Support on the way to the top? The effect of organisational equal opportunities measures on women’s promotion prospects

Inhalt: Even though women have been able to increase their participation in management positions to a small extent in recent years, they are still significantly underrepresented in management positions. Organisational measures to promote gender equality and work-life balance are seen as an option to reduce inequalities between men and women. However, there are relatively few firms that have formalised organisational gender equality policies. Against this background, I examine whether organisational measures may increase women's career opportunities or promote the assumption of management positions on a part-time basis. This is investigated using a German Linked-Employer-Employee dataset (LIAB) from 2012 to 2016 and logistic panel regression models. The results show that the targeted promotion of women in particular improves their chances of promotion. However, this is not the case for mothers and their chances of achieving a part-time management position: these are lower when targeted promotion of women is practised in a firm. Measures to improve reconciliation, such as firm support for childcare or for employees with dependents in need of care, have a positive effect on advancement to management positions. The effect of family-friendly working conditions in a firm is heterogeneous: while women have lower chances of promotion, their chances of obtaining a management position with reduced working hours are higher. In contrast, a firm's membership in a family-friendly network has a negative effect on the career and promotion opportunities of women.
The Austrian Pay Transparency Law and the Gender Wage Gap

Inhalt: „In Austria, a gender pay transparency law was introduced in 2011, requiring companies with more than 1,000 employees to publish a pay report every other year. Firms with 500, 250, and 150 employees were subject to this requirement at later years. We estimate the impact of the law on men‘s wages, women‘s wages, and the gender pay gap using administrative data. The results from a regression discontinuity design suggest that the wage transparency law did not change wages or the gender wage gap. In larger firms, the wage of newly hired women increased more due to the reform than of newly hired men, suggesting that the gender wage gap decreased among newly hired workers. Our estimates of the effect of the law on employment growth or turnover are small, and statistically insignificant. For larger firms, we estimate that the transparency law led to a lower share of women in treated firms. These results are robust to several additional specifications.“

Women’s experiences of racial microaggressions in STEMM workplaces and the importance of white allyship

Inhalt: This article explores how gender interacts with race, ethnicity and/or culture to structure the microaggressions experienced by visibly and culturally diverse women in Australian Science, Technology, Engineering, Mathematics and Medicine (STEMM) organisations. We focus on these women’s experiences to disrupt the normative erasure of race from the workplace diversity context. We conducted 30 semi-structured interviews with women in academia, industry and government who self-identify as women of colour or as culturally diverse. We use an intersectional lens to show that the challenges experienced by visibly and culturally diverse women cannot simply be subsumed under gender. Rather, race and gender intersect to create overlapping and interdependent systems of discrimination and disadvantage. These issues are largely unintelligible in STEMM fields as science is positioned as gender- and race-neutral. Consequently, despite their devastating impact, racial microaggressions may be invisible to members of the dominant racial group—those most likely to be the peers and managers of visibly and culturally diverse women. White managers and peers can act as allies to women of colour in STEMM by respecting and amplifying their concerns. Learning to recognise and confront racial microaggressions can help make science workplaces more inclusive of all scientists.
Mentoring as affective governmentality: Shame, (un)happiness, and the (re)production of masculine leadership

Inhalt: This article contributes to current discussions on the effectiveness of mentoring as a gender equality tool, but also focuses on the emotions and bodily (dis)comforts mentoring produces in addition to linguistic discourses, thus offering a novel take on how the tool operates. Drawing on a case study of a Danish mentoring program aimed at establishing the organizational space of leadership as more gender equal, the article demonstrates how, in producing shame and (un)happiness, mentoring (re)produces leadership as an organizational space dominated by masculine norms and work practices. The findings of the article support literature arguing that mentoring is an ineffective gender equality tool. However, the article does not entirely discard mentoring for this purpose, instead suggesting that scholars and practitioners look to literature on queered forms of mentoring for inspiration on how to use mentoring as a tool that carries the potential of truly promoting gender equality.

Disciplined discourses: The logic of appropriateness in discourses on organizational gender equality policies

Inhalt: Organizational gender equality policies must address critical issues in organizations, as well as challenge hierarchies and the unequal distribution of power and resources. At the same time, they are reliant on acceptance by organizations when developing an official course of action. On the basis of a neo‐institutional perspective, this study investigates how gender equality discourses are disciplined so that they fit organizational expectations by maintaining the rationality myth of the organization. The empirical analysis of four Swiss organizations demonstrates that, although they intend to reduce gender inequalities, their gender equality policies are shaped by a logic of appropriateness that leads to a continuous reproduction of heteronormativity within gender equality policies. This study thus contributes to the understanding of how the logic of appropriateness protects the heteronormative matrix in organizations by disciplining gender equality discourses.

Evaluation des Gesetzes über die gleichberechtigte Teilhabe von Frauen und Männern an Führungspositionen (FüPoG) in der Privatwirtschaft und im öffentlichen Dienst : Eine Studie im Auftrag des Bundesministeriums für Familie, Senioren, Frauen und Jugend (BMFSFJ) - Evaluationsgutachten
Inhalt: Das Gesetz für die gleichberechtigte Teilhabe von Frauen und Männern an Führungspositionen (FüPoG) trat am 1. Mai 2015 in Kraft, verbunden mit dem Ziel, den Anteil von Frauen in Führung signifikant zu erhöhen und perspektivisch eine Geschlechterparität zu erreichen. [...] Ziel der Evaluation war, die Akzeptanz und Wirksamkeit der gesetzlichen Pflichten sowie die tatsächlichen Auswirkungen der Regelungen auf die Anteile von Frauen und Männern an Führungspositionen zu erheben. [...] Im Evaluationsgutachten werden alle Ergebnisse sowie die durchgeführten Untersuchungen dokumentiert. Zudem enthält es Schlussfolgerungen und Empfehlungen.

Inhalt: Im Zuge der Reformen des Hochschulwesens gewinnt die Förderung von wissenschaftsbasierten Gründungen an Bedeutung. Erste Erhebungen zur Schweiz zeigen jedoch, dass Akademikerinnen deutlich seltener ausgründen als Akademiker. Das als „Leaky Pipeline“ bezeichnete Phänomen ist auch im Bereich von Gründungsaktivitäten an Schweizer Fachhochschulen deutlich erkennbar. Anschließend an Perspektiven der Gender- und Hochschulforschung beleuchtet der Beitrag zentrale Voraussetzungen für Gründungsaktivitäten von Frauen an Schweizer Fachhochschulen. Empirische Grundlage bilden eine schriftliche Umfrage aus den Jahren 2017/18 an öffentlich-rechtlichen Fachhochschulen der Schweiz sowie Interviews mit Gleichstellungsbeauftragten und Gründungszentren dieser Hochschulen. Die Ergebnisse zeigen nicht nur, dass Wissenschaftlerinnen kaum als Zielgruppen der Gründungsförderung an Fachhochschulen erkannt werden, sondern dass auch kaum spezifische Unterstützungsmaßnahmen für Frauen existieren. Dabei ist das Bewusstsein für den Gender Gap im Bereich Gründen bis jetzt gering – dies gilt gleichermaßen für Gründungsverantwortliche wie für Gleichstellungs- und Diversitätsbeauftragte der Hochschulen.
