Women on the Steering Wheel: Identifying the Potentials of Women in Improving the Protection of Indonesian Women Migrant Workers

Inhalt: This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.

Inhalt: Der Beitrag behandelt das Thema 'Gewalt gegen Frauen und Mädchen' in den Politiken der Vereinten Nationen und deren Frauenrechtsinstrumenten aktuell und in ihrer geschichtlichen Entwicklung. Aus einer empirischen Perspektive der aktiven Prozessbeobachtung und -partizipation wird mittels Dokumentenanalyse schwerpunktmäßig das als 'historisch' bezeichnete Abschlussdokument der 57. Sitzung der Frauenstatuskommission der Vereinten Nationen 2013 besprochen. Dessen Inhalte umfassen sowohl die Ursachen und Hintergründe von Gewalt gegen Frauen und Mädchen als auch Empfehlungen für Nationalstaaten, Institutionen, die Zivilgesellschaft und private Akteure, die sie sich zur Umsetzung vorgenommen haben. Das Abschlussdokument wird in seiner Bedeutung als Menschenrechtsinstrument und im Zusammenhang mit der Frauenrechtskonvention untersucht. Im Ausblick wird auf die Verankerung der Frauenrechte im zukünftigen Rahmen der Post-2015-Entwicklungsagenda der Vereinten Nationen eingegangen. (Autorenreferat)
Inhalt: This article discusses the issue of 'violence against women and girls' within the context of policies of the United Nations and their women's rights instruments, concerning the current situation and in a historical framing. From an empirical perspective, the active process of observation and of participation is being referred to with means of document analysis, the so-called 'historic' final document of the 57th Session of the UN Commission of the Status of Women in 2013 is reviewed. Its content includes both the background and causes of violence against women and girls as well as recommendations for nation-states, institutions, civil society, and private actors that focus on realization and implementation. The final outcome document is assessed as an instrument for human rights in relation to the Convention of the Elimination of All Forms of Discrimination Against Women. In an outlook on future deliberations, the anchoring of women's rights in the framework of the United Nations post-2015 agenda is also discussed. (author's abstract)

