Inhalt: After some introductory remarks, this article gives a brief overview on contem-porary terrorism research in the political and social sciences. Then, the important contributions historical studies have made to enhance the academic knowledge about terrorism are sketched. The third part provides an overview which not only critically discusses the state of research on gendered aspects of terrorism but also demonstrates the stimulating insights gained by employing a historical perspective in this field. In the fourth chapter, the authors outline some promising topics of future terrorism research which all can be studied from gender sensitive historical perspectives. Finally the results of the contributions put together for this HSR Special Issue are summarized.

Inhalt: Theoretical development within gender studies and terrorism studies has occurred along the axes of identity, material and spatial power and inequality, and geography. Gender scholars have been concerned with the transformation of oppressive political structures, with increased inequality and understanding how gender structures limit women’s opportunities, and with the role of separate geo-graphical and social spheres in shaping outcomes. Terrorism scholars have con-ceptualized terror as a political process, the result largely of economic inequality and to some extent, gender structures, and they have articulated a role for urban space in conceptualizing interventionist policy to ameliorate the terrorist threat. This paper traces the development of these theoretical traditions, pointing out the thematic similarities, but also the dissimilar objects of inquiry. A review of the scholarship where gender informs terrorism studies points the way to future development of scholarship around (1) solving the global terrorism problem by further understanding gender structures for both men and women; (2) the role of urban and non-urban spaces as the backdrop for terrorist recruitment and formation processes; and (3) how gender is likely to affect actual survival for gendered urban populations when terrorism occurs.

Inhalt: In this brief analysis, we use a new dataset of two million voter registration records to demonstrate that gender, race, and age do not correlate with political participation in the ways that previous research has shown. Among Blacks and Latinos, women participate at vastly higher rates than men; many Blacks participate at higher rates than Whites; and the relationship between age and participation is both not linear and varies by race and gender. Survey research is unable to capture the true relationship between demographics and participation on account of survey bias and, more importantly, the non-linearity of effects. As a result, theories of participation, like the dominant resources-based models, have been built on faulty premises and tested with inadequate data. Our evidence calls for a renewed effort to understand election participation by utilizing large datasets, by being attentive to linearity assumptions, and by returning to theory.

Kontinuitäten im Wandel: Handlungskoordinationen von Frauenrechtsaktivistinnen in Aceh

Im Aushandlungsprozess ihrer Visionen eines neuen Acehs positionieren sie sich zwischen ihrer persönlichen islamischen Religiosität und acehischen Identität sowie zwischen dem Nationalstaat und internationalen Konventionen. Die Frage nach den Erfahrungen und Einflussfaktoren, die Motive, Ziele, Strategien und Umsetzung frauenrechtlicher Arbeit von Aktivistinnen in Aceh bedingen, steht im Mittelpunkt dieses Artikels. Basierend auf einer 11-monatigen ethnologischen Feldforschung und biographischen Interviews in Aceh, argumentiert die Autorin, dass muslimische Aktivistinnen ihre frauenfördernde Arbeit nicht mit eigenen Erfahrungen der Benachteiligung durch patriarchale Strukturen begründen, sondern die anfängliche Triebfeder in der Betroffenheit, Empathie und Solidarität mit physisch und psychisch versehrten weiblichen Kriegsopfern sehen. Nach steigender Institutionalisierung und Kommerzialisierung von Wiederaufbau- und Entwicklungshilfe nach dem Tsunami 2004 empfinden Aktivistinnen hohe Diskrepanzen zwischen den Zielen der GeldgeberInnen und lokalen Organisationen und plädieren für eine Rückbesinnung auf die Bedürfnisse von Frauen an der Basis." Inhalt: "Muslim women activists in Aceh play a central role in eliminating social and political ills and promoting women's rights. In their visions of a new Aceh, they situate themselves between their Islamic belief and Acehnese identity as well as between the nation state and international conventions. The central question presented in this article relates to experiences and factors which influence the aspirations, goals, strategies, and implementation of women's rights work among women activists in Aceh. Based on an 11-month ethnographic field research and biographic interviews, the author argues that Muslim women activists do not perceive their work for the advancement of women as a result of their own experiences of discrimination by existing patriarchal structures. Rather, the source of their engagement lies within their empathy and solidarity with physically and psychologically suffering female conflict victims. Due to the increasing institutionalization and commodification of reconstruction and development aid after the tsunami of 2004, women activists recognize large discrepancies between the aims of foreign donors and those of local organizations and emphasize a return to women's needs at the grassroot level." Männerpolitik unter der schwarz-gelben Regierung: auf dem Weg zu einer geschlechtergerechten Gesellschaft?

