Gender role attitudes in Italy: 1988-2008 - a path-dependency story of traditionalism

Inhalt: Considering gender role attitudes as part of a broader cultural change related to the modernization process, this study adopts a path-dependency approach to analyze the support for the role of women in the public sphere in Italy since 1988. Modernization processes varied across Italian regions and the paper explores how different gender patterns developed accordingly. Using pooled data from European Values Survey, World Values Survey, and International Social Survey Program, the author assesses if this specific change is part of the postmaterialist shift and investigates the mechanisms of change carrying out cohort decomposition methods. The results address a reinforcement of traditionalism mainly due to the period effect that shows regional differences given by history.

Women’s under-represented in higher education institutions and universities across the globe, and especially in the most powerful or influential posts, is well established. Despite gender equality commitments and women's educational attainment, still, they are underrepresented. Regions and countries may vary in term of culture, achievements and development, but barriers for women's representation in academia are surprisingly similar in many regions. Inhalt: The sport for development and peace (SDP) sector is made up of various development-focused policies and programs that seek to engage, stabilise, empower and create social and economic change. SDP projects, most often run by non-governmental organisations (NGOs), have been implemented in regions enduring physical conflicts, health pandemics, major gender divisions and other social crises that have a great impact on youth. In this context, sport has been accorded the difficult task of facilitating greater access for marginal, vulnerable or community groups whilst positively contributing to the attainment of diverse development objectives. While the ‘where’ and ‘why’ of SDP has been largely accounted for, the attention in this article is on the ‘who’ of SDP in relation to the notion of inclusion. Drawing on extensive research conducted in Jamaica, Kosovo, Rwanda and Sri Lanka, the idea of SDP as an inclusionary practice is critically investigated. While SDP may ‘give voice’ to participants, especially to individuals with athletic ability or sporting interests, the extent to which this creates social contexts that are fundamentally inclusive remains open to discussion. In this sense, while targeting populations, groups or individuals remains an attractive strategy to achieve specific goals, for example youth empowerment or gender equality, empirical assessments complicate the presumption that SDP programming leads to inclusion, particularly at a larger societal level. The article considers a matrix of inclusion criteria, potential outcomes, and the tensions arising between targeted SDP programming and the often-exclusionary dimensions of sport more broadly, with a focus on youth and gender issues.

Gender and the right to non-discrimination in international human rights law

Inhalt: Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and state’s action and inactions. The article establishes that the States parties’ obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies and those women are protected against discrimination in the public, as well as, in the private spheres.

Inhalt: "Der Beitrag erarbeitet eine systematische Literaturanalyse jener empirisch-quantitativen Literatur, die sich mit dem Einfluss von Elternzeit auf eine ausgeglichene Arbeitsaufteilung zwischen Frauen und Männern beschäftigt. Dabei werden jene Studien untersucht, welche 1. Daten aus Europa heranziehen, 2. zwischen Januar 2000 und Mai 2014 durchgeführt, 3. in referierten Zeitschriften publiziert und 4. auf Englisch oder Deutsch verfasst wurden. Die Analyse des Materials erlaubt es, jene Merkmale eines Elternzeitmodells zu identifizieren, welche besonders relevant für eine gleiche Arbeitsaufteilung zwischen Männern und Frauen sind. Erstens ist die Bereitstellung einer mittleren Dauer von Elternzeit besonders wichtig, um die Integration von Frauen auf den Erwerbsarbeitsmarkt zu fördern. Zweitens hat besonders die Einführung eines Elternzeitanspruchs alleine für Väter eine positive Auswirkung auf deren Beteiligung im Bereich der unbezahlten Familienarbeit. Des Weiteren zeigen die Ergebnisse, dass sich der Effekt von Elternzeit auf Frauen in der Erwerbsarbeit je nach dem Bildungs- und Einkommensniveau unterschiedlich gestalten kann." (Autorenreferat)
Inhalt: "This article conducts a systematic review exploring the link between parental leave policies and the gender division of labour. The reviewed material encompasses quantitative empirical articles that study the effect of a variation in leave policies on mothers’ integration into the labour market and on fathers’ engagement in family work. The analysis focuses on studies that were (i) conducted between January 2000 and May 2014, (ii) conducted in European countries, (iii) published in peer-reviewed journals and (iv) written in English or German. The analysis suggests that there are several aspects of parental leave that seem to be especially relevant in designing genderequalizing parental leave schemes. With regard to the effects of leave on mothers’ employment, it seems crucial that the duration of leave and payments provided is of a moderate length. With regard to the effects of leave on fathers’ engagement in family work, it seems most important to provide leave that is explicitly reserved for fathers. In addition, studies consistently find that leave policies affect women very differently with regard to their levels of education and income." (author's abstract)

