Inhalt: Dieser Beitrag beschreibt eine Methode zur Analyse der Auswirkungen des kohorten- und periodenspezifischen Aufschubs und Nachholens von Geburten auf die Trends der periodenbezogenen zusammengefassten Geburtenziffer (TPFR) in den Populationen mit niedrigem Fertilitätsniveau der letzten Jahrzehnte. Die Methode basiert auf den bahnbrechenden Ansätzen, die von Ryder (1951 und 1964) entwickelt wurden und denen zufolge sich der Aufschub und Nachholen von Geburten im Leben einzelner Frauen ereignet und sich im Rahmen der Ereignisse im Lebensverlauf von Geburtskohorten zusammenfassen lässt. Anschließend werden kohortenspezifische Fertilitätsaltersstrukturen in periodenbezogene Strukturen übersetzt und die Auswirkungen des Aufschub- und Nachholprozesses dargestellt, indem die periodenbezogenen altersspezifischen Fertilitätsziffern (ASFRs) junger und älterer Frauen zusammengefasst und deren Interaktion im Zeitverlauf in 36 Populationen mit niedrigem Fertilitätsniveau analysiert werden. Diese Methode findet ergänzend zu den erstmals von Bongaarts und Feeney (1998) beschriebenen Methoden zur Schätzung von Tempobereinigten TPFRs Anwendung. Diese zeigen den Grad der Verzerrung von TPFRs auf. Mithilfe der in diesem Beitrag beschriebenen Methode können die zugrundeliegenden Mechanismen ermittelt werden, durch die TPFR-Trends entstehen; sie zeigt die demografisch-strukturellen Ursachen von TPFR-Trends sowie die Ursachen bestimmter Verläufe der TPFRs auf. Zu den wichtigsten Ergebnissen zählen folgende: 1. Alle Populationen mit niedrigem Fertilitätsniveau erreichten irgendwann innerhalb der letzten vier Jahrzehnte einen TPFR-Tiefpunkt. Dieser Tiefpunkt ist auf die Überlappung der niedrigen Fertilität junger Frauen aus jungen Kohorten, bei denen erstmals ein Aufschub von Geburten zu verzeichnen war, und der niedrigen Fertilität älterer Frauen aus älteren Kohorten zurückzuführen, bei denen keinen Aufschub von Geburten stattfand. Der Tiefpunkt wurde in westlichen Ländern größtenteils Anfang der 1980er Jahre und in Mittel- sowie Osteuropa um die Jahrtausendwende erreicht. 2. Die strukturellen Ursachen des Anstiegs der TPFR Ende des 20. und Anfang des 21. Jahrhunderts unterscheiden sich in den westlichen Ländern von denen in Mittel- und Osteuropa. Die zuerst genannten Länder befanden sich in der Endphase des Aufschub- und Nachholprozesses. Mittel- und Osteuropa hatten hingegen erst die Anfangsphase des Aufschubs und Nachholens von Geburten erreicht. Der nahezu gleichzeitige Anstieg der TPFR in den meisten Populationen mit niedrigem Fertilitätsniveau zu Beginn des 21. Jahrhunderts stellt einen historischen Zufall dar. 3. Dieser Anstieg der TPFR ist in erster Linie auf eine Veränderung der kohortenspezifischen Fertilitätsaltersstrukturen, d.h. auf eine Veränderung des Fertilitätstimings, zurückzuführen und nicht auf einen Anstieg des Quantums der Fertilität. Während dieses Zeitraums stiegen die TPFRs in fast allen Ländern mit niedrigem Fertilitätsniveau an, während ein Rückgang der analogen kohortenspezifischen zusammengefassten Geburtenziffern verzeichnet wurde.
