Women Refugees: An Imbalance of Protecting and Being Protected

Inhalt: The recent refugee crisis in Europe has become a prominent human security issues that continues to receive international attention. The main debate has been on the accommodation of refugees in European countries and the issues that arise from the sudden influx of people into those countries. Camps were established with limited time and information to prepare, leading to issues within these temporary living arrangements. Conditions are worse for women refugees, who suffer similarly to the men but have higher rates of insecurity. This paper attempts to argue for greater protection for women refugees. To do so, it will describe women refugees’ conditions and needs and relate them to an enforced moral responsibility. It argues for more attention to be given to women refugees with specific conditions, those who have been marginalized in most refugee policies. The main argument is that better protection for and empowerment of women refugees is urgently needed due to their own conditions and needs alongside the moral obligations to take care of children and the elderly. To do so, policies have to consult the specific needs of women. An important step towards this effort is to develop further and more detailed classification of women and their specific needs: women refugees’ needs are not merely determined by their own conditions but also the conditions of those they are responsible for.

Promoting social inclusion through sport for refugee-background youth in Australia: analysing different participation models

Inhalt: Sports participation can confer a range of physical and psychosocial benefits and, for refugee and migrant youth, may even act as a critical mediator for achieving positive settlement and engaging meaningfully in Australian society. This group has low participation rates however, with identified barriers including costs; discrimination and a lack of cultural sensitivity in sporting environments; lack of knowledge of mainstream sports services on the part of refugee-background settlers; inadequate access to transport; culturally determined gender norms; and family attitudes. Organisations in various sectors have devised programs and strategies for addressing these participation barriers. In many cases however, these responses appear to be ad hoc and under-theorised. This article reports findings from a qualitative exploratory study conducted in a range of settings to examine the benefits, challenges and shortcomings associated with different participation models. Interview participants were drawn from non-government organisations, local governments, schools, and sports clubs. Three distinct models of participation were identified, including short term programs for refugee-background children; ongoing programs for refugee-background children and youth; and integration into mainstream clubs. These models are discussed in terms of their relative challenges and benefits and their capacity to promote sustainable engagement and social inclusion for this population group.

Inhalt: This article discusses how gender relations change in refugee camps and the role sexual and gender-based violence plays. The majority of refugees are displaced due to conflicts, making refugee camps post-conflict spaces. Despite protection and assistance measures, such camps are criticized for prevailing restrictions and the prevalence of sexual and gender-based violence. Based on an empirical study of a refugee camp in Uganda, this article explores and analyses the structures in the refugee settlement, the forms and conditions of sexual and gender-based violence, as well as changing gender relations. It is argued, on the one hand, that diverse interdependent forms of sexual and gender-based violence, as well as victims and perpetrator structuresexist, and, on the other hand, that the violence is linked with the changing gender relations as well as traumatic experiences made in the refugee contexts, during conflict and flight.

Inhalt: Basierend auf Erfahrungen in einem Forschungsprojekt mit iranischstämmigen Migranten geht der Beitrag der Frage nach, inwiefern sich die umfassend reglementierte und damit weitgehend fremdbestimmte Lebenssituation als Flüchtling im deutschen Asyl auf die biografische Selbstthematisierung in Forschungszusammenhängen auswirkt.
Unabhängig vom jeweiligen Forschungsgegenstand beeinflusst der Kontext der Interviewsituation und die darin zustande kommende Beziehung zwischen Forschenden und Beforschten grundsätzlich die Gestalt der biografischen Erzählung. Infolge der Machtprozeduren im "totalen Flüchtlingsraum", die mit institutionell weitreichenden Zugriffen auf die Biografien von Asylsuchenden verbunden sind, ließ sich in den untersuchten Interviews jedoch eine mehr oder weniger stark ausgeprägte Verschärfung des ohnehin vorhandenen Hierarchieverhältnisses beobachten. In Anbetracht der empirischen Beobachtungen wird für eine reflexive biografiewissenschaftliche Migrationsforschung plädiert, die die Machtverhältnisse im transnationalen Raum in ihren Auswirkungen auf den Forschungsprozess systematisch analysiert. Forschende und Beforschte sind dabei nicht lediglich in ihren kulturellen Differenzen zu betrachten, sondern darüber hinaus in ihren unterschiedlichen intersektionellen Positionierungen, die von weiteren Machtmomenten wie dem sozioökonomischen Status, der Nationalität, dem Geschlecht, der Sexualität usw. bestimmt werden.
Inhalt: Based on a research project with migrants from Iran this paper focuses on the influence of a strictly regulated German asylum life situation on autobiographical telling in research contexts. Regardless of the specific research topic the interview situation and the relationship between interviewer and interviewee always influence shape, form and fashion of the biographical narration. As a result of the strict regimentation of the asylum procedures and their far-reaching impact on biographies in the "total refugee space," an intensification of the hierarchical structure in the interview situation can be observed. Considering the empirical results this paper calls for a reflexive biographical research. This approach has to analyze the power relations in the transnational space and their consequences on the research process. It also has to recognize that researchers and interviewees are not only confined to their culture differences, but that the setting comprises all intersectional localizations, which are defined by social and economic status, nationality, gender, sexuality etc.

Dabei werden zwei Schwerpunkte gesetzt: Zum einen wird die These vertreten, dass insbesondere die sozial- und kulturanthropologische Forschung das Klischee von Flüchtlingen als 'passive HilfsempfängerInnen' durchbrochen und auf die wesentliche Bedeutung eines Aktiv-Seins für Menschen während und nach der Flucht hingewiesen hat. Zum anderen werden frauenspezifische Fluchtgründe und die Anerkennung von frauenspezifischen Verfolgungsformen erläutert. Inhalt: 'In the context of research about globalisation and migration, this article presents crucial results of refugee studies. Two aspects are covered: social and cultural anthropology help deconstructing the image of refugees as helpless and passive aid receivers, and emphasize the need for an active role of refugees during and after their flight. The gender specific reasons that produce refugees and also gender specific forms of persecution are discussed in detail. Finally, case studies, carried out by the two authors, exemplify these gender issues.' (author's abstract)|
