Inhalt: "This paper takes the 'no' side in the debate on the question posed in the title. The paper assumes that the dual-earner/ dual-carer household model is the most likely aim of policies that push aggressively for gender equality in order to raise fertility. Five objections are discussed: the model does not necessarily lead to a fertility increase; aggressiveness will lead to an imbalance of labor supply and demand, and is likely to confront slowly changing cultural norms; similar policies will also confront the issue of innate gender differences; and country idiosyncrasies prevent the application of a unified policy approach. The paper briefly concludes that compatible gender-neutral family policies and fertility-neutral gender policies are likely to lead to an increase in fertility." (author's abstract)

Inhalt: "This paper is based on the authoress's contribution to a debate, organized by MPIDR, on the question displayed in the title above. She was asked to present arguments for the 'yes'-response (together with Laurent Toulemon, and arguing against the 'no'-side represented by Gerda Neyer and Dimiter Philipov). As pointed out in the paper, the most important theoretical reasoning relevant for this question is the gender equity theory. A number of studies provide sound empirical support to it, as discussed in the paper in details, and thereby also a rationale for a positive impact of increased gender equality on fertility. As the dual-earner family is here to stay, and given the well-known negative consequences of long-term very low fertility for a society, pushing for gender equality seems to be a reasonable strategy to be considered aiming for sustainable societal development." It takes issue with the goal of raising fertility, arguing that the claims that fertility must be increased are based on myths. It rejects a more aggressive pursuit of gender equality for demographic purposes, maintaining that this method preserves inequality. It warns against using gender equality for fertility purposes, stating that this narrows the realm of gender equality. The paper is based on a debate held at the Max Planck Institute for Demographic Research in Rostock, at which the author was asked to argue against the gender equality-fertility proposal. The other participants in the debate were Laurent Toulemon ('yes'), Dimiter Philipov ('no'), and Livia Oláh ('yes')." (author's abstract)

Inhalt: Auch am Ende der ersten Dekade des 21. Jahrhunderts ist die Politik noch eine Männerdomäne geblieben. Der durchschnittliche Frauenanteil in den europäischen Parlamenten liegt bei 24 %, nur 27 % der Kabinettsmitglieder sind weiblich. Die Angaben für die einzelnen Staaten sind jedoch sehr unterschiedlich. Auf der einen Seite zeigt sich die führende Stellung der nordeuropäischen Staaten bei der Frauenrepräsentation, auf der anderen die Defizite der neuen EU-Staaten auf diesem Gebiet. Die Unterschiede können durch die jeweils spezifische Konstellation institutioneller, kultureller und sozioökonomischer Faktoren erklärt werden. Positiv auf die Repräsentation von Frauen wirken sich eine frühe Einführung des Frauenwahlrechts, eine egalitäre politische Kultur, das Verhältniswahlrecht und eine ausgeprägte politische Partizipation von Frauen aus. Transnational mobile Karrierewege von Wissenschaftlerinnen können mit drei biographischen Kerndimensionen individueller Erfahrung beschrieben werden: 1. der Aufbruch in die Mobilität, 2. das Ankommen in neuen wissenschaftlichen Communities sowie 3. die transnationale Vernetzung als riskante Form der Lebensführung. Inhalt: "The internationalization of the higher education sector goes hand in hand with an increase in transnational career pathways for scientists. The article focuses on biographical interviews with mobile women scientists from different world regions such as India, Ex-Yugoslavia and Germany (with a Turkish migration background). The empirical analysis is based on a theoretical reflection of transnational spaces, postcolonial discussion of the construction of ethnicity/ culture and on intersectional perspectives in biographical research. It is discussed that transnational mobile career pathways can be analyzed within three biographical key concepts. They include 1.) departure as a start of mobility, 2.) arrival in new scientific communities and 3.) transnational networks and connections as the central motif of their lifestyles and career pathways. The highly flexible transnational lifestyles of mobile scientists include high risks and they find articulation in biographical concepts of transnational and gender neutral self perceptions of the mobile women scientists." Inhalt: "The aim of the article is to analyze how gender intersects with mobility, career and private life among a highly transnational group of researchers, namely plant scientists. The author's hypothesis is that academic mobility and science are constituted with gender as an important incentive. The study is based on ethnographic field work such following observations and in depth interviews with researchers in plant science. The plant scientists work at an international science center in Sweden with co-workers from 35 different countries. Using the concept of "capital", the relationship between mobility, career and gender is problematized. Inhalt: "Dieser Beitrag widmet sich der beruflichen Entwicklung von Müttern mit ungleichen Bildungsressourcen in international vergleichender Perspektive. Wir untersuchen die Strategien zur Vereinbarkeit von Berufskarrieren und Elternschaft in Deutschland, USA und Schweden für Frauen mit unterschiedlichem Schulbildungsniveau. Die Analysen beruhen auf länderspezifischen Längsschnittdaten (GLHS-West, NLSY, LNU). Mit Hilfe ereignisanalytischer Verfahren untersuchen wir, wie lange Mütter mit unterschiedlichem Bildungsniveau nach der Geburt eines Kindes ihre Erwerbstätigkeit unterbrechen, ob die Rückkehr, so, wie in Elternzeit-Programmen vorgesehen, auf dem vorherigen beruflichen Prestigeniveau erfolgt und unter welchen Umständen Müttern mit hohem, mittleren und niedrigen Schulbildungsniveau der berufliche Statuserhalt gelingt. Die hoch gebildeten Mütter zeigen in allen drei Ländern die stärkste Arbeitsmarktbindung. In den USA sind fast die Hälfte der Mütter mit College Ausbildung kontinuierlich erwerbstätig, gegenüber einem Viertel der Mütter ohne High School Diplom. In Schweden unterbrechen Mütter für mindestens ein halbes Jahr, unabhängig vom Bildungsniveau. In Deutschland verzichtet ein Viertel der Mütter mit (Fach-)Abitur auf Elternzeit. Konsequenzen einer gesetzlichen Ausweitung der Unterbrechungszeiten sind in Deutschland und Schweden weitgehend bildungsunabhängig. In den USA kehren mittel- und hochqualifizierte Mütter nach Einführung des FMLA langsamer auf gleichwertige Positionen zurück." (Autorenreferat)
Inhalt: "This article compares the duration of and consequences for employment interruptions for mothers with distinct educational qualifications in cross-national perspective. We analyze the duration of mothers' employment interruption and the relative quality of the job after childbirth, for high and low qualified mothers in Germany, Sweden, and the United States. Analyses are based on harmonized national longitudinal data sets (GLHS-West, NLSY, LNU), which allow us to study mothers' careers over the past 30-35 years. We apply event-history analysis to study how long mothers with distinct educational levels interrupt employment after childbirth, and how the patterns of return to work differ with respect to mothers' educational level. In all three countries the highly educated display a greater labor market attachment. In the US, almost half of the mothers with some college background, compared to only a quarter of high-school dropouts stay employed continuously after childbirth. In Sweden, basically all mothers take time-out for at least half a year. In Germany, 25% of mothers with university entrance qualification do not claim parental leave. In Germany and Sweden consequences of leave extensions seem to operate independent of mothers' educational levels. In the U.S. medium and highly educated mothers tend to return more slowly after the enactment of the FMLA." (author's abstract)

