Inhalt: Die Partizipation von Frauen am Arbeitsmarkt hat in den letzten Jahrzehnten in Deutschland stark zugenommen, z.B. ist die Erwerbstätigenquote von Frauen mit knapp 70 Prozent im Jahr 2013 derjenigen der Männer (78 Prozent) bereits sehr nah. Trotzdem gibt es nach wie vor signifikante Geschlechterunterschiede im Hinblick auf das Arbeitsvolumen, die Löhne und Gehälter sowie die Karrierepositionen. Der Sonderbericht "Chancengleichheit am Arbeitsplatz" stellt dazu Daten aus der Forschungsstudie "Arbeitsqualität und wirtschaftlicher Erfolg" dar, die zum Ziel hat, mögliche Zusammenhänge zwischen der Arbeitsqualität der Beschäftigten und dem wirtschaftlichen Erfolg von Betrieben zu untersuchen. Sie wird vom Bundesministerium für Arbeit und Soziales (BMAS) und vom Institut für Arbeitsmarkt- und Berufsforschung (IAB) getragen und vom IAB, vom Seminar für Allgemeine Betriebswirtschaftslehre und Personalwirtschaftslehre der Universität zu Köln, dem Lehrstuhl für Managerial Accounting der Eberhard Karls Universität Tübingen und vom Zentrum für Europäische Wirtschaftsforschung (ZEW) durchgeführt. Es handelt sich um eine Längsschnittstudie, in der mittlerweile in der vierten Befragungswelle jeweils eine Betriebs- und eine Beschäftigtenbefragung durchgeführt wird. Der Sonderbericht "Chancengleichheit am Arbeitsplatz" zeigt, wie sich Frauen und Männer unter Berücksichtigung ihrer Heterogenität hinsichtlich soziodemografischer, beruflicher sowie betrieblicher Merkmale bei Führungspositionen sowie Instrumenten der Personalentwicklung unterscheiden. Eine Besonderheit ist dabei die zusätzliche Berücksichtigung von Persönlichkeitsmerkmalen.
Women's Coalitions beyond the Laicism-Islamism Divide in Turkey: Towards an Inclusive Struggle for Gender Equality?

Inhalt: In the 2010s in Turkey, the ruling Justice and Development Party's (AKP) authoritarian-populist turn accompanied the institutionalization of political Islam. As laicism was discredited and labeled as an imposed-from-above principle of Western/Kemalist modernity, the notion of equality ceased to inform the state’s gender policies. In response to AKP's attempts to redefine gender relations through the notions of complementarity and fıtrat (purpose of creation), women across the political spectrum have mobilized for an understanding of gender equality that transcends the laicism - Islamism divide yet maintains secularity as its constitutive principle. Analyzing three recent attempts of women's coalition-building, this article shows that, first, gender equality activists in the 2010s are renegotiating the border between secularity and piety towards more inclusive understandings of gender equality; and second, that struggles against AKP’s gender politics are fragmented due to different configurations of gender equality and secularity that reflect class and ethnic antagonisms in Turkish society. The article thereby argues for the need to move beyond binary approaches to secularism and religion that have so far dominated the scholarly analysis of women’s activism in both Turkey and the Nordic context.

Inhalt: Das Buch untersucht die umstrittene Institutionalisierung der schweizerischen Gleichstellungspolitik seit Mitte der 1990er Jahre vor allem im Bereich der Erwerbsarbeit und der staatlichen Gleichstellungsinstitutionen. Im Mittelpunkt steht die Frage, wie die politischen Steuerungsprinzipien miteinander verknüpft werden und ob sie Wirkung sowie Überzeugungskraft entfalten können. Alle politischen Akteurinnen und Akteure in der Schweiz bekennen sich rhetorisch zur Norm der Gleichstellung von Frau und Mann, doch die entsprechenden politischen Maßnahmen sind offenbar hoch umstritten: sie sind ausgesprochen vielfältig, aber ihnen fehlt in Bezug auf die Verteilung von Geld, Macht, Zeit und Anerkennung der nachhaltige Erfolg. Wie lässt sich das erklären? In der Forschung zur Gleichstellungspolitik wird seit einiger Zeit das Augenmerk verstärkt auf das Zusammenspiel und die Dynamiken der Maßnahmen untereinander gerichtet. Das Buch wendet diese Perspektive auf die Entwicklung der schweizerischen Gleichstellungspolitik seit Mitte der 1990er Jahre an.

