Making structural change with relational power: a gender analysis of faith-based community organizing

Inhalt: This article presents research on faith-based community organizing in the US to examine how congregation members engage in structural change efforts related to marginalized populations. Examining the case of one organizing model, justice ministry, congregations focus on power defined through relationships, cultivated in informal spaces, and communicated through personal narrative (traditionally private, feminine spheres), and change is enacted by creating tension in public (traditionally masculine) spaces with decision-makers. A growing body of literature presents nuanced gender analyses of policy advocacy, social movements, and community change efforts both in terms of strategic models of action and revisiting our understanding of historical movements. We ask questions about how the expectations and work are constrained or facilitated by cultural expectations of gender roles and power dynamics. Examining the organizing model of justice ministry through a gender lens helps to understand how an emphasis on relational power (traditionally gendered as feminine) facilitates and strengthens the use of a range of tools, including publicly challenging authority (more frequently gendered as masculine). While the private/public, feminine/masculine dichotomy has severe limitations and risks oversimplification, the utility remains in helping name and challenge real power differentials based on gender.

Inhalt: Der Beitrag diskutiert auf Grundlage einer Fallstudie in der Landesbank Berlin (LBB) innerbetriebliche Schließungsprozesse entlang der Geschlechterachse sozialer Ungleichheit. Er fragt zudem nach Ansatzpunkten für eine geschlechtergerechte Arbeitspolitik im Bankensektor unter Bedingungen deregulierter Finanzmärkte, subjektivierter Arbeit und einer latenten Krise sozialer Reproduktion. Der Unternehmensfall wird dazu in doppelter Weise kontextualisiert: Einerseits durch eine kurze Darstellung geschlechtersoziologisch relevanter Entwicklungstendenzen der Branche, andererseits durch die Einbeziehung lebensweltlicher Reproduktionsbedingungen der Beschäftigten. Es wird die These entwickelt, dass sich eine geschlechterpolitisch widersprüchliche Konstellation abzeichnet: Kapitalmarktorientierte Restrukturierungen und vermarktlichte Formen der Leistungssteuerung begünstigen innerbetrieblich eine Persistenz männlicher Vorherrschaft. Soziale Reproduktionsbedürfnisse werden unter diesen Bedingungen im Führungshandeln oftmals ausgeblendet. Zugleich artikuliert sich innerbetriebliche Kritik an diesen Entwicklungen. Insbesondere bei jüngeren Fach- und Führungskräften finden sich Indizien für geschlechterübergreifende Interessenkoalitionen, die aus geteilten subjektiven Ansprüchen erwachsen: Die eigene Arbeit soll als sinnvoll erfahrbar sein und sie soll Raum lassen für eine individuelle Gestaltung des Gesamtlebenszusammenhangs innerhalb von möglichst egalitären Geschlechterarrangements.

Inhalt: Interaktionen zwischen männlichen Geflüchteten und alteingesessenen Frauen werden seit den sexuellen Übergriffen in der Silvesternacht 2015 in Köln als problematisch gefasst. Hier wird ein Zugang zur geschlechterübergreifenden Interaktion gewählt, der von positiven Alltagskontakten ausgeht, nämlich der Interaktion zwischen Geflüchteten und ehrenamtlich für sie Engagierten. Leitfadengestützte Interviews mit 26 ehrenamtlich Engagierten werden in Anlehnung an die Grounded Theory analysiert. Die aus dieser Analyse heraus entwickelte Kernkategorie "Separierung der Geschlechter" verweist vor allem auf herkunftskulturelle Zuschreibungen und/oder Sozialisation, aber auch auf weiblich dominierte Unterstützungsnetzwerke und auf geschlechtertrennende Angebote für Geflüchtete. Diese Separierung der Geschlechter führt zu Unsicherheiten bei geschlechterübergreifenden Interaktionen, insbesondere beim Umgang mit Nähe und Distanz. Das Ansetzen von kultureller Differenz wird in der Literatur skeptisch betrachtet. Kritisiert werden ein homogenisierender, statischer und deterministischer Kulturbegriff sowie die Reproduktion und Verstärkung von Vorurteilen und Stereotypen. Dennoch, in der Rekonstruktion von Interaktionen durch die befragten Engagierten spielt kulturelle Differenz eine entscheidende Rolle.
Gendered practices in child protection: shifting mother accountability and father invisibility in situations of domestic violence

Inhalt: This article reports on an exploratory, qualitative, multiple-methods study that included individual interviews and a focus group with child protection services (CPS) workers in a large city in Alberta, Canada. The findings illuminate current CPS worker practices in situations of domestic violence where inclusion and exclusion decisions are made for service provision, and the ways in which documents reflect these day-to-day practices; how service user descriptions are constructed and reconstructed, the social problem of domestic violence conceptualized, and the ways in which professional development training encourages critical thinking about existing practices to create new solutions for families experiencing domestic violence. Thematic analysis reveals three themes about CPS workers' experience: 1) current practices reflect invisibility of men and accountability of women; 2) personal and professional shift in perspectives on who to work with, gender expectations, and how CPS are delivered; and 3) reflexive practice into potential intervention strategies and professional development training. The findings suggest specific recommendations for practice including the need to engage men in child welfare practice, shift perspective about service delivery with families experiencing domestic violence, and account for gender norms and practices in service delivery.
Neither Penalised nor Prized: Feminist Legislators, Women's Representation, and Career Paths in Argentina

Inhalt: The conventional wisdom holds that party leaders punish women legislators who advocate for gender equality. We test this assumption using the Argentine case, asking two questions. First, who counts as a feminist legislator and how do we know? Second, do feminist legislators have career trajectories that indicate marginalisation or penalisation? We use bill authorship data and expert surveys to identify legislators of both sexes who champion feminist causes and who adopt a gendered, though not necessarily feminist, perspective. Comparing these categories of legislators to those in the general population, we find no meaningful differences in political careers by either legislators’ gender or policy profile. In fact, many feminist champions hold prestigious positions while in congress, but this political capital results neither in punishment nor reward after congress. Women who represent women do not go on to the top posts after congress, but neither do they disappear from public life.

A defence of gender-based affirmative action grounded on a comparison of the United States and of the European Union models

Inhalt: This article presents a defence of gender-based affirmative action programmes against its critiques. It starts from an overview of the history and main criticisms addressing affirmative action programmes, and then proposes several arguments against these criticisms. Several rationales are to be found at the core of this article: first, women still face discrimination in regard to access to education and employment. This position relies on the statistical data referring to both the U.S. and the E.U. Second, gender-based affirmative action should be treated differently than race-based affirmative action since women's discrimination on the labour market stems mainly from traditional gender norms largely exerted within the family and exercised through state's family policies (e.g. childcare policies). Third, despite the fact that the article defends gender-based affirmative action against the main critiques, it also argues that this measure alone is an inefficient method to tackle gender inequality. The article concludes that gender-based affirmative action programmes are not effective methods to tackle gender inequality because they address only one part of the problem, namely gender inequality encountered in the public sphere (education and employment), while completely ignoring family and caring responsibilities.