They also see the need to modernize education and training opportunities. Inhalt: "Obwohl Deutschland und Frankreich in ökonomischer, politischer und institutioneller Hinsicht im Vergleich zu anderen europäischen Ländern viel Ähnlichkeit aufweisen, sind in Deutschland die Geburtenraten und die Vollzeit-Erwerbstätigkeit der Frauen wesentlich niedriger als in Frankreich. Die Ursachen hierfür werden oftmals dem in Deutschland im Vergleich zu Frankreich unzureichenden System staatlicher Kinderbetreuung zugewiesen. Vorliegender Artikel zeigt jedoch, dass auch Unterschiede im System finanzieller Unterstützung von Familien wesentlich dazu beitragen, dass in Deutschland Beruf und Familie schwieriger zu vereinbaren sind als in Frankreich. Der Artikel beschreibt die wesentlichen Unterschiede der vier Hauptinstrumente finanzieller Unterstützung von Familien in beiden Länder (Pauschalzuschüsse für Kinder, finanzielle Unterstützung der Elternzeit und der Kinderbetreuung, Besteuerung des Familieneinkommens) und veranschaulicht, wie das Zusammenwirken dieser Instrumente dazu führt, dass in Deutschland Mütter wesentlich mehr aus dem Erwerbsleben gedrängt werden als in Frankreich." Inhalt: "Even though in comparison to other European countries, Germany and France are quite similar in economic, political and institutional terms, fertility rates and Women's full-time equivalent employment rates are significantly lower in Germany than in France. Insufficient child care facilities in Germany are often cited as main reason for these differences. This article shows that differences in the system of financial assistance to families also contribute significantly to the fact that in Germany family and employment are more difficult to reconcile than in France. The article discusses the main differences of four instruments of financial assistance to families in both countries (flat-rate benefits for children, parental leave benefits, financial assistance reducing the costs of childcare and the taxation of family income) and illustrates how the combination of these instruments discourages mothers' labour supply in Germany more than in France."