Inhalt: This paper outlines a method that analyses how cohort and period childbearing postponement and recuperation (P&R) are reflected in total period fertility rate (TPFR) trends in low-fertility populations in recent decades. The method is rooted in the trailblazing ideas developed by Ryder (1951 and 1964), namely that childbearing P&R occurs in the life of individual women and can be summarised in the lifetime experiences of birth cohorts. Cohort childbearing age patterns are then translated into period childbearing age patterns and the effects of the P&R process on the TPFRs are revealed by summarising period ASFRs of young women and of older women and analysing their interaction over time in 36 low-fertility populations. The method is complementary to methods pioneered by Bongaarts and Feeney (1998) which estimate tempo-adjusted TPFRs. These demonstrate the degree to which TPFRs are distorted. The method described in this paper reveals the internal mechanism generating TPFR trends; it exposes the demographic structural causes generating TPFR trends and demonstrates why TPFRs are moving in a certain direction. The following findings stand out: 1. All low-fertility populations have experienced TPFR troughs at some point during the past four decades. The troughs occurred because low fertility among young women of young cohorts starting to postpone childbearing overlaps with low fertility among older women of older cohorts who had not postponed births. The troughs occurred in Western countries mostly during the early 1980s and in Central andEastern Europearound 2000. 2. The structural causes of the increase in TPFRs in the late 1990s and early in the 21st century were different in Western countries compared to Central andEastern Europe. The former were experiencing the concluding phases of the P&R process. In contrast, in Central andEastern Europepopulations were experiencing the initial phases of childbearing P&R. It was a historical coincidence that TPFRs were increasing in most low-fertility populations almost simultaneously around the beginning of the 21st century. 3. These TPFR increases were predominantly the consequence of changes in cohort childbearing age patterns, i.e. changes in the timing of fertility. They were not generated by fertility quantum increases. During this period in almost all the low-fertility countries TPFRs were rising while corresponding total cohort fertility rates were declining.

Inhalt: "This paper argues that a move away from a unifying but teleological framework for studying fertility declines can only been intellectually emancipating and is a necessary precondition for scientific advance. The study of change in human reproduction is an immensely complex and multi-faceted problem which requires the combination of both quantitative and qualitative forms of evidence and their respective methodologies of enquiry. The theoretical challenge is to construct an intellectually facilitating heuristic framework for synthesis of comparative, multidisciplinary study of the multiple fertility declines that have occurred, not to seek a replacement 'general narrative' for discredited demographic transition and modernization theories. Quantitative historical demography can only gain in its explanatory power by engaging with studies which also incorporate research into such qualitative aspects of gender as sex and power and which address a more historicist understanding of the role of culture by exploring its relationship with institutions, ideology and politics. It is argued that a number of recent, contextualized local and comparative studies of fertility declines are demonstrating how productively to combine quantitative and qualitative methods to explore rigorously these aspects of the history of fertility declines. Within the heuristic framework envisaged here, priorities for further research in the future would include exploring comparatively the relationship between reproductive change and communication communities with respect to the ideologically and politically-mediated issues of sex, religion, health, disease and education." Inhalt: "In this paper, the authors discuss individualization theory as a parsimonious framework concept to describe and explain core points of fertility change in Western societies since the end of the 19th century. They emphasize two dimensions of individualization: firstly, the increase in status of the individual in cultural, social, economic and legal respects (human dignity); secondly, the increase in autonomy and freedom of choice. In contrast to other approaches based on individualization theory, the authors do not use the concept of self-realization in the sense of an increased orientation towards purely individual interests, not least because this concept has failed before the renewed rise in fertility that has recently been observed in some advanced societies. They discuss the relevance of these two dimensions of individualization in the context of the first transition and the 1960s with its declining fertility rates. Whereas