Inhalt: Using data from a survey of Bangladeshi households, this paper constructs an index of women empowerment and explores both the determinants of empowerment of married women and the impacts that empowerment has on various aspects of a woman's life. The findings reveal that female education, her involvement in income generating activities (both formal and informal) and the structure of the household (unit or extended) are important determinants. As regards the impacts of empowerment on the female's life, the paper finds that empowerment affects her food intake and expenditure patterns in quantitative and qualitative terms - it positively impacts women's nutritional status and health care and confers positive impacts on taking family planning measures. Also empowered women’s behavior is less discriminating when it comes to serving food among family members.

An assessment of women's accessibility to poverty alleviation programmes in Kano State, Nigeria

Inhalt: This study examines the accessibility of women to Poverty Alleviation Programmes (PAP) in Kano State, Nigeria. The aim of the study was to identify the poverty alleviation programmes and assess the difference that exists btetween rural and urban women's access to them. The results revealed that there was no significant difference between the accessibility of rural and urban women to PAP in the study area (Chi-square value = 9.196 (df) 1, p = 0.002). Consequently, it is recommended that the government should ensure proper periodical assessment and review of the administration and implementation of PAP in the study area. This will make the accessibility of women to the programmes result oriented. This will enhance the achievement of proper awareness among women and increase their accessibility to Poverty Alleviation Programmes in Kano State, Nigeria.

Inhalt: Entgegen des eigentlichen Anspruchs von Gender Mainstreaming, Eingang in alle Politikbereiche zu finden, spielten Fragen rund um Geschlechtergerechtigkeit in der europäischen Asylpolitik lange Zeit lediglich eine marginale Rolle. Vereinzelt existierende nationale Gender Mainstreaming Ansätze weisen erhebliche Diskrepanzen auf und internationale Ansätze reduzierten Gender faktisch auf homogen betrachtete Gruppen besonders Schutzbedürftiger, insbesondere Frauen. Trotz einer zweifelsohne guten Absicht ist die damit einhergehende Essentialisierung dieser Gruppen problematisch. Ein reduktionistisches Verständnis von Gender (Mainstreaming) kann den komplexen Identitäten Schutzsuchender und sich daraus ergebenden Diskriminierungen kaum gerecht werden. Ziel dieses Beitrags ist es, festzustellen, welches Verständnis von Gender dem aktuellen Gender Mainstreaming Ansatz auf EU-Ebene zugrunde liegt: in den erneuerten Richtlinien des Gemeinsamen Europäischen Asylsystems (GEAS) und den flankierenden Schulungsmaterialien des European Asylum Support Office (EASO). Der Artikel liefert erste Erkenntnisse darüber inwiefern sich darin ein (potentieller) Wandel von einem essentialisierenden zu einem intersektionalen Genderverständnis abzeichnet. (Autorenreferat)
Inhalt: Contrary to gender mainstreaming’s initial objective to be implemented in all policy areas, questions of gender equality only played a marginal role in the field of European asylum policy for a long time. The few existing national gender mainstreaming approaches show significant discrepancies and international approaches reduce gender de facto to particularly vulnerable groups that are considered homogeneous – mostly women. Despite indubitably good intentions the underlying essentialism of this approach is problematic. A reductionist conception of gender (mainstreaming) cannot do justice to the complex identities and resulting discriminations of asylum seekers. The objective of this article is to analyse which gender conception is displayed in the current gender mainstreaming approach on the EU-level: in the recast directives of the Common European Asylum System (CEAS) and the accompanying training materials of the European Asylum Support Office (EASO). The article provides first findings of a (potential) shift from an essentialist to an intersectional gender conception. (author's abstract)

Gender and the right to non-discrimination in international human rights law

Inhalt: Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and state’s action and inactions. The article establishes that the States parties’ obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies and those women are protected against discrimination in the public, as well as, in the private spheres.

Inhalt: "This article is a conceptual exploration of the queering potential that emerges from a productive dialogue between the literatures on intersectionality in gender theory, on the notion of queering in queer theory, and on transnationalism in migration studies. It argues that the queering of intersectionality provides ways of thinking beyond the normativities residing in both intersectional and transnational research agendas. Queering thus not only engages intersectional theory and its subject matter, but equally its status as a research paradigm that has given rise to its own normative modes of knowledge production. Ein Queering kann demnach Handlungsräume für Jugendliche eröffnen, in denen gemeinsam gesellschaftliche und soziale Normierungen dekonstruiert sowie (macht)kritische und ermächtigende Deutungen erarbeitet werden können." Inhalt: "How can social and cultural regimes that structure society be addressed when working with young people? How can power structures and hegemonic constructions be called into question? The scientific communication project presented in this article addresses these questions. In collaboration with young people, the project opens up possible interventions in hegemonic interpretations through young people's active cultural productions. The theoretical outline is shaped by queer theories - in particular the queering perspective - linked to approaches in critical art and cultural education. Based on visual material developed within the research project (image cards that question heteronormativity and gender binary) we discuss a way to critically reflect dominant regimes of the gaze and hegemonic images. We suggest that queering can open a space of agency for young people in which societal and social norms can be deconstructed and new meanings developed and envisioned." (author's abstract)

Migrant Adolescent Girls in Urban Slums India:
Aspirations, Opportunities and Challenges

Inhalt: Migrant adolescent girls in India’s fast-growing urban-slum population face multiple intersecting vulnerabilities,
including gender, poverty and migrant-status.
The study aims to understand the opportunities and challenges for migrant adolescent girls in low-income urban
slum settings.
Qualitative data were collected through interviews with girls aged 12-19 who migrated during the past two years
and non-migrant adolescent girls for comparison to explore their experiences in fast-growing Indore. A groupinterview with slum women’s group members discussedways to address challenges.
Push/pull factors linked with different employment/educational opportunities between rural and urban areas
motivated families of unmarried girls to migrate. Recently married girls joined city-based families or accompanied
husbands who were labor migrants. Neither married nor unmarried girls played decision-making roles in
migration.
Married migrant adolescent girls faced challenges in accessing education, employment, social opportunities and
services owing to restrictions on freedom of movement, weak social networks, and little awareness of
opportunities and services. Childbearing migrant girls faced particular risks. Contact with their natal families being
limited, the quality of relationship with husbands and marital families was crucial for married girls’well-being.
Unmarried girls attending schools were positive about the migration experience, perceiving the city to offer
greater educational opportunities. Through school, they accessed opportunities for new relationships and social
activities. Not all unmarried adolescent-girls wereable to access opportunities owing to family restrictions and
economic circumstances. These girls’ worlds remained small despite moving to a large city.
Where girls’ economic and/or family and social circumstances allowed, migration entailed a positive change that
enhanced their opportunities. Specific challenges of this population segment need focus in policies and programs,
prioritizing three particularly vulnerable groups: girls who are neither in education nor employment, pregnant
girls or new mothers, and those with difficult relationships in marital homes. Proactive outreach to raise awareness about opportunities and services and fostering social networks through front-line workers and slum women’s groups are recommended.
