Inhalt: Die kontroverse Debatte um die Elternkarenz ist im Vorfeld der Einführung des Kinderbetreuungsgeldes neu entflammt. Dieses Working Paper möchte ausgehend von der Arbeitsmarkttheorie und Überlegungen hinsichtlich der Finanzierung des Karenzgeldes der Frage nachgehen, welche konkreten Effekte aus der Inanspruchnahme von Karenz auf die Arbeitsmarktpartizipation bzw. das Erwerbseinkommen resultieren. Neben der Präsentation internationaler Forschungsergebnisse zu dieser Thematik soll insbesondere die Situation in Österreich berücksichtigt werden: Welche Konsequenzen ergeben sich hierzulande aus der Inanspruchnahme von Karenzurlaub? Diese Arbeit greift die Problematik der Karenz auf und möchte die kürzlich vorgenommenen Modifikationen der Elternkarenz anhand vorangegangener Studien zu diesem Thema kritisch betrachten. Folgende Fragestellung steht dabei im Mittelpunkt der Überlegungen: Ist die Elternkarenz eine probate Maßnahme, um Familie und Erwerbstätigkeit zu kombinieren, oder verstärkt sie geschlechtsspezifische Ungleichheiten - hinsichtlich der Arbeitsmarkpartizipation und dem Erwerbseinkommen - am Arbeitsmarkt?

Inhalt: "Der Essay skizziert drei innovative Wege zur Förderung der Beschäftigung in Dienstleistungen: Erstens würde die Abkehr von Produktmärkten zugunsten von Nutzungsmärkten mehr und neue Typen von Nutzungsdienstleistungen hervorrufen. Auf Nutzungsmärkten wird der unmittelbare Nutzen und nicht ein möglicherweise Nutzen leistendes Produkt gekauft. Darüber hinaus lenkt diese Strategie die Aufmerksamkeit auf günstigere Rahmenbedingungen für Dienstleistungen. Zweitens muß die These der 'Kostenkrankheit' revidiert werden, da durch die neuen Technologien die Möglichkeiten gestiegen sind, die Produktivität auch von Dienstleistungen zu steigern und die mit vielen Dienstleistungen verbundenen Einkommensrisiken durch modernes Risikomanagement abzusichern. Dienstleistungs-Produkt-Ketten sind die wichtigste Form der Produktivitätssteigerung von Dienstleistungen, was am Beispiel des Künstlerarbeitsmarkts demonstriert wird. Die Entwicklung der Sozialversicherung in diesem Bereich bietet anregende Ideen für ein Risikomanagement, das über den traditionellen Wohlfahrtsstaat hinausgeht. Drittens könnte die Umlenkung von Transferzahlungen an Bezieher mit geringem Einkommensvermögen in direkte Beschäftigungsunterstützung deren Selbstvertrauen stärken, mehr Nachfrage nach Beschäftigungsdienstleistungen hervorrufen und dadurch vor allem die Gleichstellung zwischen den Geschlechtern auf dem Arbeitsmarkt fördern." Inhalt: "This essay intends to explore three innovative ways to foster job creation in services: First, the switch from product markets to utility markets would induce more and new types of user services. Such a switch would not only be more employment friendly but also foster a sustainable economic development compatible with ecological principles. The reorientation from products to utilities provides strong arguments for an emphasis on the framework conditions of services, for instance for lowering VAT in favour of labour intensive services, for forward regulation through (usually service enhancing) high quality standards, for deregulating market entry barriers, and for subsidising networks instead of individual products or services. Second, the thesis of cost disease has to be reconsidered in view of productivity enhancing possibilities by new technologies, and in view of innovative possibilities in managing specific income risks related to modern services. Service-product chains are the main ingredient for increasing productivity in services which is demonstrated in the field of art. Various approaches of social insurance in this field offer also inspiring ideas for risk management beyond the traditional welfare state. The most important policy conclusion related to this experience is the inclusion of consumers into the financing of social insurance. Third, the switch from transfers to persons with low earnings capacities to the support of peoples self-reliance through their own work could also induce increasing demand for already existing or new types of job services, and contribute especially to gender equality in the labour market. The central policy conclusion is the recommendation to turn social benefit entitlements (transfers) into vouchers for buying or co-financing job services." (author's abstract)

Inhalt: "Das traditionelle Normalarbeitsverhältnis hat seit den achtziger Jahren gegenüber anderen Erwerbsformen (Teilzeitbeschäftigung, befristete Beschäftigung, Leiharbeit) an Bedeutung verloren. In Berlin liegt mittlerweile der Anteil der Normalarbeitsverhältnisse an allen Erwerbsformen deutlich unter dem bundesdeutschen Durchschnitt. Einflußfaktoren wie wirtschaftlicher Strukturwandel, steigende Erwerbsbeteiligung der Frauen und institutionelle Rahmenbedingungen erklären den Wandel der Erwerbsformen nur zum Teil. Theoretische Basis der Analyse ist ein Modell, das - basierend auf den Arbeiten von Herbert A. Simon - zwischen Kauf- und Arbeitsverträgen unterscheidet. Welche Vertragsform gewählt wird, hängt einerseits vom Interesse an Einkommenssicherheit, Wettbewerbsbeschränkung und Qualifikationsentwicklung ab und andererseits vom Interesse an frei verfügbarer Arbeitskraft, zuverlässiger Leistung und (auf dem Markt nicht käuflichen) Erfahrungswissen. Infolge veränderter Kontextbedingungen kann - so die Annahme - auf beiden Seiten das Interesse an regulären