the first demographic transition can be mainly explained by the rising status of children, which increased the costs of parenting and thus changed the interests of (potential) parents to have children, the transition in the 1960s resulted mainly from the rising status of women in education and the labor market. An important but hitherto neglected change was the increasing divorce rates, as the possibility to dissolve a marriage devalued the traditional gender contract of the breadwinner/ housewife model and decreased the willingness of women and men to invest in marriage and children. The contrast between the recently growing fertility rates in Sweden, France and the US with the continuously low fertility in the German-speaking countries can partly be seen as a result of different divorce regimes. Whereas the first group of countries has limited the entitlement to spousal support through alimonies, the second group has institutionalized extensive entitlements for mothers." (author's abstract)

Inhalt: Dieser Beitrag befasst sich mit der Frage, wie sich einerseits die hohe Lebenserwartung und andererseits das steigende Gebäralter auf die gemeinsame Lebenszeit von drei bzw. vier Generationen auswirken und zukünftig entwickeln werden. Dazu werden aus amtlichen Daten für Mortalität und Fertilität Indikatoren für die durchschnittliche gemeinsame Lebenszeit von Drei- und Vier-Generationen-Familien abgeleitet. Auf Grund der komplizierten Datenlage muss eine Eingrenzung auf die weibliche Generationenfolge – und hierbei auf die Betrachtung des jeweils erstgeborenen Kindes – vorgenommen werden. Die Indikatoren besitzen den Charakter von Modellrechnungen, deshalb dienen sie vor allem dem Aufzeigen von (zukünftigen) Trends zur Entwicklung der durchschnittlichen gemeinsamen Lebenszeit. Berechnet werden die Indikatoren für die durchschnittlich verbrachte gemeinsame Lebenszeit von Drei-Generationen-Familien für den Zeitraum von 1990 bis 2060 und von Vier-Generationen-Familien für den Zeitraum von 2010 bis 2060. Im Ergebnis zeigen die Berechnungen für Westdeutschland einen Anstieg der gemeinsam verbrachten Lebenszeit bei drei Generationen bis zu etwa 35 Jahren im Jahr 2000, um danach kontinuierlich auf einen Wert von rund 30 Jahren abzusinken. Für vier Generationen ergibt sich ein ähnlicher Trendverlauf, jedoch ist dieser um rund 30 Jahre in Richtung Zukunft verschoben und erreicht in etwa zwischen 2030 und 2040 den höchsten Wert mit rund sieben bis zehn Jahren. Für Ostdeutschland mit seinem in der Vergangenheit und Gegenwart noch jüngeren Gebäralter der Frauen liegt der Höhepunkt der gemeinsam verbrachten Lebensjahre von drei Generationen am Anfang des Beobachtungszeitraumes (etwa um 1990) bei knapp 40 Jahren. Danach fällt dieser Indikator kontinuierlich. Der Indikator für die durchschnittlich gemeinsam verbrachten Jahre von Vier-Generationen-Familien erreicht hingegen mit einem Wert von 12 bis 14 Jahren voraussichtlich um das Jahr 2020 seinen Höhepunkt. Im Anschluss daran ist auch in Ostdeutschland mit einem Rückgang der gemeinsamen Lebenszeit der Vier-Generationen-Familien zu rechnen. Insgesamt weisen die Trends der Indikatoren darauf hin, dass aus der längeren Lebenserwartung nicht unbedingt auf eine längere gemeinsame Lebenszeit der Generationen und auf ein Ansteigen der Vier-Generationen-Familien geschlossen werden kann. The indicators act as model calculations, which is why they serve above all to indicate (future) developments in mean joint lifetimes. The indicators are calculated for the average jointly-spent lifetime of three-generation families for the period from 1990 to 2060, and of four-generation families for the period from 2010 to 2060. The result of the calculations for Western Germany show an increase in the jointly-spent lifetime of three generations of up to roughly 35 years in 2000, after which that the figure falls continually to a value of roughly 30 years. A similarly developing trend emerges for four generations, but this is delayed by roughly 30 years towards the future, and reaches the highest value around 2030 to 2040, at roughly seven to ten years. For Eastern Germany, with its even younger age of women at childbirth in both the past and in the present, the maximum jointly-spent life years of three generations at the beginning of the observation period (roughly around 1990) is almost 40 years, after which this indicator falls continuously. The indicator of the average jointly-spent years of four-generation families, by contrast, probably reaches a maximum around 2020, with a value of 12 to 14 years. Also after this, one may anticipate a reduction in the joint lifetimes of four-generation families in Eastern Germany. All in all, the trends of the indicators denote that one may not necessarily conclude from the longer life expectancy that the generations will have a longer joint lifetime, nor that the number of four-generation families will increase. Rather, the three-generation family also appears to remain the decisive generational composition of families in this century.