Inhalt: Die Verfasserin argumentiert, dass die Männerpolitik der Bundesregierung einerseits von der Vereinnahmung feministischer Forderungen und Argumentationsweisen und andererseits von der Abgrenzung zu diesen lebt. Durch biologisierte Identitätsvorstellungen trägt eine solche Männerpolitik zur Aufrechterhaltung von Heteronormativität und damit zur Sicherung und Stabilisierung hierarchisierter vergeschlechtlichter Machtstrukturen bei und nicht zu mehr Geschlechtergerechtigkeit. Um diese zu erreichen, sollte eine kritische Auseinandersetzung mit Männlichkeit (und Weiblichkeit) stattfinden und eine stärkere Verknüpfung mit feministischer Theorie und Praxis erfolgen. In diesem Sinne setzt sich die Heinrich-Böll-Stiftung schon seit einigen Jahren kritisch mit Männerpolitik auseinander und bietet mit dem Konzept der Geschlechterdemokratie eine bedenkenswerte politische Alternative. Es sollte nicht nur, wie am Ende der Konferenz zur Männerpolitik vorgeschlagen, der Titel und somit das Programm des Ministeriums für Familie, Senioren, Frauen und Jugend um Männer erweitert werden, sondern eine wirkliche Alternative zu herrschenden Geschlechterverhältnissen eröffnet werden. While it is impossible to provide an overview of all relevant issues 'in Asia' or in 'Asian politics', some of the cross-national and cross-regional concerns and challenges for women in politics are introduced. The authors then select three sub-themes that they consider revealing for a portrayal of gender and political participation in Asia. These are (a) female parliamentarians, voters, and ambivalences of gender policies, (b) female ministers and heads of states and governments, and (c) international intervention and gender-specific instruments of intervention politics. From women's quota to "women's politics": the impact of gender quotas on political representations and practices in the Pakistani National Parliament

Wenngleich eine Quotenregelung kein Novum für das Land darstellte, war ihr Wert noch nie so hoch ausgefallen. Seit der Abschaffung der Quote im Jahr 1988 war die Repräsentation von Frauen im Parlament auf unter 3% gesunken. Als mit den Wahlen von 2002 dann 80 Frauen in die Nationalversammlung einzogen und ca. 20% aller Abgeordneten stellten, wurde die neue Regelung als bahnbrechend aufgefasst. Musharrafs Entscheidung erhielt viel Lob von Aktivistinnen der Frauenbewegung. Der Beitrag versucht zu beurteilen, wie Frauen sich in Diskurs und Praxis neue Wege geschaffen haben, um Politik zu machen. Während die Agency von Frauen durch Quotenregeln durchaus anerkannt wird, lautet die Argumentation aber auch, dass eine gesonderte Demarkation von 'Frauenpolitik' Einschränkungen mit sich bringen, zur Marginalisierung von Frauen beitragen und Genderstereotype verstärken kann." Inhalt: "In 2002, the Pakistani President Pervez Musharraf announced that 17% of the seats in the National Assembly and Senate would be reserved to women. Though quotas for women were not a new phenomenon in Pakistan, they had never reached this level. Moreover, after they had been dropped in 1988, the representation of women in the Pakistani parliament fell under 3%. Thus the entry of more than 80 women in Parliament (about 20% of all MPs) in 2002 was considered as a game changer in Pakistani politics, and Musharraf's decision was generally praised by activists of the women's movement. The article tries to evaluate how women construct new ways to do politics in their discourses and practices, and what place gender norms and representations occupy in this process. While recognizing women's agency though quota regulations, it is also argued that a distinctive demarcation of 'women's politics' can bring about constraints, contribute to women's marginalization in the political field, and strengthen gender stereotypes." Inhalt: "John Higley' s work traverses the boundaries of sociology, history and politics in the best tradition of classical social theory, and it has inspired countless scholars across Europe, North America, Australia and Asia. This inspiration has worked on three fronts: paradigmatic, theoretical and empirical. Higley and his colleagues revived the 'elite paradigm' focusing on top national power-holders, where elites are seen as the key social actors and agents of social and political change. An interest in elite theory was also stimulated by his work, especially with respect to the relationship between the key characteristics of national elites, such as their integration and consensus, and the nature (democratic or otherwise) of political regimes. This theoretical work inspired numerous critical analyses of elite transformations that precipitated the post-WWII 'halcyon years' of stability and growth in Europe and North America, the liberal-democratic transformations in post-communist Europe, as well as the recent turbulences: the financial crisis and a prolonged economic slowdown. The work of Higley and colleagues also continues to inspire a revival of macro-theoretical interests, especially in the European social theory, social-historical research, and theoretically informed political analysis." A gender-comparative analysis of political recruitment processes is apt to uncover these gendered power relations. In these two decades, four empirical surveys (five among the economic elite) have been carried out at the Institute for Political Science of the Hungarian Academy of Sciences to explore the composition, recruitment, lifestyle, and attitudes of different elite groups. This large amount of data (4773 persons, in total) allows us to follow long term trends not yet analyzed and distinguish between several types of social processes in the Hungarian elite.