Arbeitsverträgen zugunsten von Kaufverträgen oder von Mischformen nachlassen. Die Diskussion läßt erkennen, daß 'Arbeitnehmer' und 'Arbeitgeber' auch künftig ein starkes Interesse an dauerhaften Arbeitsverträgen habendiese werden jedoch zunehmend Elemente von Kaufverträgen (Zielvereinbarungen, Gewinn- und Kostenbeteiligung) aufweisen. Der Wandel der Erwerbsformen in der Bundesrepublik Deutschland und in Berlin wird auf Basis des Mikrozensus von 1985 bis 1998 verglichen. Inhalt: "The structure of employment in the Federal Republic of Germany has been diversifying increasingly since the 1980s. The traditional 'regular employment relationship' has lost ground to other employment forms such as part-time, fixed-term or agency work, though it is still by far the most common type of employment relationship. In Berlin, however, more substantial changes are evident since the early 1990sin particular, there has been an absolute decline in the share of regular employment relationships. As a share of all forms of employment in Berlin, regular employment relationships are now well below the national average. However, at the same time atypical employment forms, such as marginal part-time work and agency work, have expanded significantly over a short period of time. Do the developments in Berlin represent the future structure of employment, or are we looking at an historically determined adjustment process that will soon conform to the national trend? Possible determinants such as economic restructuring, the growth in female labour force participation or the institutional framework can only partly explain the change in employment forms. The development of employment forms in the foreseeable future is another interesting question: Will the regular employment relationship remain the dominant type, or can a further erosion in favour of other forms of employment be expected? A theoretical model based on the work of Herbert A. Simon and differentiating between sales contracts and employment contracts provides some answers. Each of these contractual forms has typical advantages and disadvantages. The choice between them depends, on the one hand, on the interest in income security, restraints on competition and development of professional skills and, on the other hand, on the interest in freely available work capacities, reliability of performance and experience knowledge which is usually not for sale on the market. Changing context conditions, it is assumed, can lead to a loss of interest on both sides in regular employment contracts in favour of sales contracts or in combinations that contain elements of both contractual forms. This would explain the increase in flexible employment relationships. However, the discussion of the model shows also that 'employees' and 'employers' will continue to have a considerable interest in permanent employment contracts in the future, but that these will increasingly incorporate elements of sales contracts (such as agreements on goal attainment and shares in profits and costs). The change in employment forms in Germany and Berlin is compared on the basis of microcensus data from 1985 to 1998. Unlike previous studies, the analysis includes not only the trends for types of employment as a share of all employment forms, but also labour force participation trends. In addition, the analysis specifies for gender throughout. Women work less often than men in a regular employment relationship. However, in Germany as a whole the activity rate of women in regular employment relationships rose, while it declined for men, and in Berlin women were less affected by the decline in regular employment relationships than men." Inhalt: "Changes in the structure and regulation of employment in Japan differentially impact men and
women. The labor force participation of Japanese women is increasing, but women’s
employment is concentrated in relatively deregulated and flexible forms of non-standard and
precarious employment. Women and men have relatively equal levels of unemployment at
present, but the flexibility which characterizes part-time and temporary work lands women
into the ranks of the unemployed throughout their life course, while men are more likely to
experience unemployment at the entry and exit points to the labor market. Unemployment
measures are directed mainly at alleviating the sources of male unemployment. Employment
deregulation in Japan embodies varying degrees of re-regulation depending on the gender
composition of work types. Part-time work is undertaken primarily by women, and remains
relatively deregulated and unprotected. Temporary work regulations vary according to
whether the occupations are typically performed by women (deregulated temporary work) or
men (tightly regulated temporary work). Working hours have been deregulated for both men
and women, but coupled with the deregulation of temporary work in female-dominated
occupations, the change poses a greater disadvantage for women. The recent reform of the
Equal Employment Opportunity Law in Japan, while responding in part to social demands for
strengthening the regulation of equality, remains unenforceable. The analysis concludes that
rather than more equality in employment, recent Japanese developments point to the
institutional embedding of a gender segmented labor market, with men continuing in
relatively protected and regulated standard employment and women relegated to flexible and

