Inhalt: "In dieser Analyse werfen wir einen kritischen Blick auf die vermeintlichen Erfolge des japanischen und deutschen Beschäftigungssystems, indem wir den Fokus auf das Wachstum der geringfügigen Beschäftigung und der Frauenbeschäftigung legen. Wir untersuchen dies anhand der Begriffe der Institutionalisierung des Klassen- und Geschlechterkompromisses, die in einem Geschlechtervertrag auf der Basis eines starken männlichen Versorgers verankert sind. Dieser schwächte die Positionen der Frauen und führte zu standardisierten Beschäftigungsverträgendie auf die Bedürfnisse, Interessen und Autorität der Männer abgestimmt sind. In beiden Ländern führt dieser zweitrangige Beschäftigungsstatus Frauen oft in die Abhängigkeit von Einkommenstransfers eines einzelnen männlichen Vollzeitbeschäftigten. Diese 'erfolgreichen' Versorgermodelle basieren auf den Forderungen der Gewerkschaften nach einem 'Familieneinkommen' und steuerlichen Umverteilungssystemen, die Anreize für Frauen zur Verringerung der Erwerbsbeteiligung schufen und somit starre Insider/ Outsider-Formen der Segmentierung hervorriefen. Diese starke Verankerung in Arbeitswelt und Wohlfahrt sowie die Organisationsprinzipien in den öffentlichen und privaten Sphären determinieren die Reform- und Erneuerungsfähigkeit des Modells. Zusätzlich zu den generellen Schwächen stehen beide Gesellschaften und Regierungen aufgrund der Zunahme der bezahlten Frauenbeschäftigung, der Zunahme geringfügiger Arbeit, sich ändernder Haushaltsformen und Werten vor der Aufgabe, bestehende Beschäftigungs-, Steuer- und Wohlfahrtsarrangements zu reformieren. Wir untersuchen, ob die Schwächung des traditionellen Versorgermodells angesichts der derzeitigen ökonomischen Probleme tatsächlich zur Verschlechterung der Bedingungen für die Kernbeschäftigten und der vergangenen Erfolge des starken Versorgermodells führen können." Inhalt: "In this discussion paper we set out to provide a critical perspective on the supposed successes of the Japanese and German employment system by focusing on the rise of marginal and female employment. We examine this in terms of the institutionalisation of a class and gender compromise that embedded a strong male-breadwinner gender contract. This compromised women's positions and standardised employment contracts around the needs, interests and authority of men. In both countries, women's secondary employment status often renders them dependent on income transfers from an individual full-time male worker. These 'successful' breadwinner models have been built on union demands for a 'family wage' and redistributive tax systems that create incentives for women to reduce their labour force participation, creating stark insider/ outsider forms of segmentation. The embedded nature of this model in the world of work and welfare, and the principles of organisation in the public and private spheres, constrain the options for reform and renewal. Adding to the current weaknesses both societies face, the increase of female integration in paid employment, the growth of marginal work, changing household forms and values, are forcing governments to reconsider how to reform existing employment, tax and welfare arrangements. We examine whether attempts to weaken the traditional breadwinner model, in the face of current economic problems, may in fact lead to undermining the conditions for core employees, and the pillars of success that supported a strong breadwinner model in the past." Die Dynamik des Arbeitsangebotsverhaltens ist offensichtlich wesentlich höher als es durch bisherige, auf Quer-schnittdaten basierenden, Analysen gezeigt wurde. Im Zuge von Scheidung und Trennung sind sowohl zu- als auch zu abnehmende Erwerbsaktivitäten zu beobachten. Bei vielen Frauen ist zu beobachten, dass die Überein-stimmung zwischen Erwerbswunsch und realisiertem Arbeitsangebot nach Scheidung oder Trennung größer ist als vorher.
Die Ergebnisse der Einkommensanalysen werden durch den zugrundegelegten Einkommensbegriff bestimmt. Werden Pro-Kopf-Einkommen verwendet, dann bewirken Scheidung und Trennung durchgehend keine Ver-schlechterung der Einkommenssituation. Werden aber größere 'economies of scale' der Haushaltsführung un-terstellt, dann zählen vor allem die Frauen zu den Verlierern von Scheidung und Trennung. Für die Sozialpolitik dürfte es von Interesse sein, dass Scheidung und Trennung nicht zu einer deutlichen Zunahme der Inanspruch-nahme der Sozialhilfe führt.
Die ökonomischen Folgen von Scheidung und Trennung beeinflussen die allgemeine Lebenszufriedenheit – die als Proxy für subjektiv empfundene Wohlfahrt gelten kann – in negativer Weise. Gleiches gilt aber auch für die Ereignisse Scheidung und Trennung selbst. Allerdings werden diese schon sehr frühzeitig antizipiert." (Autorenreferat)

