Inhalt: "The uprisings that led to regime change during the early period of the Arab Spring were initially inclusive and pluralistic in nature, with men and women from every political and religious orientation engaging actively in political activities on the street and in virtual spaces. While there was an opening of political space for women and the inclusion of demands of marginalized groups in the activists' agenda, the struggle to reimagine national identities that balance Islamic roots and secular yearnings is still ongoing in many countries in the region. This paper seeks to deepen understanding of the extent to which the pluralistic sentiments and openness to accepting the rights women have persisted following the uprising. We aim to examine changes in attitudes towards women's equality in countries that underwent regime change through popular uprisings during revolutionary upheavals of the Arab Spring and in countries where regimes have remained unchanged. Using available data from consecutive rounds of the Arab Barometer survey, we examine changes in attitudes in nine countries with two rounds of Arab Barometer during and post Arab Spring (Egypt, Yemen, Tunisia, Algeria, Lebanon, Sudan, Jordan, Iraq, Palestine). We find that support for 'Muslim feminism' (an interpretation of gender equality grounded in Islam) has increased over the period and particularly in Arab Spring countries, while support for 'secular feminism' has declined. In most countries examined, relatively high degrees of support for gender equality co-exist with a preference for Islamic interpretations of personal status codes pertaining to women. We discuss the implications of these findings for academics and activists concerned with women's rights in the Middle East North Africa (MENA)." (author's abstract)

Inhalt: Traditionally marginalized groups now have more access to new and unconventional means to participate in politics, transforming the media ecologies of existing political environments. Contemporary feminist scholarship has centered on how women use new media technologies to serve political agendas. However, this literature focuses predominately on women in the West, while women in developing countries, or Asia more generally, have been largely excluded from analysis. This article aims to fill in this gap by examining Thai women’s online activities during the 2013/2014 Bangkok political protests. Specifically, we ask how the rise of social and digital media has altered what it means to participate politically in the context of Thai women’s present-day political experience. To answer this question we looked at how women resorted to various digital and social media to discuss women’s rights and political issues, including Yingluck Shinawatra’s political leadership as Thailand’s first female prime minister (2011-2014). Moving beyond traditional notions of participation, we argue that there is a need to recognize the emerging dynamics of women’s online engagement in the political landscape of Thailand. In the context of a totalitarian state, speaking out against the ruling authority online embodies an additional layer of citizen resistance, a feature of digital life that is often taken for granted in Western democracies.

(Autorenreferat)

Women on the Steering Wheel: Identifying the Potentials of Women in Improving the Protection of Indonesian Women Migrant Workers

Details
Inhalt: This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.

(Autorenreferat)
Inhalt: "The following article makes a contribution to the study of opportunities and difficulties of female East German political mandate holders, and justifies the use of an analytical biography approach. The article is empirically based on the results of my dissertation project East German women in politics. A qualitative analysis. In this present paper I discuss the reasons why exactly the biography-analytical approach is suitable to explore topics of the intertwining of 'outer' life course and 'inner' sedimentation of biographical experiences. The key results of my study are outlined. It is shown that especially the rapid political and socio-cultural change within the former GDR in 1989/1990 offered unique participation opportunities for politically ambitious East German women to pursue a career as parliamentarians after a radically new political scene had been set up. The article also focuses on the paradoxes that the contemporary female mandate holders tend to be confronted with; these paradoxes are exacerbated by the ascribed genderized roles of female politicians. On the empirical base of my (finished) research project, this paper attempts to generate analytical categories and to discuss with their help the work and life situation of women socialized in East Germany within political arenas. The analysis will be pursued in a biography-theoretical perspective, and some ofthe particular features of the field of research of East German women in politics will be formulated." (Autorenreferat)
Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Did the feminists eventually turn their back on the party disappointedly?" (author's abstract)

The Electoral System and Women’s Political Representation in Romania

Details
Inhalt: Taking into account the influence of mentalities and attitudes on the construction of the political imaginary, the author is questioning the possibility if the parity or the quotas can become in the future a source of inspiration for the political representation of women in Romania. This essay analyses two francophone models, France and Belgium, where the quotas and parity are applied, and which represented during the last two centuries sources of inspiration for the electoral and constitutional framework of Romania.

Women's political participation in Indonesia: decentralisation, money politics and collective memory in Bali
Autor/in:
Rhoads, Elizabeth
Quelle: Journal of Current Southeast Asian Affairs, 31 (2012) 2, S 35-56
Details
Inhalt: This article contends that cultural, political and historical factors create a local
political environment where de facto discrimination against women is the norm. Without
thoroughly addressing and altering the underlying issues causing discrimination against
women in politics, a weak quota system will not immediately lead to increased women’s
participation in Bali. This paper argues that the leading factors contributing to
low levels of Balinese women’s participation include widespread money politics, the
revitalisation of customary institutions and local identities through decentralisation,
and the collective memory of the violent dissolution of the Indonesian Women’s Movement
(Gerwani) in 1965–66.