Inhalt: "In dieser Analyse werfen wir einen kritischen Blick auf die vermeintlichen Erfolge des japanischen und deutschen Beschäftigungssystems, indem wir den Fokus auf das Wachstum der geringfügigen Beschäftigung und der Frauenbeschäftigung legen. Wir untersuchen dies anhand der Begriffe der Institutionalisierung des Klassen- und Geschlechterkompromisses, die in einem Geschlechtervertrag auf der Basis eines starken männlichen Versorgers verankert sind. Dieser schwächte die Positionen der Frauen und führte zu standardisierten Beschäftigungsverträgendie auf die Bedürfnisse, Interessen und Autorität der Männer abgestimmt sind. Diese 'erfolgreichen' Versorgermodelle basieren auf den Forderungen der Gewerkschaften nach einem 'Familieneinkommen' und steuerlichen Umverteilungssystemen, die Anreize für Frauen zur Verringerung der Erwerbsbeteiligung schufen und somit starre Insider/ Outsider-Formen der Segmentierung hervorriefen. Diese starke Verankerung in Arbeitswelt und Wohlfahrt sowie die Organisationsprinzipien in den öffentlichen und privaten Sphären determinieren die Reform- und Erneuerungsfähigkeit des Modells. Zusätzlich zu den generellen Schwächen stehen beide Gesellschaften und Regierungen aufgrund der Zunahme der bezahlten Frauenbeschäftigung, der Zunahme geringfügiger Arbeit, sich ändernder Haushaltsformen und Werten vor der Aufgabe, bestehende Beschäftigungs-, Steuer- und Wohlfahrtsarrangements zu reformieren. Inhalt: "In this discussion paper we set out to provide a critical perspective on the supposed successes of the Japanese and German employment system by focusing on the rise of marginal and female employment. We examine this in terms of the institutionalisation of a class and gender compromise that embedded a strong male-breadwinner gender contract. This compromised women's positions and standardised employment contracts around the needs, interests and authority of men. In both countries, women's secondary employment status often renders them dependent on income transfers from an individual full-time male worker. These 'successful' breadwinner models have been built on union demands for a 'family wage' and redistributive tax systems that create incentives for women to reduce their labour force participation, creating stark insider/ outsider forms of segmentation. The embedded nature of this model in the world of work and welfare, and the principles of organisation in the public and private spheres, constrain the options for reform and renewal. Adding to the current weaknesses both societies face, the increase of female integration in paid employment, the growth of marginal work, changing household forms and values, are forcing governments to reconsider how to reform existing employment, tax and welfare arrangements. We examine whether attempts to weaken the traditional breadwinner model, in the face of current economic problems, may in fact lead to undermining the conditions for core employees, and the pillars of success that supported a strong breadwinner model in the past." Inhalt: 'Die Studie beinhaltet die Ergebnisse der begleitenden Evaluation zur Chancengleichheit von Frauen und Männern und des Gender Mainstreaming im NAP. Durch Übernahme der Europäischen Beschäftigungspolitischen Leitlinien haben nicht nur politische Maßnahmen zur Förderung der Erwerbschancen von Frauen an Bedeutung gewonnen, sondern auch Instrumentarien zu deren Evaluierung. Neben der Darstellung der methodischen Vorgangsweise der Evaluation des Gender Mainstreaming und der festgestellten Wirkungen wird ein Überblick über die Entwicklung und die derzeitige Frauenerwerbssituation als Ausgangspunkt der Bewertung gegeben. Die Bewertung des NAP konzentriert sich auf die Schwerpunkte der Maßnahmen zur Chancengleichheit von Frauen und Männern in den Jahren 1998 und 1999, nämlich auf Qualifizierungsmaßnahmen für arbeitslose und arbeitsuchende Frauen und die Förderung der Kinderbetreuungseinrichtungen, sowie auf die Berücksichtigung des Gender Mainstreaming in allen Maßnahmen und makroökonomische Effekte auf Beschäftigung und Arbeitslosigkeit von Frauen. Es wird gezeigt, dass durch verstärkte Qualifizierungsmaßnahmen und die Förderung der Kinderbetreuungseinrichtungen positive Effekte auf die Beschäftigungssituation von Frauen ausgeübt wurden. Allerdings bleiben in vielen Bereichen Zweifel bezüglich der qualitativen Effizienz und der längerfristigen Wirkungen der Maßnahmen.' (Autorenreferat)
Inhalt: 'The paper presents the results of the evaluation of equal opportunities for women and men of the Austrian National Action Plan for Employment. With the adaptation of the European Employment Guidelines the promotion of equality between women and men at the workplace became more important in Austria and showed the relevance of instruments for their evaluation. The report offers an outline an the evaluation of gender mainstreaming and first results as well as a baseline of the situation of women an the Austrian labour market. The evaluation of equal opportunities mainly focus on qualification measures for unemployed women and improvements for childcare facilities, an the consideration of gender mainstreaming in other policy areas as well as macro economic effects on employment and unemployment of women. It shows, that the promotion of qualification measures and childcare facilities increases the activity rate of women. Although there remain doubts about the quality and sustainability of many measures.' (author's abstract)|
