Inhalt: "The 'Encouragement to Advance' project was concurrently both quantitatively and qualitatively evaluated with the aim of ensuring quality as well as for substantiating how it was conducted. The author gives a detailed presentation and interpretation of the evaluation design, method and quantitative results. One of the positive results was that approximately 90% of the participants stated that they would recommend seminars of this kind to female colleagues in similar situations. Continuation and further development of the seminar concept while tailoring it to the appointment procedures in more EU countries could have positive effects on greater participation of women scientists in the European research landscape and for realizing the goals of the Lisbon Treaty." Inhalt: The Gender and Excellence expert group was set up to provide recommendations on the improvement of transparency in the procedures used in selection committees for the award of grants and fellowships and in access to research funding in general. (...) The expert group has not found a large and systematic gender imbalance in terms of success rates in research funding in the funding systems studied, although a few exceptions exist. However, there is a clear difference in application behaviour: women are less likely to apply for funding than men, and this needs further study.
An overview of the national situations in terms of esearch landscape and gender settings is annexed to the report. The full national reports have been posted on the Science in Society web portal so that the work put into this analysis is made available to all nterested parties for both policy-making and further study. This report is the first collection and comparison of its kind, and as such, it opens up new grounds for further research and in-depth analysis while calling for better and more systematic data collection."

Inhalt: Der Autor untersucht in seiner Evaluationsstudie die Ziele und die Umsetzung der bildungspolitischen Aktivitäten des SOKRATES-Programms an den europäischen Hochschulen. Seine Ausführungen beziehen sich unter anderem auf die Finanzierung und Förderung der Bildungsmaßnahmen, die Verwaltung des SOKRATES-Programms und die Information über die ergriffenen Aktivitäten. Er stellt insgesamt fest, dass die jüngste Politik der Stärkung von Teilprogrammen die Identifikation der Begünstigten auf wertvolle Weise unterstützt, während die Aufgabe von SOKRATES unverändert darin besteht, Koordination und Kooperation einzufordern, um die Bedeutung europäischer bildungspolitischer Aktivitäten zu unterstreichen. SOKRATES umfasst vor allem eine Unterstützung für "Massenaktivitäten", für die Bildungsmobilität und für ambitionierte Projekte im Bereich pädagogischer Entwicklung und Innovation. Die Notwendigkeit, beide Projekttypen zu unterstützen, lässt sich zwar nicht bestreiten, aber letzterer kann nach Meinung des Autors hinsichtlich Kreativität und Vielfalt von einer flexiblen Vergabepolitik profitieren, die eine strikte "Top-down"-Steuerung vermeidet. Die Kommission könnte zur Qualität und Relevanz des Förderungsprogramms beitragen, wenn eine akzeptable Politik der Schwerpunktsetzung gefunden wird. (ICI)

Inhalt: Der Europäische Gerichtshof hat bisher vier Urteile über die Zulässigkeit von Quotenregelungen bei der Frauenförderung gefällt, wobei er zwei dieser Regelungen für Gemeinschaftsrechtsform und zwei für gemeinschaftsrechtswidrig hielt. Die Autorin unterzieht die Entscheidungen einer kritischen Untersuchung und kommt zu folgendem Ergebnis: "Die Rechtsprechung des Europäischen Gerichtshofs zu Frauenfördermaßnahmen hinterlässt ein zwiespältiges Bild. Dies liegt nicht nur daran, dass der EuGH in zwei Fällen die Quotenregelungen billigte, in zwei anderen hingegen einen Verstoß gegen das Gemeinschaftsrecht feststellte. Auch der vom EuGH insofern verwendete Maßstab unterliegt Zweifeln. So ist das Kriterium, Quotenregelungen dürften nicht "absolut und unbedingt" sein, zu unklar, als dass es Rechtssicherheit vermitteln könnte." "Dennoch hat das Quoten-Puzzle des EuGH auch seine Vorteile. Der Gerichtshof hat nicht alle Formen von Quotenregelungen für gemeinschaftsrechtswidrig erklärt. Je "weicher" die Quote, um so eher die Billigung durch den EuGH. "Erfolgversprechend sind vor allem Maßnahmen, die durch Anreize - wie etwa an Frauenförderungserfolge geknüpfte Mittelzuweisungen versuchen, Entscheidungsträger zur Frauenförderung aus eigenem Antrieb zu animieren. Für solche Regelungen ist der Spielraum nach der EuGH-Rechtsprechung groß." (IAB2)