Inhalt: Gender Mainstreaming oder Mainstream ohne Gender? Wirtschaftspolitische Steuerung in der Europäischen Union: geschlechterblind und gleichstellungsriskant Der Artikel leistet einen Beitrag zur Bilanz 20 Jahre nach Amsterdam mit einer kritischen Bestandsaufnahme des Stellenwerts von Gleichstellungspolitik im Bereich der Budget- und Wirtschaftspolitik. Im Mittelpunkt steht dabei die Frage, welchen Einfluss der gleichstellungspolitische Ansatz des Gender Mainstreaming (GM) in der budget- und wirtschaftspolitischen Steuerung innerhalb der EU innehat und gleichzeitig umgekehrt, welchen Einfluss die Budget- und Wirtschaftspolitik der EU, mit besonderem Fokus auf die wirtschaftspolitische Steuerung (Economic Governance), auf Gleichstellung hat. Die Analyse zeigt, dass Gleichstellungspolitik in der EU und gleichstellungspolitische Errungenschaften in der Krise sind. Das ist nicht nur auf die Wirtschafts- und Finanzkrise zurückzuführen, sondern ist vielmehr auch in den zu kurz greifenden gleichstellungspolitischen Konzepten und in der weiterbestehenden „strategic silence“ in Bezug auf Gleichstellungsaspekte in der EU-Wirtschaftspolitik im Rahmen der Economic Governance angelegt. Gleichstellungspolitische Errungenschaften sind durch geschlechterblinde Politiken und die zunehmende Macht männlich dominierter und maskulin strukturierter Institutionen gefährdet. Im Artikel werden aufbauend auf die Einsichten in die Defizite der bisherigen GM- und Gleichstellungspolitik Ansatzpunkte für die theoretische Weiterentwicklung und praktische Geschlechterpolitik vorgestellt, die die Schwachstellen und blinden Flecken überwinden sollen. Eine vom Alltag der Lebensrealitäten her gedachten Transformation muss auf drei Ebenen erfolgen, eine Neukonzeptualisierung von Ökonomie und der Wirtschaftspolitik in Richtung Ver- und Vorsorgende Wirtschaft (Care Ökonomie), eine emanzipatorische Transformation von Staatlichkeit in Richtung Geschlechterdemokratie und ein Ausbau geschlechtergerechter partizipatorischer Institutionen und Entscheidungsprozesse. Nur wenn diese drei Ebenen gleichzeitig im Blick sind, können gleichstellungspolitische und emanzipatorische Konzepte und Strategien wirksam werden. (Autorenreferat)
Inhalt: The article contributes to the stock-taking of 20 years after Amsterdam by critically focusing on the role of gender equality in budgetary and economic policies at the EU level. It analyses not only the influence of Gender Mainstreaming on budgetary and economic policies but also vice versa, the influence of economic and budgetary policies – in particular the EU economic governance – on gender equality. The analysis shows that EU gender equality policies and gender equality achievements are experiencing a crisis. This is not only due to the current economic and financial crisis, but rather due to limited gender equality concepts as well as the continued “strategic silence” and absence of gender equality aspects in EU economic policies and economic governance. Progress in gender equality is threatened by the increasing power of male dominated and masculine structured institutions. Based on the insights on the deficits of gender mainstreaming and gender equality policies so far, the article presents key starting points for a theoretical development and practical gender equality policies to overcome the weak points and blind spots. A transformation – based on the realities of everyday life – needs to focus on three levels simultaneously, namely a new conceptualization of economics and economic policies in the direction of a care economy, the emancipatory transformation of the state towards gender equality democracy and the development of gender-just, participatory institutions and decision making processes. Gender equality and emancipatory concepts and strategies can only become effective if transformations at these three levels are taken into account simultaneously. (author's abstract)
