 2001–2020

Inhalt: This study examines gender disparities in the world’s 141 most prestigious international research awards. I find that (a) from 2001 to 2020 these awards were received 3,445 times by 2,011 men and 262 women; (b) women’s share increased from an annual average of 6% during 2001–2005 to an annual average of 19% during 2016–2020; (c) 49 of the 141 awards were not received by women during 2016–2020; and (d) when the numbers of female full professors are taken into consideration, the gender gap remains highly disproportionate in biological and life sciences, computer science, and mathematics. Overall, women would be expected to increase their share of awards by nearly 50% to achieve parity with men today. The study shows great similarities between men and women award recipients in journal articles per author, the average number of authors per article, the proportion of articles in top journals, citations per article, and participation in large research groups and international collaborations. I conclude that the gender gap in highly prestigious research awards is largely a result of demographic inertia and other factors that deserve further investigation.

Inhalt: In academic, non-profit and business research, project funding and grants are important elements to promote science, boost innovation and support researchers on their career paths. However, they are also powerful instruments to materialize and prioritize major principles of science policy and social values such as gender equality and equity. An analysis of research funding processes and organisations in the scope of the EU project CHANGE1 could illuminate gender policies and practices, aiming at a more diverse and gender equitable research and innovation landscape, but could also reveal inherent gender biases. This paper particularly focuses on the results of 41 expert interviews on research budgets, gender policies and practices in research funding in the three “strong innovator”-countries Austria, Germany and Israel, and explores the hidden potential of gender in science and research funding in all sectors.

Inhalt: This report examines the gender equality situation in European research funding, with the Canadian situation as a perspective. In-depth studies of the 13 GENDER-NET Plus countries are complemented by the analysis of aggregated data from the Gender Gap Index, and, for the European countries, data from Eurostat and She Figures. The European Commission report The Gender Challenge in Research Funding from 2009 serves as a base line for the analysis.

Inhalt: How does neoliberalism in the education field shape who teachers are and what they can be? What are the effects of neoliberal logic on students? How is gender at the core of what it means to teach and learn in neoliberal educational institutions? Neoliberalism, Gender and Education Work examines the everyday labour of educating in a variety of contexts in order to answer these questions in new and productive ways. Neoliberal ideals of standardisation, accountability and entrepreneurialism are having undeniable effects on how we define teaching and learning. Gender is central to these definitions, with care work and other forms of affective labour simultaneously implicated in standards of teacher quality and undervalued in metrics of assessment. Gathering research from across four continents and education settings ranging from elementary school to higher education, to popular social movements, the methodologically diverse case studies in this book offer insight into how teachers and students negotiate the intertwined logics of neoliberalism and gender. Inhalt: Der Beitrag erörtert das Verhältnis von Chancengleichheit und „Exzellenz“ als kulturellen Zielen der Wissenschaft am Beispiel öffentlicher Forschungsförderung. Die europäische Exzellenzinitiative des European Research Council (ERC) wird auf ihr Verständnis von Chancengleichheit und Gleichstellung hin analysiert und empirische Belege für deren Umsetzung untersucht. Die These, dass der ERC die nationalstaatliche Ebene der Exzellenzförderung in dieser Hinsicht nachhaltig beeinflusste, wird anhand exemplarischer Befunde zu Exzellenzinitiativen Schwedens, Spaniens und der Niederlande überprüft. Ergebnisse zeigen die Ambivalenz teilweise fortbestehender nationalstaatlicher Traditionen bei gleichzeitigem Antizipieren des europäischen Rahmens und liefern Anknüpfungspunkte für institutionelle Maßnahmen, um die Durchsetzung von Chancengleichheit als integralem Bestandteil einer sich meritokratisch legitimierenden Forschung zu verbessern.
