Childless future? An insight from the analysis of childbearing preferences in Europe

Inhalt: 'The relatively low levels of ideal and ultimately intended family size manifested in some European countries (Goldstein et al. 2003; Testa, 2006) inspired a careful analysis of the childless preference in Europe based on the Eurobarometer surveys in 2001 and 2006. The aim of the current paper is to investigate the childlessness ideal, or the intention to stay without children, and their contribution to the current levels of ideal and intended fertility in Europe. The analysis is complemented by a comparison between childless women and women with children in respect to two relevant aspects related to childbearing and childrearing: the circumstances perceived as most important in the fertility decisions and the opinion on gender roles in family life. Findings show that young Austrian women hold the record for the lowest fertility ideals and intentions, which are on average definitely below replacement levels. Austria is also the country with the largest diffusion of the childless preference. However, the childless option only plays a secondary role in explaining the cross-national differences and childlessness - although quite high in some countries - is still very rare as an enduring or a lifetime choice. Interestingly, childless women are not significantly different from women with children in their opinion on the relevant childbearing decision- making factors and do not show different views on issues related to gender roles in family life.' Demographic and Social Correlates of Suicide in the Czech Republic

Inhalt: In this article the authors review the trends & differentials in mortality from self-inflicted injury & poisoning in the Czech Republic between the early 1970s & the present in terms of their socio-economic & demographic associations. They describe the sources of data on suicide & explore the possible extent of under-reporting of deaths from suicide, & they examine the differences in suicide incidence by age & sex. With the decline in mortality from suicide, the male/female ratio of suicide rates increased from about 2.6 in the early 1970s to around 4.0 in recent years. Suicide rates increase steadily with age, & this pattern did not noticeably change during the period reviewed. The age specific suicide rates of older men & women declined more than the rates for younger people. As in other societies, married men & women have the lowest suicide rates; in contrast, divorce puts both men & women at the greatest risk of suicide. The authors attempt to investigate the social correlates of suicide by analysing the variation in suicide rates among districts in the Czech Republic & selected socio-economic & demographic characteristics of the district populations. Stepwise regression analysis is used to identify three independent variables that explain 50% of the variation in suicide rates among districts: the abortion ratio, the percentage of locally born population, & the percentage of adults with limited education.

Inhalt: 'Bis zum Ersten Weltkrieg betrieben in der Schweiz Kantone und Gemeinden Bevölkerungspolitik. Erst mit dem Ersten Weltkrieg begannen auch bundesstaatliche Stellen sich vermehrt für bevölkerungspolitische und -wissenschaftliche Fragen zu interessieren. Die während des Ersten Weltkriegs geschaffene Fremdenpolizei versuchte, mit einer möglichst zurückhaltenden Niederlassung- und Einbürgerungspolitik und -praxis die Zusammensetzung der in der Schweiz lebenden Bevölkerung zu steuern und so genannte 'unerwünschte' Ausländerinnen und Ausländern fern zu halten. Diese Haltung, die sich stark gegen jüdische Immigranten richtete, war geprägt vom damals vorherrschenden Überfremdungsdiskurs. Die Behördenvertreter orientierten sich an einer engen Abstammungslehre und nahmen dabei insbesondere die Diskriminierung der Frauen in Kauf. Gleichzeitig traten private Organisationen und einige Kantone für sozialpolitische Maßnahmen ein, die das Ziel hatten, die Geburtenrate zu steigern. So entwickelte sich in der Zwischenkriegszeit ein schweizerischer bevölkerungswissenschaftlicher Diskurs, der sich durch eine nach außen gerichtete Abwehr und einer zunehmenden Diskriminierung der Frauen auszeichnete.' Inhalt: 'The paper analyses the beginning of a Swiss population policy at the intersection of federal, cantonal and non-governmental interests in the twenties and thirties. During World War One, the Federal Council founded the Swiss Foreign Police, a special police unit which formed part of the immigration office. This new police unit was the first federal institution which followed a population policy. In the case of immigration and naturalisation the authorities brought to life a strict population-control. Their point of view was influenced by the discourse about the threat of foreigners ('Überfremdung'), the catchphrase during the decade after World War One. While they were trying to exclude the 'unwanted people' they also encouraged the discrimination of women. At the same time several private associations and some cantons demanded a social policy for families with the aim to raise the birth rate. Because the Swiss federalism was also very strong between the World Wars a population policy under Helvetic conditions there was developing: Exclusion against outside, discrimination of women inside.' Therefore, the patterns observed during this period are used to simulate life courses for a cohort. The simulation implies that for each (simulated) member of the cohort we know on a quarterly basis for approximately 50 years whether he has a job, a social benefit or neither a job nor a social benefit. So, we have approximately 200 data points for each (simulated) individual. Local Culture, Globalization and Policy Outcomes: an Example from Long-Term Care

Inhalt: It is argued that the impact of globalization and global ideologies on social policy can depend on the ways that local cultures reinforce or combat global ideologies and pressures. The article discusses the importance of local policy factors in shaping responses to globalization, taking as an example the way in which global forces have affected outcomes for older people needing long-term care in one marginalized province of a rich country. Local political, economic and sociocultural factors can reinforce global pressures for neo-liberal policies and rising individualism and overwhelm the global ideologies of democracy and human rights (including gender rights and anti ageism) that might lead to better outcomes for older people and their caregivers. In the New Brunswick province of Canada, traditional cultural values can be seen as one factor allowing politicians to make suboptimal social policy choices.