Inhalt: Das 2007 verabschiedete Altersgrenzenanpassungsgesetz stellt den bisherigen Höhepunkt eines rentenpolitischen Paradigmenwechsels hin zu einem längeren Verbleib im Erwerbsleben dar und geht mit tiefgreifenden Veränderungen und Leistungseinschränkungen für die Versicherten einher. Ein abschlagsfreier Rentenbezug wird künftig für den Großteil der sozialversicherungspflichtig Beschäftigten erst mit dem Erreichen des 67. Lebensjahres möglich sein. Um Rentenkürzungen bei einem vorzeitigen Renteneintritt und damit teilweise prekäre Einkommensverhältnisse im Alter zu vermeiden, sind Arbeitgeber wie Beschäftigte vor neue Herausforderungen gestellt. Insbesondere für Frauen, die strukturell eine schwächere Position auf dem Arbeitsmarkt einnehmen, bestehen hier spezifische Unterstützungsbedarfe. Vor diesem Hintergrund wurde im Auftrag der Initiative Neue Qualität der Arbeit (INQA) vom Institut für Gerontologie an der Technischen Universität Dortmund in Kooperation mit TNS Infratest 2007 eine bundesweite repräsentative Befragung von 1.800 Arbeitnehmerinnen der Geburtsjahrgänge 1947 bis 1964 durchgeführt, die erstmals von der Anhebung der Altersgrenze ab 2012 betroffen sein werden. Neben strukturellen Daten wurden dabei die Einschätzung der derzeitigen Arbeits- und Weiterarbeitsfähigkeit bis zur Regelaltersgrenze sowie spezifische Arbeitsbedingungen bzw. -belastungen erhoben. Inhalt: The Age Limit Adjustment Act, which was adopted in 2007, constitutes a climax in the developments of a paradigm shift in pension policy towards remaining at work for longer. This development entails profound changes and restrictions on benefits for assured persons. In future, many of the insurable employed will not receive a pension without incurring deductions until they reach the age of 67. Both employers and employees are faced with new challenges if they wish to avoid pension reductions in the event of an early retirement and consequently possible precarious incomes at old age. Especially women need particular support in this regard, given that in structural terms, they are in a weaker position on the labour market.Against this background, a representative nationwide survey of 1,800 female workers born between 1947 and 1964 was commissioned by the New Quality of Work Initiative (INQA) and conducted by the Institute of Gerontology at the Technical University of Dortmund in cooperation with TNS Infratest in 2007. These cohorts are to be affected by the increase of the age limit from 2012 onwards. In addition to structural data, this survey studied the respondents' assessment of their current ability to work and to continue to work until reaching the standard age limit. Further, the survey explored specific working conditions and strains of work. The results show that more than 40% of the female respondents are sceptical about the conditions of being able to continue their current work until reaching their statutory age limit. The only moderate to poor workability and the consequential danger of having to leave work result e.g. from work-related strains which accumulate in certain sectors and professional groups. The creation of appropriate jobs for older workers as well as the implementation of a staff policy in companies, which is sensitive to demographic developments and individual circumstances, can contribute to maintaining and nurturing the workability.