Obviously there is a higher dynamic in labor supply as it was shown by previous studies using cross sectional data. Both, decreases and increases in labor supply can be observed following marital dissolution. However, the results might be interpreted in a way, that for most women desired and realized labor supply match better after dissolution than before. Thus, welfare would increase.
The results of the income analyses depend on the income concept chosen. Using per capita income no decrease in income can be observed. Allowing the income concept to have greater economies of scale, however, leads to a decline in the welfare of women. It may be of interest for social policy, that there is no significant increase in the take up of social transfers.
The economic consequences of marital dissolution have a negative impact on life satisfaction – which can serve as a proxy for subjective well being. This is also true for the event of marital dissolution itself. However, this ef-fect will be anticipated even before marital dissolution takes place." (author's abstract)

Inhalt: 'Die Studie beinhaltet die Ergebnisse der begleitenden Evaluation zur Chancengleichheit von Frauen und Männern und des Gender Mainstreaming im NAP. Durch Übernahme der Europäischen Beschäftigungspolitischen Leitlinien haben nicht nur politische Maßnahmen zur Förderung der Erwerbschancen von Frauen an Bedeutung gewonnen, sondern auch Instrumentarien zu deren Evaluierung. Neben der Darstellung der methodischen Vorgangsweise der Evaluation des Gender Mainstreaming und der festgestellten Wirkungen wird ein Überblick über die Entwicklung und die derzeitige Frauenerwerbssituation als Ausgangspunkt der Bewertung gegeben. Die Bewertung des NAP konzentriert sich auf die Schwerpunkte der Maßnahmen zur Chancengleichheit von Frauen und Männern in den Jahren 1998 und 1999, nämlich auf Qualifizierungsmaßnahmen für arbeitslose und arbeitsuchende Frauen und die Förderung der Kinderbetreuungseinrichtungen, sowie auf die Berücksichtigung des Gender Mainstreaming in allen Maßnahmen und makroökonomische Effekte auf Beschäftigung und Arbeitslosigkeit von Frauen. Es wird gezeigt, dass durch verstärkte Qualifizierungsmaßnahmen und die Förderung der Kinderbetreuungseinrichtungen positive Effekte auf die Beschäftigungssituation von Frauen ausgeübt wurden. Allerdings bleiben in vielen Bereichen Zweifel bezüglich der qualitativen Effizienz und der längerfristigen Wirkungen der Maßnahmen.' (Autorenreferat)
Inhalt: 'The paper presents the results of the evaluation of equal opportunities for women and men of the Austrian National Action Plan for Employment. With the adaptation of the European Employment Guidelines the promotion of equality between women and men at the workplace became more important in Austria and showed the relevance of instruments for their evaluation. The report offers an outline an the evaluation of gender mainstreaming and first results as well as a baseline of the situation of women an the Austrian labour market. The evaluation of equal opportunities mainly focus on qualification measures for unemployed women and improvements for childcare facilities, an the consideration of gender mainstreaming in other policy areas as well as macro economic effects on employment and unemployment of women. It shows, that the promotion of qualification measures and childcare facilities increases the activity rate of women. Although there remain doubts about the quality and sustainability of many measures.' (author's abstract)|
A Global Exploratory Analysis of Men Participating in Gender-Based Violence Prevention