Inhalt: "Studies of the 'Arab Spring' have tended to focus on the economic and political needs of youth, but have not addressed socio-psychological needs such as an unfulfilled desire for marriage and its social consequences. This article discusses the case of celibate women in Tunisia who, because of the high rate of youth unemployment and its social consequences, find it difficult to accomplish the rites of passage that would take them from childhood to adulthood and allow full integration into the community. In order to gain control over the self in a social context that was dominated by a dictatorial state, they have chosen a form of asceticism, wearing the hijab, reading the Qur'an, practicing daily fasting, and re-negotiating hudud - that is moral boundaries and legal limits that have long been a subject of wide debate and of social reforms; at the same time, they support women's rights as expressed in Tunisia's Personal Status Code. Inhalt: "We offer observations about the obstacles to promoting a gender-inclusive labor force based on two sets of data on female Qatari students and professionals. Data set 1 is the result of a project pertaining to the disparity between education and employment among Qatari women. We surveyed 274 young women between the ages of 17 and 25 with the aim of understanding some of the reasons why Qatari women were not entering the workforce. Data set 2 derives from 350 focus groups and interviews with female students to assess the effect their tertiary education had on their marriageability. While education has delayed the age of marriage when this generation of women is compared with that of their mothers and grandmothers, the social expectations of becoming a wife and ensuing motherhood mean that marriage can restrict a woman's working outside the home." Inhalt: "Since the US invasion in 2003, Iraq has faced multiple outbreaks of violent conflicts. In that context, feminist authors have stressed the extremely difficult situation of women in an Iraqi society that is undergoing transformation. Despite the difficulties that women are facing, they are actively engaging in change and the transformation of gender relations through NGO activism. As women feel that their situation is closely connected to issues that affect Iraqi society as a whole, strategies for changing gender relations are therefore embedded within broader concepts of social change. An empirical analysis of my own field research conducted in Iraq reveals that ideas about change are strongly influenced by the social positionality of women (in particular gender, nationality and class). Inhalt: "Structural materialist feminism and new material feminism enable us to enhance the ecofeminist criticism of societal relationships to nature in capitalism. Social reproduction is the starting point for analyzing the material structure of capitalist production modes and power relations. Thus, the material re/productivity of the female body again comes to the fore in feminist analysis. The queer ecology approach to the nexus of sexuality, nature, femininity, and care deconstructs the assumed 'naturalness' of female re/productivity and heterosexual motherhood. Queer ecologies broaden the scope of ecofeminist analysis and bring in a non-heteronormative conception of care for humans and for nature which is not bound to heterosexual motherhood. Alternative economies beyond capitalist relations of re/production will then not only put an end to the exploitation of natural resources but also to the social appropriation and economic invisibility of women's work for social reproduction." Gender Justice as an International Objective: India in the G20

Inhalt: The G20 states have made a commitment to drastically lower the gender differential in their labour markets. All G20 states, including India, will have great difficulty doing so, as the disparity is a consequence not of formal deficiencies, but of informal norms and value attitudes. It will take both time and holistic approaches on the domestic and international levels to change this.
Gender justice will feature more prominently at this year's G20 summit under the German presidency. At past summits, the issue was rather neglected. The 2014 Brisbane Declaration represented a watershed moment, as the G20 states committed to reduce the gender gap in the labour market participation rate by 25 per cent by the year 2025.
Women's employment rates in some countries are, however, stagnating – in India they have even dropped. Neither economic growth nor statutory requirements or strides in women's education have improved the situation. Given all this, the question arises of how the stated objective can be reached.
The Modi government has developed a new strategy to increase women's participation in the labour market that includes attracting textile and other manufacturing industries and promoting self-employment and professional qualifications.
It remains to be seen whether the measures will succeed; whether low-paying jobs in the textile industry will truly lead to good jobs; and whether this will increase women's levels of societal, political, and economic participation. A change in discriminatory value attitudes is particularly crucial.
The G20 states are in at least verbal agreement that gender justice is fundamental to sustainable and socially just economic growth. The increase in women's labour market participation should be seen as just one step in the right direction. To help create vital jobs in India, Germany should advocate for holistic political measures in the context of its G20 presidency, and the EU and the G20 should support India in its attempts to open markets and attract direct investment.
