Inhalt: The literature on gender and science shows that scientific careers continue to be characterised – albeit with important differences among countries – by strong gender discriminations, especially in more prestigious positions. Much less investigated is the issue of which stage in the career such differences begin to show up.
Gender and Precarious Research Careers aims to advance the debate on the process of precarisation in higher education and its gendered effects, and springs from a three-year research project across institutions in seven European countries: Italy, Belgium, the Netherlands, Iceland, Switzerland, Slovenia and Austria. Examining gender asymmetries in academic and research organisations, this insightful volume focuses particularly on early careers. It centres both on STEM disciplines (Science, Technology, Engineering and Mathematics) and SSH (Social Science and Humanities) fields.

The gendered modus operandi of the illiberal transformation in Hungary and Poland

Inhalt: Based on a comparative analysis of the ideological and policy tools of illiberal ruling parties in Hungary and Poland, this paper makes the case that the 21st century Central European illiberal transformation is a process deeply reliant on gender politics, and that a feminist analysis is central to understanding the current regime changes, both in terms of their ideological underpinnings, and with respect to their modus operandi. It argues that: 1. opposition to the liberal equality paradigm has become a key ideological space where the illiberal alternative to the post-1989 (neo)liberal project is being forged; 2. family mainstreaming and anti-gender policies have been one of the main pillars on which the illiberal state has been erected, and through which security, equality and human rights have been redefined; 3. illiberal transformation operates through the appropriation of key concepts, tools and funding channels of liberal equality politics which have been crucial to women's rights. The article describes some new and distinct challenges illiberal governance poses to the women's rights, feminist civil society and emancipatory politics in Hungary and Poland.

Individualized sex equality in transforming Finnish academia

Inhalt: This article examines the equality agenda in the context of Finnish university reform in the 21st century. In Finland, the academic regime went through an organizational transformation after the Universities Act in 2009. However, little attention has been paid to the questions of sex or equality. Since the policy influences on equality in education and work are increasingly transnational, this article also observes the role of gender mainstreaming in universities’ equality agenda. The appearance of sex equality is analysed through a variety of documentary materials. The findings indicate the balance between higher educational demands and tightening requirements on equality promotion. Equality work, as a part of human resources, is seen through legislation and provides common good and market advantages. The aims seek to ensure similar treatment between individuals and case-specific anti-discrimination, separating spheres of academic work and private life. The focus is on subjective rights on economic rewards and career opportunities. Yet, confused by the abstract principle of gender mainstreaming, the individually oriented view diverges from the traditional Nordic equality model. The study suggests an evaluation of key concepts and assumptions of equality politics in higher education institutions.

Inhalt: Klein präsentiert eine Einführung in die Institutionen, Akteure und (rechtlichen) Instrumente der Europäischen Union. Ebenso verständlich wie erklärend ist ihre Auseinandersetzung mit dem von ihr gewählten Politikfeld 'Gleichstellungspolitik' das ihres Erachtens im Mainstream der Politikwissenschaft, Soziologie oder Rechtswissenschaft bislang nur eine marginale Rolle spielt. Sie identifiziert drei Hauptstränge europäischer Gleichstellungspolitik - Lohngleichheit, Diskriminierungsabbau und Gender Mainstreaming - und diskutiert zum einen die konkrete Umsetzung von Gesetzen in der Praxis, zum anderen aber auch ihre Bedeutung für die Beseitigung von Ungleichheit zwischen Frauen und Männern. Diesen zweiten Aspekt verbindet sie mit einer knappen Darstellung der Auseinandersetzung über 'Gleichheit' in der feministischen Diskussion, bei der die Forderung nach formaler Gleichheit um das Paradigma der Differenz erweitert wurde. Die Abkehr von Frauen als 'Kollektiv' habe sich jedoch für die Entwicklung einer politischen Strategie häufig als problematisch herausgestellt. Wie die europäische Gleichstellungspolitik konkret auf ungleiche Lebensverhältnisse von Frauen und Männern sowie die gesellschaftliche Benachteiligung von Frauen eingeht, zeigt Klein anhand der Ungleichheitsdimensionen Erwerbsarbeit, Familientätigkeit (die Verteilung von unbezahlter und bezahlter Arbeit) und Gewalt. Den Abschluss bildet eine Auseinandersetzung über die Bedingungen in den einzelnen Mitgliedstaaten für eine Umsetzung von Gleichstellungspolitik, die Klein mithilfe von Erkenntnissen aus der vergleichenden Wohlfahrtsstaatsanalyse erklärt. Transparency in Academic Recruitment : A Problematic Tool for Gender Equality?

Inhalt: Gender research has made a call for more transparency and accountability in academic recruitment and selection in order to overcome the inequality practices that have led to an underrepresentation of women among full professors. This paper provides insight into the multiple ways in which the notions of transparency and accountability are put into practice in academic recruitment and selection, and how this has enhanced – or hindered – gender equality. The methods employed consist of a qualitative content analysis of seven recruit-ment and selection protocols, interviews with 64 committee members, and an analysis of 971 appointment reports of full professors in the Netherlands. Our analysis contributes to the study of organizations in three respects. First, it shows that recruitment and selection processes are characterized by bounded transparency and limited accountability at best. Second, it explains that the protocols that should ensure transparency and accountability remain paper tigresses, because of the micropolitics and gender practices that are part and parcel of recruitment and selection. Third, it contributes to gender equality theory in organization theory by showing how a myriad of gender practices simultaneously increases and counteracts gender equality measures in academia.

Inhalt: Der Beitrag zur Geschlechterforschung befasst sich mit folgender Frage: Wer sind die Antagonisten der errungenen geschlechtergerechten Normen und mit welchen Argumenten auf den diplomatischen Vorder- und Hinterbühnen versuchen sie, Frauen-/Menschenrechte auch mit Blick auf geschlechtsbezogene Gewalt anzufechten bzw. zu unterlaufen? Zur Beantwortung werden im ersten Schritt zunächst die Ausgangsbedingungen und Entwicklungsfaktoren dieses globalen, frauenbewegungspolitischen Prozesses rekonstruiert, innerhalb dessen es zur Redefinition der Frauen- als Menschenrechte kommen konnte. Im zweiten Schritt wird sodann aufgezeigt, welche Bedeutung dem Zusammenspiel von nationalen und transnational agierenden Frauenbewegungen und deren Diskurs der 'Frauenrechte sind Menschenrechte' für die Normen- und Maßnahmenregenerierung im Kampf gegen Gewalt gegen Frauen und Mädchen auch im sozialen Nahraum zukommt. Im dritten Schritt richtet sich abschließend der Blick auf drohende Rückschritte im Bereich der Frauen-/Menschenrechte. Hierbei geht die Autorin von der These aus, dass es den transnational agierenden Frauenbewegungen auf Basis neuer Ressourcen und veränderter politischer Chancenstrukturen gelungen ist, sich im Rekurs auf den Deutungsrahmen 'Frauen sind Menschenrechte' in die seit Ende der 1980er Jahre sich verdichtende globale Menschenrechtskultur einzuschreiben und erstmals in der Geschichte der Menschenrechte ein soziales Gewissen und soziale Solidarität hinsichtlich geschlechtsbezogener Gewalt zu etablieren.