Zu diesem Zeitpunkt waren Feministinnen der Neuen Frauenbewegung bereits seit mehreren Jahren außerparlamentarisch aktiv. Mit dem Stimm- und Wahlrecht erweiterte sich nun ihr politisches Wirkungs- und Handlungsfeld grundlegend. Doch unter den mächtigen Parteien vermochte einzig die Sozialdemokratische Partei SPS, eine gewisse Anziehungskraft auf die Bewegungsaktivistinnen auszuüben. So traten einige von ihnen Ende der 1970er-Jahre denn auch der Partei bei. Der Beitrag geht der Frage nach, wie dieser Einschluss von Feministinnen in die SPS verlief - eine Partei, die mit ihren hierarchischen Strukturen den Organisationsformen der neuen Frauenbewegung diametral entgegenstand, deren Genossen sich immer mal wieder als 'rote Patriarchen' entpuppten und wo die Frauenfrage stets als Nebenwiderspruch behandelt wurde. Inhalt: "Only in 1971, Swiss women received political citizenship rights. At that time, feminists from the women's liberation movement had been actively involved in non-parliamentary politics for several years. With the right to vote and the right for election, however, their field of political action was expanded fundamentally. But among powerful parties only the Social Democrats SPS appealed to activists. Thus, by the end of the 1970s, some of the activists joined the party. This article examines how feminists were included into the SPS - a party whose structures were completely different from the non-hierarchical women’s liberation movement, whose comrades often turned out to be 'red patriarchs' and where gender issues were always treated as side contradictions. Were the feminists able to put emphasis on changes regarding content, program and structures of the party Did the SPS only incorporate them for the purpose of own interests? Inhalt: "Der Beitrag untersucht die Auswirkungen der Unterrepräsentanz von Frauen in der Politik und setzt sie in Beziehung zu den Themen, über die im Parlament debattiert wird. Damit werden zwei Ziele verfolgt: Zum einen wird gefragt, ob die weiblichen Abgeordneten des aktuellen Parlaments in Singapur andere politische Interessen verfolgen als ihre Kollegen. Zum anderen wird ein breiterer Kontext mit Blick auf die Frage betrachtet, ob weibliche und männliche Abgeordnete ein unterschiedliches Rollenverständnis haben. Auf Basis einer Untersuchung der Themen, die männliche und weibliche Abgeordnete im Parlament aufwerfen und diskutieren, wird argumentiert, dass die Kohorte der weiblichen Abgeordneten innerhalb eines maskulinen Paradigmas operiert und sie deshalb dazu tendieren, ihre Stimme nicht ausschließlich dann zu erheben, wenn es um Themen geht, die traditionell als 'Frauenthemen' gelten. Vielmehr äußern sie sich zu einer ganzen Bandbreite von Themen. Indem sie sich nicht auf 'Frauenthemen' beschränken, wird deutlich, dass sie sich als gleichgestellt und fähig sehen, zu jedwedem Thema etwas zu sagen. Unter den weiblichen Abgeordneten in Singapur besteht ein implizites Verständnis darüber, dass sie aufgrund ihrer Fähigkeiten - eher als aufgrund ihres Geschlechts - ins Parlament gewählt wurden und der Gemeinschaft dienen, um den Zielen ihrer Parteien gerecht zu werden." Inhalt: "This paper investigates the implications of women's underrepresentation in politics in relation to the kinds of issues they raise in Parliament. It has two objectives. First it raises the question of whether the current cohort of female MPs in Singapore has different political interests from their male colleagues, and second, it seeks to understand the larger concern of whether female MPs see their role in politics to be different from that of men's. Through an investigation of the kinds of issues female and male MPs have raised and discussed in Parliament, the paper argues that because the current cohort of female MPs operate within a paradigm that is masculine, they tend not to voice their opinion exclusively on issues thought to belong traditionally to the domain of women but rather on a range of issues. By not restricting themselves to discussing women's issues only, it is evident that these women have consciously chosen to demonstrate that they are equal to men and they are capable of handling any issue. Among Singaporean female MPs, there is an implicit understanding that they were voted in based on their capacity to contribute and serve the community to fulfil the goals of their respective parties rather than on their gender identity." Dabei wird auf die widersprüchlichen und ambivalenten Konsequenzen dieser Prozesse für die heutigen feministischen Politiken aufmerksam gemacht. In diesem Rahmen werden zum einen das transnationale Networking und der Austausch der Frauenbewegungen in der Türkei generell und zum anderen der Wissensaustausch und die Rezeption feministischer Ideen durch kurdische Aktivistinnen im Besonderen fokussiert. Darüber hinaus wird die fragmentierte Landschaft des Frauenaktivismus entlang unterschiedlicher Frauen-NGOs (kurdische, islamische und türkische) in der Türkei vorgestellt und die Verknüpfung zum breiteren Kontext der zunehmenden Bedeutung transnationaler Politiken und der Governance der Geschlechterverhältnisse weltweit skizziert. Inhalt: "Transnationalization and NGOization constitute two determining aspects of women's politics and feminist knowledge production in Turkey. Drawing on the transnational advocacy networks approach and insights offered by analysis of feminist transnational practices, the article relates these two processes to the transformation of second wave feminism in the 90s, and discusses the contradictory and ambivalent consequences of these for feminist politics today. In this framework, it is focused on the transnational networking and exchange of women's movements in Turkey in general, and knowledge exchange and reception of feminist ideas by Kurdish activists in particular. Furthermore, the article deals with the fragmentation of the landscape of women's activism along different women's NGOs (Kurdish, Turkish, Islamic) in the Turkish context, and links these to the wider context of raising the importance of transnational politics and governance of gender relations worldwide. This raises in turn the critical question, which is crucial for both Turkish case but also in general, whether the transnational politics promotes the emancipative potential of women's politics, therefore leading to more democratization of gender relations." Inhalt: "Seit 1989 gibt es in Polen große geschlechterpolitische Konflikte, in denen sich propagierte Geschlechterordnung, vorherrschende Normen und soziale Realität oft nicht decken. Wie lässt sich dies am besten verstehen und erklären? Ausgehend von Birgit Pfau-Effingers Konzept des Geschlechter-Arrangements zeigt der Artikel Dissonanzen in Geschlechterkultur und -ordnung Polens auf und analysiert exemplarisch die Argumentationen in vier Parlamentsdebatten zwischen 1999 und 2005 zu einem Gleichstellungsgesetz. Es zeigt sich, dass im Vergleich zur Bevölkerung national-konservative Diskurse über Geschlechtermodelle und Mütterrollen in der Debatte überrepräsentiert sind. Liberale Voten sind kaum vorhanden und linke BefürworterInnen entwickeln nur wenige positive Bilder über Gleichstellung. Der Artikel stellt die These auf, dass der vergangene Staatssozialismus noch immer bewirkt, dass AkteurInnen rhetorisch und inhaltlich Distanz zu ihm markieren müssen. Inhalt: "Since 1989, Poland has experienced strong political conflicts over gender. However, promoted gender order, prevalent norms, and social reality often diverge. How can this fact be understood and explained? Taking Birgit Pfau-Effinger's concept of gender arrangement as a starting point, the article shows inconsistencies between gender culture and gender order in Poland and analyses argumentative patterns in four parliamentary debates on a gender equality law between 1999 and 2005. Ultimately, it is shown that national-conservative discourses on gender models and mothers' roles are over-represented compared to the population. Liberal voices are almost absent and leftist proponents barely develop positive visions on gender equality. The article hypothesizes that past state socialism continues to influence the debate, as actors still rhetorically and politically distance themselves from the old regime. Furthermore, reasons for the gap between the hegemonic national- conservative discourses, actual ways of living and gender policies are discussed." (author's abstract)
