Inhalt: "Im Jahr 2002 verkündete der damalige pakistanische Präsident Pervez Musharraf, dass 17% der Sitze in Nationalversammlung und Senat künftig für Frauen reserviert seien. Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes." Inhalt: "The group discussion is a qualitative method perfectly suited for analyzing attitudes and opinions at the supra-individual level and tracing the process of how they emerge. Psychoanalytic group theories expand our understanding of group processes by adding the dimension of the unconscious: groups, too, display defense reactions arid forms of repression. By adding this dimension, the authors can show how social groups proceed to collectively relegate important issues to the realm of the unconscious. In this way, social defense processes are reproduced in actu. In group discussions involving female union members, the predicament of working mothers comes to the fore particularly clearly. An excerpt from a group discussion illustrates that the women seem to perceive night work as the only realistic solution to the problem of reconciling work and family. Only when we turn to a psychoanalytic hermeneutics of scenic understanding are we able to reveal a repressed conception of life looming behind the paradoxical demand: the desire to overcome the separation of productive and reproductive labor in the lives of both sexes; a desire that can only be achieved if labor unions, too, perceive gender relations as a political challenge demanding their attention." Inhalt: "Transformation of the welfare sectors challenge professional identities of care and welfare workers in Scandinavia. At the same time welfare and care workers take part in these changes and are changed in the psycho-social setting of the workplace. This article presents research about care work in Denmark with a focus on subjective processing of work identity, applying a psycho-societal theoretical and methodical approach. A life historical and experiential understanding of Alfred Lorenzer's cultural theory is applied to understand societal transformations, here in the work place and of professionals in relation to their present scene of work and in relation to their life history. Two concepts are applied, interaction form and scenic understanding, because of their potentials for analyzing workers' experience. The analysis is based on a combined ethnographic and life historical investigation in nursing and involves a young nurse in scenes of the hospital, where gendered life history is re-enacted and present in a gendered work life with fragile possibilities of identification. Social dynamics interact with subjective dynamics in ways that illuminate not only habitual and creative orientations and practices of professionals in care, but also the contradictory transformations of the work, e.g. marketization and democratization in the work place." Initially a conceptual framework of learning and life experience is established drawing on Alfred Lorenzer and Oskar Negt, and the interactional development of psychoanalysis. A case of learning experience from research into a retraining program for unskilled workers, exposing a very conflictual subjective experience of a traineeship, is presented and commented. The worker's experience is interpreted focusing on the gender aspects of the conflicts, seeing the learning process in the context of a work identity process, which is related to a career shift enforced by labor market transition requiring male workers to retrain for a social work profession which used to be female, and more widely to a reconfiguration of the societal relation between work and gender. The final section discusses the methodological framework for analyzing learning processes by means of interpreting language use. The notion of language game connects the level of unconscious social engagements and level of formal learning and knowledge, and the opportunity for a deeper understanding of professional learning and identity is indicated by reference to one more example." Sie sind da, wo die Öffentliche Reformverwaltung (NPM) eingeführt wurde, mit Ausgrenzung, Kommodifizierung und der Verweigerung gewerkschaftlicher Rechte konfrontiert. Wie auch bei anderen weiblichen Angestellten in Pflegediensten, denen eine berufliche Anerkennung ihrer Qualifikationen verwehrt wird, findet ihre Ausgrenzung auf dem Arbeitsmarkt und in Kampagnen für Geschlechtergleichheit und GenderMainstreaming (GM) statt. Anstatt die ausgrenzende Gleichheitsdefinition der internationalen Institutionen zu übernehmen, sollte kritisch hinterfragt werden, inwieweit die Globalisierung die Verschlechterung der Arbeitsbedingungenfür weibliche Pflegekräfte legitimiert. FeministInnen sollten da rauf bestehen, Gendergerechtigkeit durch ein anderes Verständnis von Gleichheit und GM zu fördern. Der Beitrag stellt ein intersektionales Modell von Geschlechtergerechtigkeit vor, das die negativen Auswirkungen der Globalisierung untersucht, und formuliert eine politische Ethik für die Behandlung von Frauen in schlecht bezahlter Pflegearbeit. Arbeitsqualität und Durchschnittseinkommen müssen als Grundlage für die Definition von Diskriminierung dienen. Neukonzeptionen von Gleichheit und GM, die auf den vorgeschlagenen Diskriminierungskriterien basieren, würden die Grundlage bereiten für feministischen Aktivismus gegen ausgrenzende NPM-Praktiken." Inhalt: "Gender, class, race/ethnicity and citizenship intersect in the experience of nursing assistants and expose them to exclusion, commodification and denial of their unionization rights in every country that has embraced the new public management (NPM) reform. Resembling other women employed in caring services that are denied the benefit of skills recognition, their exclusion occurs both in the labour market and in campaigns targeting gender equality and gender mainstreaming. Rather than accepting the exclusionary definition of equality promoted by the institutions of economic globalization, the role of economic globalization in legitimizing the deterioration of employment quality for women employed in caring services should be challenged. In particular, feminists should insist on promoting gender justice by revisiting the concepts of equality and gender mainstreaming. This article presents an intersectional model of gender justice that reveals the deleterious effects of economic globalization and formulates a political ethics of care for women in badly-paid caring work. Job quality and average income in occupational fields must serve as the basis for defining discrimination. Revised notions of equality and gender mainstreaming, based on these proposed measures of discrimination, would provide the ground for feminist activism against NPM exclusionary practices." Inhalt: "For many centuries meat has been regarded as a status symbol of men, whereas low-energy fruit and vegetables have come to embody female abstinence and modesty. The rise of 'doing health' as a social structure category takes the gender typification of chicken as a starting point for attaching prestige to healthy nutritional behaviour. A discourselinguistic sampling analysis of the construction and use of gender stereotypes in meat commercials shows that irony is used as a (construction-concealing) discourse strategy together with the corresponding pictorial language (product name, constitution of sex/gender system, stereotyping). Die vorliegende Analyse kommt zu dem Schluss, dass der analytische Rahmen marxistischer Feministinnen, der die Beziehung zwischen Arbeit und Wert fokussiert, nicht als alleinige Erklärungsgrundlage für das Fortbestehen von geschlechtsspezifischer ökonomischer Ungleichheit herangezogen werden kann. Geschlecht muss auch als weiter gefasste soziale Institution über Arbeitsbeziehungen hinaus in den Blick genommen werden, in der Frauen als den Männern unterlegen definiert werden. Inhalt: "This article examines the gender division of labour as it has developed under capitalism, sketching the transformation of 'women's work' from Fordism to post-Fordism and the pending crisis of social reproduction of the present. Drawing on the work of early Marxist feminists who revealed the productivity of women’s reproductive labour in the home, it investigates the mechanisms that contribute to the persistence of the devaluation of women's work and the gender division of labour which continues to hold women responsible for unpaid and underpaid care and reproductive labour. This analysis leads to the conclusion that the analytical framework of the Marxist feminists, which focuses on the relation between labour and value, cannot fully account for the persistence of gender economic equality. Attention must also be given to the broader social institution of gender beyond labour relations, which defines women as inferior to men. Thus, efforts to valorize women’s work will only succeed in combination with struggles to liberate women." (author's abstract)
