Inhalt: Gleichgeschlechtliche Partnerschaften werden zunehmend sichtbar gelebt, gesellschaftlich
akzeptiert und rechtlich anerkannt. Empirisch wird diese zahlenmäßig sehr kleine Gruppe bislang allerdings nur selten betrachtet. Der Mikrozensus bietet aufgrund seiner hohen Fallzahlen die Möglichkeit, gleichgeschlechtliche Partnerschaften im gemeinsamen Haushalt zu identifizieren. Auf Basis dieser Daten wird im vorliegenden Beitrag untersucht, wie verbreitet die gleichgeschlechtliche Partnerwahl in Deutschland ist, wie sie sich seit Mitte der 1990er Jahre entwickelt hat und ob es soziale Unterschiede zwischen Personen in gleichgeschlechtlichen und verschiedengeschlechtlichen Partnerschaften gibt.

Religious Discourse and Gender Security in Southern Thailand

Inhalt: This article describes the complexity of applying human security through the notion of gender equality in southern Thailand where violent conflict has been prevalent for nearly half a century in a Malay-Muslim-dominated society. It explores how the concepts of gender and security have been interpreted in Malay-Muslim leaders’ outlooks. To define security more broadly, the article surveys the various notions of peacebuilding dealing with comprehensive human security and any security threat, thus not limited to state of war or physical violence only. In the prolonged armed violence and conflict, like that faced in Thailand’s Deep South, women’s security and their role in peacebuilding emerge as pertinent concerns. The discontinuities within the narratives of women and security highlight a divergence connected to personal-political imaginations of conflict whereby subtle variations in violent conflict can be seen as the products of different policy prescriptions, local cultural norms, and the project outcomes of women groups supported by governmental organizations and national and international donors. Thus, in order to reflect upon how contemporary security notions are framed, gendered security perceptions ought to be considered as they signify the exercise of peacebuilding programs in the local context. Persistent advocacy of gender equality is about cultural change, which eventually becomes a modality for non-violent society.

The Gendered Nature of Security in El Salvador: Challenges for Community-Oriented Policing

Inhalt: With the purge of the Military Forces and the creation of a new National Civilian Police (PNC) as mandated by the 1992 Peace Accords, El Salvador set the stage for the construction of a less state-oriented security approach. However, a failure to question issues of security and a lack of consideration of gender in the Peace negotiations and the Security Reform resulted in an overly gendered understanding of security, were the State remained as its subject and the practice privileged a militarized masculinity that has hindered the implementation of democratic policing. In this context, 25 years after the Peace Accords, the police have been unable to consolidate a democratic policing practice as oppressive policing strategies remain deeply embedded in the institution, side-by-side with heavy-handed measures that use repression to control social violence. From a feminist critical security approach, the article questions the gendered nature of security in El Salvador, and investigates the implication of the introduction of militaries into the work of the police, in terms of its symbolic influence in the gendered expectations of police men and women, and the practical impact it has on their work, e.g., the difficulty of consolidating Community-Oriented Policing. The argument is based on interviews and focus groups with police men and women, as well as with feminist organizations. The information was gathered during fieldwork in 2018 and 2019, and through extensive literature review.

Partnered women's contribution to household labor income: Persistent inequalities among couples and their determinants

Inhalt: This paper explores earnings inequalities within dual-earner couples in East and West Germany drawing on household-level panel data from 1992 to 2016. It has three aims: (1) to analyze how the partner pay gap (the pay gap between partners within one household) has developed over time, given institutional change, and whether the extent of inequality and temporal development vary between East and West Germany; (2) to explore variation in the partner pay gap by male partners' absolute earnings; and (3) to investigate the micro-level determinants of earnings inequalities within couples and determine whether their relevance varies between East and West Germany as well as by male partners’ absolute earnings. We find women earn substantially less than their partners, and our regression results find no indication of a declining partner pay gap. Besides substantial variation between East and West Germany, our results also reveal important group-specific variation in the extent of the partner pay gap as well as in its determinants.

Empowering women through digital skills in Argentina: a tale of two stories

Inhalt: "Promoting gender equality is smart development policy," says the World Bank. In line with this narrative, many companies have promoted gender equality in terms of bridging the gender digital divide. In Argentina, a growing number of grassroots initiatives sponsored by corporations have emerged and provide training in digital and soft skills as well as entrepreneurship and leadership opportunities. Without denying the efforts, importance, and value of the work of these groups, this paper studies some of the contradictions inherent to the increasing power that corporations have in the discourse and practice of reducing the gender digital gap. My argument is that these projects contribute to reinforcing current economic, social, and geographical divides, to discriminating against gender non-conforming people, and to further limiting government intervention in this area.

Using cultural and structural indicators to explain measurement noninvariance in gender role attitudes with multilevel structural equation modeling

Inhalt: The current study explores the reasons for noninvariance of the measurements of gender role attitudes across countries. While previous studies have shown that noninvariance is a problem for comparative research and pointed out methods to alleviate the risks of drawing invalid conclusions, none has so far tried to explain why measurements of gender role attitudes are nonequivalent. Therefore, we use multilevel structural equation modeling to exploring measurement invariance and explain its absence. We use data assessing peoples' views on the specialization of roles by gender and the consequences of female employment on family's well-being from the International Social Survey Programme. We can replicate the findings from prior research indicating that scalar measurement invariance across countries is absent. Furthermore, we use two country-level variables to explain the noninvariance of particular items. The cultural value embeddedness explains noninvariance to a considerable degree while the Gender Inequality Index from the United Nations Development Programme does not. Therefore, we conclude that issues of comparability of gender role attitudes are related mainly to cultural rather than structural differences between countries.

Inhalt: Frauen sind häufig in einem Sektor tätig, der durch persönliche Dienstleistungen gekennzeichnet ist. Im Vergleich zu anderen Berufsfeldern sind solche Jobs schlechter bezahlt. Das bestätigt sich auch im Bereich der Gesundheitsberufe: Frauen stellen die eklatante Mehrheit der Beschäftigten. Dieses Tätigkeitsfeld ist für seine schwierigen Arbeitsbedingungen bekannt: Personalmangel, niedrige Löhne und mangelnde Vereinbarkeit mit dem Privatleben prägen den Berufsalltag. Vielfach übernehmen Frauen neben der beruflichen Tätigkeit zusätzlich einen hohen Anteil der Haus- und Familienarbeit. Der Beitrag zeigt, inwiefern gute Arbeitsbedingungen in den Gesundheitsberufen zugleich die Lebensbedingungen von Frauen verbessern: Pflegepolitik ist Frauenpolitik. Eine Verbesserung der Rahmenbedingungen für die Gesundheitsberufe ist das Gebot der Stunde. Die wichtige berufliche Tätigkeit muss angemessen entlohnt werden und Entlastung durch bessere Arbeitsbedingungen finden.

Masculinities in Peacekeeping: Limits and transformations of UNSCR 1325 in the South African National Defence Force

Inhalt: This report takes a closer look by investigating the ways that UNSCR 1325 has been conceptualized and put into practice in the South African National Defence Force. South Africa is deploying a relatively high proportion of female peacekeepers, but shortcomings of UNSCR 1325, specifically related to gender essentialisms, have affected discourses within the armed forces. While this has led to contradictions and contestations concerning sameness and difference among male and female peacekeepers, the study also reveals a critical engagement with military peacekeeper masculinities, pointing towards a surpassing of the limited premise of UNSCR 1325.
