Inhalt: Educational expansion, the massive increase of women’s labor force participation, and assortative mating have reduced asymmetries in educational achievements and in career resources between women and men in virtually every Western society. This paper provides an analysis of the association between partners' education, parenthood, and spouses' relative labor supply in East and West Germany. Education is considered from two angles: as an indicator for resources on the labor market or as an indicator for gender attitudes. We apply cross-sectional data from the 2011 German Microcensus, comprising 57,366 couple households. For our estimations, we use General Linear Models. Because of high case numbers, we are able to estimate several interaction effects in statistical powerful detail. We find that (1) a woman's share of paid work is higher, the higher she is educated; (2) women with higher education than their male partners realize higher shares of relative employment (in comparison to other women); (3) women rarely realize a share of 50% or higher on average in any educational composition; (4) especially young children have a huge impact on women's labor supply; and (5) women's comparative educational advantages are more important for their share of paid work in West than in East Germany. Neither interpretation of relative education can explain the overall picture of couples’ division of paid work alone. Depending on parenthood, the age of the youngest child in the household, and the regional context, either normative, or economic exchanges between partners seem to drive the association between relative education, and relative labor supply of women. We demonstrate the usefulness of two theoretical approaches of framing education as an explanatory concept.

Inhalt: Dieser Beitrag erforscht die Zeitverwendung von Kindern und Jugendlichen im Alter von 10 bis 17 Jahren auf bildungsnahe Aktivitäten und beleuchtet dabei insbesondere die Rolle gleichartiger elterlicher Aktivitäten. Die Ergebnisse zeigen, dass sogenannte Spiegelkorrelationen der Zeitverwendung auch dann signifikant sind, wenn für die üblichen sozio-demografischen Merkmale der Kinder und der Eltern kontrolliert wird. Die multivariaten Analysen differenzieren zwischen sechs Aktivitätengruppen, die jeweils separat für die Kindesaltersgruppen 10-13 Jahre und 14-17 Jahre geschätzt werden. Bezüglich der einzelnen Aktivitäten finden wir spezifische Muster nach Geschlecht und Erwerbsstatus der Eltern sowie Unterschiede zwischen Werk- und Wochenendtagen. Die stärksten Korrelationen betreffen die Mediennutzung der Väter und Mütter. Für Väter kommen signifikante Assoziationen in den Bereichen Sport und Spiele, für Mütter in den Bereichen Kunst und Kultur hinzu.
Inhalt: This article explores the determinants of the time use of children aged 10 to 17 for educational activities, focusing in particular on the role of corresponding parental educational activities. Results show significant correlations even when the usual socio-demographic characteristics of children and parents are controlled for. Multivariate analyses differentiate between six activity groups which are separately estimated for children aged 10 to 13 and 14 to 17, respectively. We find specific patterns for parental gender and employment status. Moreover, associations vary between working days and weekend. Strongest mirror correlations are found for media-related activities, both for mothers and fathers. In addition, children's time use exhibits significant correlations to mothers' time use with respect to cultural activities and arts, and to fathers’ time use concerning sports and games.

Inhalt: The two parts of the gender revolution have been evolving side by side at least since the 1960s. The first part, women's entry into the public sphere, proceeded faster than the second part, men’s entry into the private sphere. Consequently, many employed mothers have carried a greater burden of paid and unpaid family support than fathers throughout the second half of the 20th century. This constituted women's "second shift," depressing fertility. A central focus of this paper is to establish second shift trends during the second half of the 20th century and their effects on fertility. Our analyses are based on data on cohort fertility, male and female labor force participation, and male and female domestic hours worked from 11 countries in Northern Europe, Western/central Europe, Southern Europe, and North America between 1960/70 and 2000/2014. We find that the gender revolution had not generated a turnaround, i.e. an increase in cohort fertility, by the end of the 20th century. Nevertheless, wherever the gender revolution has made progress in reducing women’s second shift, cohort fertility declined the least; where the second shift is large and/or has not been reduced, cohort fertility has declined the most.