Inhalt: Das 2007 verabschiedete Altersgrenzenanpassungsgesetz stellt den bisherigen Höhepunkt eines rentenpolitischen Paradigmenwechsels hin zu einem längeren Verbleib im Erwerbsleben dar und geht mit tiefgreifenden Veränderungen und Leistungseinschränkungen für die Versicherten einher. Ein abschlagsfreier Rentenbezug wird künftig für den Großteil der sozialversicherungspflichtig Beschäftigten erst mit dem Erreichen des 67. Lebensjahres möglich sein. Um Rentenkürzungen bei einem vorzeitigen Renteneintritt und damit teilweise prekäre Einkommensverhältnisse im Alter zu vermeiden, sind Arbeitgeber wie Beschäftigte vor neue Herausforderungen gestellt. Insbesondere für Frauen, die strukturell eine schwächere Position auf dem Arbeitsmarkt einnehmen, bestehen hier spezifische Unterstützungsbedarfe. Vor diesem Hintergrund wurde im Auftrag der Initiative Neue Qualität der Arbeit (INQA) vom Institut für Gerontologie an der Technischen Universität Dortmund in Kooperation mit TNS Infratest 2007 eine bundesweite repräsentative Befragung von 1.800 Arbeitnehmerinnen der Geburtsjahrgänge 1947 bis 1964 durchgeführt, die erstmals von der Anhebung der Altersgrenze ab 2012 betroffen sein werden. Neben strukturellen Daten wurden dabei die Einschätzung der derzeitigen Arbeits- und Weiterarbeitsfähigkeit bis zur Regelaltersgrenze sowie spezifische Arbeitsbedingungen bzw. -belastungen erhoben. Inhalt: 'Das Modell der Demographischen Transition und die demographische Forschung zum Geburtenrückgang im späten 19. und während des 20. Jahrhunderts beschäftigen sich zwar mit grundlegenden menschlichen Verhaltensweisen, das Geschlecht der Akteure spielt in den Analysen jedoch bestenfalls eine untergeordnete Rolle. Zumeist wird Familienplanung nicht als Ergebnis bewusster Entscheidungen von Paaren, von Männern und Frauen diskutiert. Der Beitrag kombiniert ausgewählte demographische Ergebnisse mit Überlegungen zu Genderaspekten des Modells der Demographischen Transition. Als Grundlage dient ein Datensatzes mit ca. 5000 Rekonstitutionen von Stuttgarter Familien (1830-1910). Er beinhaltet Informationen zum Heiratsverhalten, zu Gebürtigkeit und Sterblichkeit, aber auch zur beruflichen und sozialen Lage. Die Analyse der Stuttgarter Daten belegt die Vorreiterrolle der frühbürgerlichen gebildeten Angestellten- und Beamtenschaft, des Kerns des sich im Laufe des 19. Jahrhunderts ausformenden Bildungsbürgertums. Die Kombination des (männlichen) Berufs mit der geschlechtsspezifischen Aufgabenteilung in Erwerbsarbeit und Haushaltsorganisation, die diese soziale Gruppierung charakterisieren, lenkt den Blick auf den kulturellen Hintergrund individueller geburtenplanerischer Beweggründe und auf die demographischen Folgen der Durchsetzung des bürgerlichen Geschlechtermodells. Inhalt: 'The model of demographic transition and the research about fertility decline deals with elementary human behaviour but it seems to be 'without gender'. In general, family-planning is not treated as a question of conscious decisions of couples, women and men. Constructing a model of the demographic transition which takes into account gender, it is necessary to combine this model with findings from social history, gender history and cultural history with regard to the processes of the rise of a bourgeois middle class with special forms of organization work and family. This paper puts up some demographic results for discussion combined with questions of gender and demographic transition mentioned above. As source the authors can use a demographic database on 5,000 nineteenth-century families out of Stuttgart (1830-1910) containing data on marriage behaviour, births, and mortality, as well as numerous other data. The results demonstrate the importance and pioneering role of the early modern educated civil servants - the core of what was to become the modern educated middle class. Combining profession and the gender-specific division of work and family's household in this social group, they can show cultural patterns of motivation to reduce births and the demographic results of the inforcement of the bourgeois gender model. Above all, the authors can show the importance of women in decision making about birth control.' (author's abstract)