Inhalt: Organizations addressing gender-based violence (GBV) increasingly include men as partners in prevention efforts. However, little is known about men who get involved in those efforts and what specific actions they take. We present analyses of data from an international sample of men involved in gender-based prevention work that aimed to describe (a) the nature of participants' involvement in prevention efforts, in both formal programming and in their daily lives; (b) characteristics of engaged men, including gender and bystander-related attitudes and beliefs, and social networks; and (c) factors that sustain men's involvement in GBV movements over time. Comparisons across global regions for these variables were also conducted. A total of 379 male-identified participants above 18 who had attended a GBV event in the past year completed an online survey (available in English, French, and Spanish). Respondents represented all continents except Antarctica, although North America was over-represented in the sample. Overall, respondents scored well above North American norms for men on support for gender equality and recognition of male privilege, and this was true across all geographic regions. Men in all regions reported moderate support from friends and somewhat less support from male relatives for their involvement in GBV prevention. Respondents in all regions reported high levels of active bystander and violence-preventive behavior. The most commonly reported motivations for involvement in GBV prevention included concern for related social justice issues, exposure to the issue of violence through work, hearing a moving story, or disclosures about domestic or sexual violence. Results were mainly similar across regions, but when regional differences emerge, they tended to be contrasts between the global north and global south, highlighting the importance of cross-fertilization across regions and a willingness to adapt critical learnings in new geographic settings.

Inhalt: Researchers in many fields, especially those engaged in the study of gender-based violence, have shown an interest in using mixed designs as innovative methodological procedures to transform social realities. In this article, we introduce the ‘‘communicative evaluation of social impact’’ as a methodological tool to reveal the social impact achieved by a multiphase mixed methods design conducted sequentially on gender-based violence in Spanish universities. This tool shows the transformative power of mixed methods with a communicative orientation to generate new legislation, create proper conditions for reporting abuse, and establish new solidarity dynamics with and among the victims to promote violence-free universities.

#MedToo: A Large-Scale Examination of the Incidence and Impact of Sexual Harassment of Physicians and Other Faculty at an Academic Medical Center

Inhalt: Background: A landmark National Academies report highlighted the need for rigorous evaluation of sexual harassment in medicine. We examined the prevalence and impact of sexual harassment using the Sexual Experiences Questionnaire, the standard for measurement of sexual harassment, but which has not been previously applied within academic medicine. Materials and Methods: A 20-minute online survey was administered to all faculty who had been working at University of Michigan Medical School for at least 1 year (n = 2723). We assessed sexual harassment within the past year from insiders (i.e., from staff, students, and faculty) and from patients and patients' families. We also evaluated mental health, job satisfaction, sense of safety at work, and turnover intentions. Results: In the final sample (n = 705; which included 25.9% of the originally targeted population), most respondents, 82.5% of women and 65.1% of men, reported at least one incident of sexual harassment from insiders in the past year; 64.4% of women and 44.1% of men reported harassment from patients and patients' families. The most frequently experienced dimension of sexual harassment for women and men was sexist gender harassment. Increased experiences of harassment were independently associated with lower mental health, job satisfaction, and sense of safety at work, as well as increased turnover intentions, with no significant interactions by gender. Conclusions: Sexual harassment against medical faculty is alarmingly common at an institution that is not expected to be atypical. Interventions must address sexual harassment, which affects mental health and career outcomes of male and female physicians.

Barriers to women leaders in academia : Tales from science and technology

Inhalt: There is growing concern regarding the lack of women in senior positions in science and technology (ST) in United Kingdom (UK) universities. Previous research has enhanced our understanding of the challenges women in academia face to progress their careers. In contrast, relatively little is known as to why so few women reach leadership positions in ST. This article reports on research to examine women’s experiences regarding the perceived barriers to leadership in ST faculties in UK universities. Using in-depth interviews the authors explore personal narratives to highlight the perceived barriers to career advancement. Findings report on the gendered nature of ST faculties and how women struggle to navigate their careers. The investigation illustrates the effect of organisational influences such as temporary work arrangements, maledominated networks, intimidation and harassment, as well as individual influences such as lack of confidence.