Inhalt: Die Gleichstellung von Frauen und homosexuellen Personen ist ein guter Seismograph für die generelle Gleichwertigkeit und akzeptierte Vielfältigkeit einer Gesellschaft, eng verknüpft mit anderen Erscheinungsformen von Ungleichwertigkeit wie ethnischem Rassismus, Antisemitismus und der Abwertung von Muslimen. Es ist kein Zufall, dass sich derzeit gerade am Thema Gender die Gemüter erhitzen wie sonst an kaum einem anderen mit Ausnahme vielleicht des Themas Islam. Rechtspopulistische Akteur_innen wissen und nutzen dies zur Emotionalisierung von Debatten und zwar in beide Richtungen: Während einerseits Anstrengungen zur Gleichstellung verhöhnt und diskreditiert werden, wird andererseits der Verweis auf mangelnde Gleichwertigkeit von Frauen und homosexuellen Personen (und übrigens auch der Antisemitismus-Vorwurf) allein unter Muslim_innen genutzt, um Emotionen gegen Muslime weiter zu schüren, die als Feindbild derzeit besonders im Fokus stehen. Der Beitrag berichtet über Befunde aus der repräsentativen Mitte-Studie 2016 der Friedrich-Ebert-Stiftung zu rechtspopulistischen Einstellungen in der Bevölkerung mit einem besonderen Blick auf Frauen. Deutlich wird: Während offene Formen der Abwertung in den vergangenen Jahren kontinuierlich rückläufig sind, sind subtilere Formen nach wie vor virulent und es zeigt sich eine deutliche Polarisierung der Einstellungen. Wer rechtspopulistischen Einstellungen zustimmt, neigt auch eher zu traditionell sexistischen, homophoben, rassistischen und klassisch antisemitischen Einstellungen. Hierfür spielen vor allem Gefühle relativer Deprivation und kollektiver Bedrohung eine Rolle, die gezielt von rechtspopulistischen Akteur_innen angeheizt werden. Die Karte der Gleichwertigkeit wird, so die These, dann gespielt, wenn es nützlich erscheint, während gleichzeitig ein reaktionär-konservativer Backlash vorangetrieben wird und zwar keineswegs nur von Männern, sondern auch von Frauen. Dahinter steht der Versuch, 'hinter sich die Tür zu schließen', also die eigene Akzeptanz über die Abwertung anderer zu erhöhen. Den 'wütenden weißen Männern' und ihren Ehefrauen (und vielen anderen) scheint es dabei keineswegs um die Gleichwertigkeit aller zu gehen, sondern um die Absicherung des eigenen, gruppenbasierten Status.
Inhalt: The equality of women and LSBTQ-persons is a good seismograph for the general equality and the acceptance of diversity within a society, as it is strongly connected with other forms of inequalities like ethnic racism, antisemitism and the devaluation of Muslims. It is no surprise that currently the topic gender is particular able to heat up minds like hardly any other topic except for maybe the topic Islam. Right-wing-populist players know and use this to emotionalize debates in both directions: While on the one hand they mock and discredit efforts to reach more equality, on the other hand the reference to deficits of equality of women and homosexual persons (and also to anti-Semitism) pointing solely towards Muslims is used to heat up emotions against Muslims who are currently particulary targeted as enemy image. The paper reports about findings from the "Mitte-Studie 2016" by the Friedrich-Ebert-Foundation on right-wing-populist attitudes in Germany’s population with a particular perspective on women. Results show: While blatant forms of devaluation have decreased continuously during the last years, subtle forms are still virulent as well as there is a clear polarization of attitudes in the population. Those who agree on right-wing attitudes, also tend to traditional sexist, homophobic, racist and classic anti-Semitic attitudes. Here, feelings of relative deprivation and collective threat play an important role that right-wing-populist players heat up strategically. The card of equality is played, when it seems to be useful, while at the same time an unprogressive-conservative backlash is pushed further, not only from men but also from women. This assists the purpose to 'close the door' behind themselves, which means to increase one’s own acceptance through the devaluation of others. The 'angry white men' and their wives (any many others) do not seem to be interested in general equality, but in manifesting their own group-based status position.

Gender discrimination in hiring across occupations: a nationally-representative vignette study

Inhalt: We investigate gender discrimination in a nationally-representative sample of German firms using a factorial survey design. Short CVs of fictitious applicants for apprenticeship positions are presented to human resource managers who are asked to evaluate the applicants. Women are evaluated worse than men on average, controlling for all attributes of the CV. This measure of discrimination is robust to differences in the variance of unobservable productivity characteristics ("Heckman critique"). Discrimination against women varies across industries and occupations. Controlling for all occupation- and firm-related variables that we observe, only the share of women in an occupation correlates with discrimination.

Von der Chancengleichheit zur gleichen Teilhabe: zur Rechtfertigung von Gleichstellungspolitik

Inhalt: In den letzten Jahren hat (auch) in Deutschland eine Verschiebung in der Begründung von Gleichstellungspolitik stattgefunden: von der Chancengleichheit zur gleichen Teilhabe. Wie ist dieser Wandel zu verstehen? Was sind seine normativen Implikationen? Diese Fragen verweisen auf das tieferliegende Problem, wie Gleichstellungspolitik gerechtfertigt werden kann und welche Konzeption von Gleichheit dafür angemessen ist. Der Text bearbeitet dieses Problem, indem verschiedene Dimensionen des Gleichheitsbegriffs expliziert werden. In einem ersten Schritt wird gezeigt, dass sich Kontroversen um Gleichstellung häufig auf der Ebene prozeduraler Gerechtigkeit bewegen, wobei formale und substanzielle Auffassungen von Verfahrensgleichheit aufeinanderprallen. In den weiteren Abschnitten werden dann drei Gleichheitskonzeptionen mit mehr oder weniger substanziellem Anspruch vorgestellt: meritokratische Chancengleichheit, distributive Gleichheit und demokratische Gleichheit. Diskutiert wird, inwiefern sie in der Lage sind, Maßnahmen und Instrumente der Gleichstellungspolitik zu begründen. Einzig die demokratische Gleichheit, so die zu entwickelnde These, kann die Verschiebung von der Chancengleichheit zur gleichen Teilhabe verständlich machen und einen normativen Rechtfertigungsrahmen für beide bereitstellen.

Anhand von 27 qualitativen Paar- und Einzelinterviews werden - entlang der Dimensionen Berufs-/Karrierekonzept, finanzielle Versorgung der Familie und Elternzeitarrangement - drei Re/Produktionsformen erwerbszentrierter hegemonialer Männlichkeit rekonstruiert und diskutiert. Inhalt: "Starting from the hypothesis discussed in research on masculinities and fathering that 'involved' fathering is incompatible with hegemonic masculinity, this paper examines continuity and change in interrelating work and family life by German fathers. Within the sociological frame of interaction theory on un/doing masculinity I focused on the production and presentation of gender differences and the hierarchizing demarcation against femininity and non-hegemonic masculinities within the couple. Based on 27 qualitative couples' and individual interviews, three forms of re/production of masculinity were constructed and discussed along the dimensions of vocational/career concepts, financial care of the family, and parental leave arrangements within the couple. The results show that the re/production of masculinities within negotiations of the couples regarding paid and family work are fragile, challenged, or episodically undone. This implies that in addition to welfare state policies and work organizations, the negotiations within the couple about their division of paid and unpaid work have significant consequences for the un/equality between the parents."