Inhalt: 'Eines der Hauptargumente, das in der Literatur zur Unterstützung der Ansicht vorgebracht wird, dass die europäische Fertilitätstransition das Ergebnis der Verbreitung einer Innovation, Kontrazeption genannt, war, ist, dass die uneheliche Fertilität gleichzeitig mit der ehelichen sank. Tatsächlich weist der parallele Rückgang der Illegitimität und der ehelichen Fertilität im letzten Abschnitt des 19. Jahrhunderts darauf hin, dass die Individuen in Europa neue Formen kontrazeptiven Verhaltens anwandten, die vorher abwesend oder sogar undenkbar waren. Das Ziel dieses Beitrags ist, eine Implikation des Arguments zu überprüfen: Wenn die Diffusionshypothese korrekt ist, würde man erwarten, dass Frauen, die vor der Ehe Kinder bekamen, wahrscheinlich weniger ihre Fruchtbarkeit durch kinderzahlabhängigen Geburtenstopp innerhalb der Ehe kontrollierten als vergleichbare Frauen ohne voreheliche Geburten. Diese Hypothese wird mit einem logistischen Regressionsmodell zum 'Stopping'-Verhalten untersucht, für das Daten dreier Geburtskohorten aus der belgischen Stadt Leuven zwischen 1850 und 1910 verwendet werden. Die Ergebnisse zeigen, dass zumindest in Leuven der Rückgang der Illegitimität zwar teilweise durch die Diffusion eines innovativen kontrazeptiven Verhaltens erklärt werden kann. Mehr als dass sie die diffusionistische Interpretation unterstützen, sprechen die Ergebnisse aber für das 'Courtship'-Modell vorehelicher Schwangerschaften und Geburten. Sie weisen auch darauf hin, dass während der Anfangsphase der Fertilitätstransition uneheliche Geburten bei manchen Personen Ausdruck einer liberalen Einstellung waren. Inhalt: 'One of the major arguments made in the literature in support of the view that the European fertility transition was the result of the spread of an innovation called contraception, is that illegitimate fertility fell together with marital fertility. Indeed, the parallel decline of both illegitimacy and marital fertility in the final part of the nineteenth century suggests that individuals in Europe were applying new forms of contraceptive behaviour that were previously not done or even unthinkable. The aim of this contribution in to investigate one implication of the argument: if the diffusion hypothesis is correct, one would expect that women who got children before marriage would be less likely to control their fertility by means of parity-dependent stopping behaviour within marriage than comparable women without premarital births. This hypothesis is investigated with a logistic regression model of stopping behaviour using data from three birth cohorts living in the Belgian town of Leuven between 1850 and 1910. The results indicate that, at least in Leuven, the decline of illegitimacy can at most only partly be explained by the diffusion of innovative contraceptive behaviour. More than backing up the diffusionist interpretation, the findings lend particular support to the courtship model of premarital pregnancies and births. The findings also suggest that, during the initial stage of the fertility transition, non-marital childbearing may have reflected a liberal attitude towards reproduction for some. In turn, this liberal attitude in a 'bastardy-prone sub society' may also have been positively associated with early stopping behaviour.' (author's abstract)

Inhalt: 'The relatively low levels of ideal and ultimately intended family size manifested in some European countries (Goldstein et al. 2003; Testa, 2006) inspired a careful analysis of the childless preference in Europe based on the Eurobarometer surveys in 2001 and 2006. The aim of the current paper is to investigate the childlessness ideal, or the intention to stay without children, and their contribution to the current levels of ideal and intended fertility in Europe. The analysis is complemented by a comparison between childless women and women with children in respect to two relevant aspects related to childbearing and childrearing: the circumstances perceived as most important in the fertility decisions and the opinion on gender roles in family life. Findings show that young Austrian women hold the record for the lowest fertility ideals and intentions, which are on average definitely below replacement levels. Austria is also the country with the largest diffusion of the childless preference. However, the childless option only plays a secondary role in explaining the cross-national differences and childlessness - although quite high in some countries - is still very rare as an enduring or a lifetime choice. Interestingly, childless women are not significantly different from women with children in their opinion on the relevant childbearing decision- making factors and do not show different views on issues related to gender roles in family life.'
